Narrative

On January 1, 2021, at about 10:39 pm, the mayor in Panama has been caught refusing to
follow the security measures at Ninoy Aquino International Airport- Terminal 1 that has been
implemented, since March 16, 2020, after President Rodrigo Duterte imposed an enhanced
community quarantine in the Philippines. The said mayor was identified through the closed-
circuit television (CCTV) camera entering the airport without wearing a facemask as part of the
security measures to protect and for the safety of the travelers, and employees in the airport.
One of the security guards known as Mr. Sucre in the airport who is assigned for monitoring the
entrance approached Mayor Lincoln Burrows to ask and to say that he needs to put on a
facemask. But the mayor still refused to put on a facemask and he just continues his walk for
entering the airport together with his six personal bodyguards. Mr. Sucre calls for a backup and
blocked the mayor and his bodyguards once again. Mayor Burrows immediately grabbed the
collar of the security guard and made an eye to eye contact and told him to stay away and let
them pass. While his bodyguards didn’t hesitate to box in the security guard. Mr. Sucre tried to
remove and get away from the mayor’s hand from holding his collar but the mayor kicks his
stomach instead. The security guard also punched the mayor’s face and distance himself from
the mayor but then the mayor’s bodyguards hold him and stop him from making another move
towards the mayor. Those people who watched the whole thing did not try to intervene but some
of them were filming the whole incident. Mr. Burrows punched again the security guard and
cursed him. Mr. Sucre is no longer able to fight at that time because he was held by both hands
by the six personal bodyguards of the mayor.

My team immediately approached them after arriving at the scene. Mr. Sucre was already
weakening due to the blows he received from the mayor. His eyes were closed and I saw that
he has a black eye. Mayor Burrows together with his bodyguards, Mr. Sucre, and some
volunteered persons (Ms. Anna Macuto, Mr. Ben Zamora, and Layla Abruzzi) who had been
watching and filming the whole incident from the very beginning was brought to the office of the
security officers. While interrogating the mayor, he admitted that he was drunk and exhausted
so that he was a bit aggressive. He suggests that he will just pay for all the things he has done
and also for the treatment and other casualties. His offer was rejected and Mr. Sucre strongly
wants justice for the mayor’s inhumane act. Therefore, we call the police for further investigation
of the incident and to file a case against the mayor and his bodyguards. Mr. Sucre on the other
hand brought to the hospital for treatment and to check if he got other injuries.
