GeM is the National Public Procurement Portal;


an end to end online Marketplace for Central
Government & State Government
Departments, Central & State Public Sector
Undertakings, Autonomous Institutions and
Local Bodies, for procurement of common use
Goods and Services.

What the Primary User needs for
Registration on GeM ?

• Aadhar Number linked with mobile


number.
• Official email id which has been
created on gov.in or nic.in
• (Gmail/Yahoo mail/Hotmail/ Rediffmail etc.
are not acceptable for registration on GeM.)

GeM in Rajasthan
• Government of Rajasthan has allowed all the
PEs of GoR by Notification dated 01.05.2017
to procure Goods and Services through GeM
Portal. GoR has relaxed from the provisions of
RTPP Act, 2012 except Sub section (1) of 4,
Section 11, Section 17 & 46 of the said Act.

GeM in Rajasthan
• FD, GoR has issued guidelines for procurement
through GeM on dated 01.05.2017
• PEs of GoR can’t procure Goods/Services
through GeM Portal by L1 method.
• HOD will be the Primary User for GeM Portal.
• Direct Purchase method can be use for value
of procurement upto Rs. 10,000 in one time
and upto Rs. 1 Lac in a financial year.

GeM in Rajasthan
• Bid Sheet and Work Order of procurement
amount Rs. 1 lac or above shall be published
on SPP Portal in Single Source module.
• Payment for procurement through GeM Portal
shall be offline but PE shall read and follow
the Terms and Conditions available on GeM
Portal.
• Payment shall be made within the prescribed
timeline mentioned on GeM.
