CBMS NETWORK E-LEARNING MODULE:

FOSTERING GENDER AND

DEVELOPMENT
Overview: The CBMS Network E-Learning (Online) Modules generally aims to provide
technical support in enhancing the preparation of sub-national development profiles,
planning, program design and targeting, and impact monitoring using local level data.

Module Description: The 3-day module will equip participants with

knowledge and tools for analyzing gender disparities, and applications of
gender-disaggregated data for identifying policy issues, needs assessment,
and prioritization in planning and budgeting. Sessions will include use of
STATA for processing local level indicators and relevant disaggregation and
an excel based tool for generating inputs from local level data for the
preparation of local GAD plans and budgets.

The COVID-19 pandemic has further magnified the importance of local level
data for better planning, resource allocation, and design of safety net and
social protection programs. Appropriate recovery policies, plans and
programs require better data to make more informed decisions given limited
resources to address various competing needs. This module aims to achieve a
more inclusive recovery by addressing gender disparities in the needs of
vulnerable groups using local level data.

Who Can Attend: Focal persons/personnel of local

government units (provinces/cities/
municipalities/barangays) in the Philippines
Online Training Date: September 29 to October 1, 2021

By the end of the module, participants are expected to:

1. Have a wider understanding of the use of local level data and relevant
disaggregation for analyzing gender disparities in development (poverty)
outcomes
2. Gain knowledge on how to generate, interpret and analyze data for examining
gender disparities in the situation of sub-groups of the population (across PWDs,
elderly, children and youth, and across sub-locations) that can be used to identify
specific needs and disparities that can be used in the preparation and
implementation of development profiles, plans, and programs
3. Have a better appreciation of the importance of gender analysis in the
preparation of development profiles, plans and programs
