Name of the Product: Organic Tea Garden in Panchagarh.

Background and Present status of the product:


Panchagarh is now recognized on the third tea state in the country after Sylhet and Chittagong. It
produced 5,37,000 kilogram of tea last fiscal year. Nineteen tea states in Panchagarh. There are
about 16000 hectors of land in the district which is suitable for tea cultivation. Our garden is
located in Tetulia the northern thana of Panchagarh. I have selected this place about organic tea
garden in Panchagarh because it has huge possibilities of tourism. The tourist can visit tea garden
for many reasons like amusement, recreation and can enjoy natural view and experiences.

Detail of Study Area with map:

Teatulia is a privately owned tea company based in Denver, Colorado. Teatulia is named after
the Tetulia region in Northern Bangladesh where the company grows and produces its teas. It is
the first USDA-certified organic tea garden in Bangladesh and the first tea in the United States
that is imported from Bangladesh. As of 2013, Teatulia had produced over 700,000 pounds of tea
per year, making it one of the largest tea gardens in the world. For developing a tourism plan of
individual product or services of my district I selected this organic tea states from. In the below I
am giving full map of my study area:
Aim of tourism planning:

The goal of tourism development is to increase the attractiveness of a destination or tourism


company and there by attracting more tourists in that particular area or place. Tourism planning
refers to the overall process of deploying the development goals and the implementation of a
comprehensive tourism system. The aim of tourism planning includes increased visitors,
satisfaction, economic benefits and the protection of basic cultural and natural resources. Aim is
the step involved in strategic planning. Aim means why I want to develop this product for
tourism. Because the organic tea garden is increased day by day and its natural view is just
amazing, so that the tourist are attracted by this place easily. Tourism planning typically involves
a number of components, namely:

1. Tourism attractions and activities.

2. Accommodation.

3. Other tourist facilities and service.

4. Transportation facilities and service.

5. Other infrastructure.

6. Institutional elements.

From above these elements in Teatulia is available. Here the transportations facility is
tremendously good. There are various types of accommodation like hotel, motel, resort and small
cottage and banglow. There are other tourism facility like in winter season tourist can enjoy the
Himaloy peak from the river side of Mohanonda which is nearby the tea garden. Here I want to
refer major elements of tourism planning involves process of selecting a target, choosing
strategies to reach the market establishing objectives. Coordinating the efforts of those involved
in promoting the destination and evaluating successes and failures. Specially the nature lover
tourist fond of this garden. That why I want to develop this product for tourism.

Instruments:

Policy instruments are the tools and approaches used by government to achieve some outcome.
There are many types of instruments like advocacy, money, Government action, Law.
Policy instruments for more sustainable tourism management are not different in essence from
instruments in other fields of environmental public policy. They can be classified into economic
or marked based, regulatory or command and control and institutional instruments.
Economic instruments comprises environmental taxes, user fees, financial incentives and
tradeable market permits, regulatory instruments include quotas and zoning, while in in
institutional instruments refer to eco labels and changes in property rights. Sometimes a
combination of various policy instruments might be more effective than implementing a single
one. Among all those instruments I want to use money. Money is related for tourist levies,
Departure taxes, accommodation levies, user pays, charges, license and permits, tax and direct
and indirect subsidies.

Strategic method of implementation:

Policy implementation is the process through which policy ideas and plans are translated into
practice. For implementation we can take the given below steps:

1. Include sustainable tourism alternatives in your trip.


2. Go green at your hotel.
3. Reduce your carbon foot print.
4. Say no to illegal trade.
5. Take care of heritage place.
6. Challenges yourself to step outside of your comfort zone.

For implementation of organic tea garden tourism we can take some steps like building skills,
arranging vocational training and developing business. Sometime policy implementations have
some problems like negative effects of holiday resorts is derived from many sub issues.
Moreover, social, Economic, political, technological, and environmental conditions change and
policy problem and solution also change. For the tourism product development. We need to
know the research the market, match the product with market, assess the destination understands
the stakeholder role, product building, marketing and promotions, providing human and
technological resources.

Stakeholder groups:

Stakeholder is anyone who can positively or negatively influence the project, including the
customers or users, the project manager and team, the projects sponsor, program and portfolio
managers. The responsibilities of stakeholder is project meeting as requested by the project
manager. Review and approve process deliverables and provide subject matter expertise to the
project team. On some projects they may also serve as customer. Since the project or any
organization will rely on various stakeholder.

Obstacles:

There are many obstacles for sustainable tourism development. For my tourism product there are
also many obstacles that are given below:

Level of uncertainty existing over policy goals and their measurement. Sometimes it may be
difficult to measure and also it has data actuation problem. The factors that have emerged as
challenges to sustainable tourism development related to priorities of national economic policy,
the structure of public administration, an emergence of environmental issues. Over
communication and the structure of international tourism system. Moreover, poor infrastructure
development and management, poor marketing, poor linkages within local economy, poor
institutional system.

Evaluation method:

It can be measured by taking into account four elements: people (tourists),


money (expenditure), time (stays and travel durations) and space (distances, lengths of trips)
Moreover, there are four types of method for example:

1. Performance audits of resources use.


2. Performance audits of programs and activities.
3. Stakeholders audits
4. Evaluation of the evaluation process.

I want to take performance audits of resources use. Because for organic tea garden we can
evaluate how organizations use their resources and whether that use is economical, efficient and
effective.

From the above discussion, I want to say that for developing tourism product first of all we have
to set visions, policy, goals objectives. Then performing task, agency, and commitment training
capacity of the people. Finally, we need organizational structure and last of all resources and
cultural.
