Operational Challenges & Solution
 Mission
specific units may not be
enough at time of larger scale
emergency or disaster
 Need additional units and capacity
to perform medium/large scale
missions
 Can drafting (pre-arranged) public or
private owned vehicles at time of
need a good solution?
 Provide tax and publicity incentives
for participating
 Canbe local, regional & global
based network

CALIFORNIA WILDFIRE – WE “CAN”
MAKE A DIFFERENCE
In November 2018, strong winds
aggravated conditions in another round
of large, destructive fires that occurred
across the state.

Camp Fire:
• Started in Butte County in Northern
California
• killed at least 86 people with 3 still
unaccounted for as of 4 December
2018

We have lost 6 firefighters in 2018 in

California
FIREFIGHTER TRANSPORT -
DELIVERY & EXTRACTION

 Quickly get to target area often not

feasible or difficult with ground vehicles
 Control the fire early in the development
stage could reduce the total damage
and danger
 Need 2-5 seat VTOL to complement
limited number of helicopters
 Small foot print TVF allows takeoff and
land in various locations as needed
 Quick response to extract firefighter when
condition changes resulted in dangerous
situations
LARGE SCALE EVACUATION
 Woosley Fire engulfed 70,000 acres in
the Malibu-area of Southern California,
leading to destruction and burned
96,949 acres of land.
 The fire destroyed 1,643 structures,
killed three people, and prompted the
evacuation of more than 295,000
people in Ventura and Los Angeles
counties.

 eVTOL can Help evacuate civilians

 Roadway congestion
 Blocked passages
 Shifting condition – time critical
OPERATING ENVIRONMENT
 Coordinated Operations
 Central command to coordinate air and ground
operations
 Complex and changing conditions
 Fire can change path and directions as weather
alters, often changes quickly
 Congested airspace
 Aerial firefighting missions usually occur at or below 200
feet above the ground, which is the same airspace
where most drones fly and TFV operates.
FLIGHT VEHICLE CHALLENGES

 Coordinated command & communication

 Transportation to the staging area
 Heavy smoke, BVLOS
 Hi temperature
 Steep terrain – landing & Takeoff
 Strong wind
 Fire induced turbulence
 Special equipment
DISTRIBUTED ON-DEMAND TVF SEARCH & RESCUE
& DISASTER RELIEVE OPERATIONS AND NETWORK
LOCAL TO GLOBAL

How do we get enough eVTOL vehicle where

and when needed?

 Vehicles designed and produced with modular

capabilities, standardized datalink and full
autonomous capabilities
 Owners & organizations register their vehicles for
emergency use
 Responsible agency or authority can activate the
use with user permission (authorization code)
 Theater command will organize the use of the
vehicles (may change out payload modules) as
part of the coordinated emergency operations
 Return the vehicle (washed and cleaned) to the
owner with a Thank You note.
Distributed Public Use eVTOL for Good
Vehicle & System Challenges
 Available units with the right configuration,  Willingness for owners / operators (Air
functionality, capability at the right place at Taxi companies, individuals)to sign up
the right time – with tax incentive etc.
 Support and management system that can  Theater coordination and single air
work with available fleet traffic management – high
autonomous capabilities
 Unified command & communication for
emergency use – need standards and OEM  Range Limitations & Transportation –
support relay charging station, charging std.
 Adaptable configuration for various needs –
design provisions for public use - mainly
rescue & emergency transport
Local Infrastructure & Operations
Urban & Suburban Area
 Short Range mission – 10-25 miles round trip
 Leverage Uber Air type air taxi verti-port to
support operational needs
 Suburban launch points – shopping mall & school
parking lot
Rural Area
 Missions – mid range (25-75 miles round trip)
 Relay charging station – high rate & high demand
 Comm, Nav, Air traffic management
 4G/5G availability

Hurricane Maria - Puerto Rico
 The death toll in Puerto Rico was initially reported as
64 by Puerto Rican authorities, but revised after
several studies estimated between 1,400 and 5,740
deaths were attributable to the storm. The official
estimate of 2,975 is based on a study commissioned
