Description & Objectives
SBFP is the provision of nutritious food products and
pasteurized/sterilized milk to undernourished learners. The
implementation of SBFP shall :
• address hunger, contribute to the improvement of their
nutritional status, and reduce micronutrient deficiencies
and anemia
• improve school participation and learning outcomes
• improve school enrolment and attendance
• increase cognitive function and academic performance

Primary beneficiaries :
⮚ all incoming kindergarten learners
⮚ Grade 1 to Grade 6 learners who were wasted and severely
wasted based on the SY 2020-2021 SBFP report

Secondary beneficiaries
⮚ All learners in Last Mile Schools with 100 and below enrollees
⮚ pupils-at-risk-of dropping-out (PARDOs)
⮚ indigenous people (IP) learners
⮚ those coming from indigent families
⮚ stunted learners identified in the SY 2019-2020 SBFP
implementation.

Additional SBFP Component
• School Based Feeding Program is the provision of
hot meals/nutritious food products and milk to
undernourished Kinder - Grade 6 learners to
improve classroom attendance and nutritional
status of target beneficiaries.
• The meal provided must meet 1/3 of the
recommended intake of Phil. Dietary Reference (K, G1 – G6)
Intakes (PDRI). SW/W

• For SY 2019-2020 SBFP was allotted with


additional 1B funds for the implementation of milk
in accordance with RA 11037, Masustansyang
Pagkain para sa Batang Pilipino Act.

Background
• Ordinarily, a feeding period of 120 days is ideal to achieve a
significant impact on the nutritional status of children.

• However, due to the changes in the school calendar and in


consideration of the possible lapse of the funds by yearend,
the feeding period for SY2021-2022 is reduced to 60 days for
the regular component (i.e. hot meals/nutritious food
products) and 33 days for the milk component (i.e.
fresh/sterilized milk).

• Feeding commodity (hot meals and/or nutritious food


products and milk)

• Mode of delivery (school-based and/or home distribution,


depending on the situation in the community or pandemic
situation in the area

FY 2020 Accomplishments
• For FY 2020 Milk Funds:

• The target beneficiaries was 1,775,349 while the


actual beneficiaries as of this report were 3,134,336
(183.46%).

• Of the 3,134,336 beneficiaries, 81.07% had milk


supply from NDA/PCC, 0.79% were
supplied/donated by a private partner, while Receiving of Milk at SDO San
18.14% procured their milk supply from commercial

• For those with beneficiaries with milk supply,


48.66% were supplied by NDA, 32.41% are supplied
by PCC, while 0.79% are donated by a partner.

• There were 33,760 schools which implemented

• Most of the respondents were very thankful and grateful for the
participation of their children in SBFP which greatly helped them.
• There were requests for inclusion of more fruits and vegetables for
NFP because it is not commonly part of their daily food.
• There were requests to receive milk for those who didn’t receive last
time and wishing that the milk will be continued. Some also
recommended for other flavor of milk, like chocolate, if available.

• Variety of choices in the NFP distributed, not always one kind of food
commodity all throughout the implementation.
• Food commodities with longer shelf life
• Always check if the expiration dates of food commodities.
• There were also a concern on fresh milk because not all households
have refrigerator.
• There were also comments to choose more nutritious and tastier food.
• The parents were happy that their children learned to eat kamote.

• There were also isolated comments/feedback that their child


experience diarrhea and vomiting after consuming fresh milk.
Because of this, they have stopped receiving milk commodity.
• In terms of the distribution of the food commodities, many were
requesting that the distribution must be early morning.
• Also, the IATF Protocol must be strictly imposed because it is still
pandemic.

• Most of the feeding coordinator were thankful and hoping for the
program to be continued.
• There were also comments that SFBP implementation was successfully
implemented and it has helped feed many learners most especially
those learners whose parents lost job due to the pandemic.
• Some of the notable feedback from the school feeding coordinators
were requests for additional budget allocation for the food and for
operational expenses.

• There was a suggestion if the SBFP coordinatorship be transferred to


canteen managers or to those teaching personnel that teaches higher
grade level that are not on straight teaching.
• There was also a concern regarding the welfare of the teachers
delivering the NFP and fresh milk in a remote area, that it was risky not
only because of the COVID virus but also possible accidents especially
during rainy days.
• Some were also requesting to lessen the paper works on the
implementation of SBFP.

that may help in the improvement of SBFP?)
• There were also comments to change NFP to those food that are known
by the students but are also nutritious and lessen the cycle menu with just
purely bread.
• Some also commented that this set-up was much better because during
the implementation of hot meals, the teachers were the ones who
preparing the food and must be continued even when face to face classes
returns.
• There were also concerns on bringing the food commodities in the far-
flung areas, the shelf life of the NFP and milk must be longer to avoid
spoilage.
• Some also requests if the delivery of NFP and milk would be directly to the
schools instead of at designated drop-off points.
