1. Indian Science Congress

In March, 2018, 105th Indian Science Congress was organised in Imphal, Manipur. This is
important for the reason that it is celebrated in North-East. Government of India is committed
for development of North-East in all possible way and this Science Congress is a right step.
Also, this year it was originally was supposed to be held in Osmania University, Hyderabad
but due to some law and order and other issue it was postponed and rescheduled for Manipur.
Generally, every year it is held in first week of January. These are some of the reasons this
topic is important. Please note that topic is just about Indian Science Congress, so you should
in general discuss about this as whole not only about 105th which held in Manipur.

Hon’ble Prime Minister, Shri Narendra Modi inaugurated the 105th Indian Science Congress at
Manipur University on 16th March this year. He began his inaugural address by paying tributes
to three very distinguished Indian scientists whom we lost in recent times – Padma Vibhushan
Prof Yashpal, Padma Vibhushan Prof UR Rao and Padma Shri Dr Baldev Raj. They all made
outstanding contributions to Indian science and education.

Indian Science congress in its journey of more than 100 years played important roles in
developing Science and Technology in India. The importance of Science Congress is evident
from the fact that some of the imminent scientists such as C V Raman, Homi Bhabha, Shanti
Swarup Bhatnagar and statesmen like J L Nehru and Manmohan Singh had been chairperson
of the Indian Science Congress.

For a country like India with large population and huge potential, Science is the tool to provide
solutions for many of its problems and Science Congress has been working as the catalyst in
the development of Science and technology. Every year it is celebrated in different cities to
make aware about this to whole India and participation in this is ensured from diverse
background from Nobel Laureate to Scientists to teachers to young aspiring minds. It is today’s

exhibitions were shown and for children many competitions were organised for them to better
understand the Science.

In the development of India, Indian Science Congress is playing an important role and in
promoting Science among young children and bringing different ideas to reality it is the best
platform.

2. Operation Insaniyat.

There are many people in the world suffering due to violence and unrest in their country.
Rohingyas are one of the worst groups in this regard. Many are illegally crossing their border
to save their lives, thousands came to India and many more in Bangladesh. In Bangladesh,
Government of India is helping to provide the basic requirements of these refugees under the
name Insaniyat.

The Ministry of External Affairs has started Operation Insaniyat to provide assistance to
Bangladesh in response to humanitarian crisis being faced by it due to large influx of Rohingya
refugees from Myanmar. These Rohingya Refugees are mainly staying in Rakhine province of
Myanmar are forced to leave their place due to communal Violence and repeated military
operations against them.

India has always responded readily and swiftly to any crisis in Bangladesh, in keeping with the
close ties of friendship between the peoples of India and Bangladesh. This is one of such crises,
also being a responsible country and ready to play an important role at Global level, India
should help in whatever possible way. UN estimates claim that around 379,000 Rohingya
Muslims have fled to Bangladesh after the clashes between Rohingya militants and Myanmar
army. Rohingya villages have been burnt and people have been killed in large numbers since
August 25, 2017.

Under this humanitarian Operation, India is distributing relief material consisting of items
required urgently by the affected people. These materials are rice, pulses, sugar, salt, cooking
oil, tea, ready to eat noodles, biscuits, mosquito nets etc. The relief material is being delivered
in multiple consignments. The first tranche was brought to Chittagong by an Indian Air Force
plane on 14 September 2017.

This operation is just a humanitarian operation and being largest and responsible country in the
region it is responsibility of our country to help those in distress in all possible way and this is
the right step.

3. First Lady Honour by the President of India.

The President of India, Shri Ram Nath Kovind felicitated exceptional women who are the first
to set a milestone in their respective fields. As many as 112 women have been selected after an
extensive research process by the Ministry of Women & Child Development, honoured by the
President at Rashtrapati Bhawan in special program organised for this purpose. The women
being felicitated are those who have been the first in any field like the first woman judge, first
woman porter, first woman to head a missile project, first para-trooper, first Olympian among
others.

In the male dominating society like India it is the right step which is lagging in the ranking of
women empowerment. Discrimination of women starts even before their birth and after birth
at every stage of their life. There are many social stigmas as well for stopping women to excel
in their life. But in spite of all these hurdles there are many who are daring to do their best and
they are achieving for what they are determined.

However not only these 112 women excelled, there are many, this is just an initiative to
recognise these women, it will set a trend and will motivate others to come forward.
Cooperation of half of the population is necessary to move India on the path of development.

Now in almost every areas women are walking along with men and in many places even doing
better than men.

4. Stone pelting issue in Jammu and Kashmir.

Kashmir valley is facing problem of terrorism for a long time and people living there and
security forces are bearing the brunt of the terrorism. The problem of terrorism started with the
independence of India and making of Pakistan as a separate country. Due to majority of Muslim
population Pakistan wanted Kashmir to be the part of Pakistan, for that both countries fought
wars as well but no result. In recent time security forces in Kashmir is facing a unique kind of
challenge of stone pelting. Local in the valley are pelting stones on Security forces.

The problem got intensified when in July 2016, security forces killed a young terrorist
commander in encounter. Due to external support and internal instigation from some of the
separatists groups in the valley many youths are motivated to be part of terrorist organisation
and the common man and school going children and even women many times throwing stones
on security forces.

In response security forces fire tear gas shell and pellet bullet due to which thousands got
injured. Many security persons also got injured, in extreme cases security forces also fire on
the crowd in which some people got killed as well. This is a unique type of challenge faced in
Kashmir, however TVSN Prasad committee in place of Pellet recommended to use PAVA
shells which is less lethal. But that is not the main issue, major challenge is to make peace in
the valley.

Stone pelting is emerging as the major challenge in J & K and this is creating law and order
problem to hampering the developmental work in the state. Common man and Security forces
on the ground are facing the hardship of the ongoing unrest in the state.

5. Doklam crisis

The Doklam plateau lies in the tri-junction area of Chumbi Valley of Chinese-held Tibetan
Autonomous Region which is contiguous to the Indian States of Sikkim and Arunachal
Pradesh. There is counter claim of sovereignty by Bhutan over the area.
The Chumbi Valley is flanked on either side by Sikkim on its west and Bhutan on the east.
Nepal shares a common border with Sikkim and Chinese and Indian armies have been face-to-
face along the whole of Arunachal Pradesh for a long time.

Right below the Doklam plateau lies the narrow strip of the Siliguri Corridor which is famously
called as Chicken’s Neck in the Chumbi Valley region. It is this narrow stretch which is just as
narrow as 17 km at one point and widest at 33 km at another and connects the mainland India
with the North East region.

In this Doklam area Indian and Chinese forces were facing each other and tense situation was
for a long time when the situation was handled diplomatically. This area is under the control
of Bhutan and India and Bhutan have agreement to help each other in time of any external
aggression, since Bhutan is a very small country and is not able to face the country like China.
However, the tension has been eased out but still there is many ambiguity of border
management with China. Doklam is a small subset of bigger Chinese problem. India and
Bhutan did not participate in Belt and Road Initiative programme, many experts say, this is one
of the reasons for Chinese aggression. Keeping this area secure is must for India.

6. Right to Privacy

Nine Judge Bench Judgement of Supreme Court in 2017 clearly mentioned with full majority
that right to privacy is the Fundamental Right under Article 21 of the Indian Constitution.
However, the same judgement also said that right to privacy is not absolute, it can be curtailed
in larger interest of Society and nation.

Earlier in the judgement of MP Sharma and Kharag Singh Supreme Court had maintained that
Right to privacy is not a Fundamental Right under the constitution. The recent debate arose
due to mandatory Aadhar card requirement for many schemes of Central as well state
governments. Aadhar as such is a beneficial innovation but issue is that the data protection as
well as misuse of the private information. As is clear from the Snowden episode, in many places
privacy has been compromised.

It can be misused either by Government agency or Private party. Since in Aadhar we are
required to give all 10 finger prints and also eye scan. If this data is leaked and misused and
any person is booked in any crime for which he is not involved that will create a big problem
for a poor person. If data is leaked someone can blackmail or companies can misuse the data.

However, the present Government has promised that all the data collected are safe and secure
and Government is doing this under the proper act and no need to be panic about this.

7. Campaign to end dowry in Bihar.

Dowry is one of the biggest social evils in the Society, and the step of Government of Bihar is
very right in this regard to run a campaign against this with the help of masses to eliminate this
ill. This will boost the status of women in the society, will empower the women. Due to dowry
many women have to end their life.

Lakhs of people across Bihar formed a 14,000 km-long human chain on 21st January 2018 to
spread awareness against social evils against child marriage and dowry, which have high
prevalence in the state, to build an atmosphere against these social evils. Chief minister Nitish
Kumar, along with his deputy Sushil Modi flagged off the initiative from the historic Gandhi
Maidan.

The chief minister said the human chain was a manifestation of people’s resolve to fight the
social evils and it was successful in generating the enthusiasm needed to take it forward for a
positive and lasting change in society. Earlier in the same fashion Bihar Government started a
campaign to ban Alcohol in Bihar.

“Bihar ranks second in the country after neighbouring Uttar Pradesh when it comes to dowry
related cases. In 2016 itself, 987 cases of dowry deaths were registered in Bihar, while the
number of cases of dowry related atrocities was 4,852,” CM said, adding that the percentage
of child marriage cases in the state stood at 39. CM pointed out that this was the situation,
despite there being laws such as Dowry Prohibition Act, 1961, and the Prohibition of Child
Marriage Act, 2006 to eliminate such ill practice.

To end the evil practices like Dowry only laws are not sufficient, participation of society is
more important and for this awareness in the masses is must. In this way this campaign is a
right step to eliminate this evil.

8. FIFA world cup 2018.


The fever of FIFA is felt in India as well. In the age of Digital and 4G, whatever is happening
in the Kumbh of Football India is also watching. On almost every news channel there is enough
time reserved for discussion on this. Even Rajya Sabha TV also broadcasted it on many times.
In Kolkata and in North-East people are mad about this.

The 2018 FIFA World Cup is the 21st FIFA World Cup, an international football tournament
contested by the men's national teams of the member associations of FIFA once every four
years. It is currently ongoing in Russia starting from 14 June and will end with the final match
on 15 July 2018.

The final tournament involves 32 national teams, which include 31 teams determined
through qualifying competitions and the automatically qualified host team. Of the 32 teams, 20
made back-to-back appearances following the last tournament in 2014, while
both Iceland and Panama made their first appearances at a FIFA World Cup. A total of 64
matches will be played in 12 venues located in 11 cities. The final will take place on 15 July at
the Luzhniki Stadium in Moscow. This will be the fourth consecutive World Cup won by a
European nation.

This is the largest sporting event in the world. Popularity of the event can be understood from
the fact that in those countries including India not participating as well people are too excited
to watch the game. Many Indians even went Russia to watch the match live as well. On Rajya
Sabha TV and on almost every channel debate is going there and many are broadcasting the
live matches as well. The game is too exciting for many people and in India as well in North-
East and in West Bengal and many other parts this is very popular. France and Croatia will
play the Final Match on 15th of July.

9. Preparation of Budget in India.


From the Financial Year 2017-18 Railway Budget is merged with General Budget, Now
Budget is presented on 1st of February in place of last day of February. Planned and non-
planned expenditure has been removed and now Revenue and capital expenditure is in place.
NITI Aayog is working in place of Planning Commission. These all factors make it important
to know about the process of preparation of budget in India.

The budget process in India, comprises four distinct phases.

• Budget formulation: the preparation of estimates of expenditure and receipts for the
ensuing financial year;
• Budget enactment: approval of the proposed Budget by the Legislature through the
enactment of Finance Bill and Appropriation Bill;
• Budget execution: enforcement of the provisions in the Finance Act and Appropriation
Act by the government—collection of receipts and making disbursements for various
services as approved by the Legislature; and
• Legislative review of budget implementation: audits of government’s financial
operations on behalf of the Legislature.

Department of economic affairs under the Ministry of Finance starts the process of formulation
of the next financial year’s budget in the months of August–September every year. It issues
budget circular around the last week of August-September.
Ministries are required to provide three different kinds of figures relating to their expenditures
and receipts during this process of budget preparation. These are: budget estimates, revised
estimates and actuals. Revenue-earning ministries provide estimates for their revenue receipts.

In the final stage, finance minister examines budget proposals and makes changes, if required.
Finance minister consults Prime minister, and also briefs the Union Cabinet, about the budget at
this stage. If there is any conflict between any ministry and the finance ministry with regard to

the budget, the matter is supposed to be resolved by the Cabinet.

Then budget division consolidates all figures to be presented in the budget and prepares the final
budget documents. At the end of this process, the finance minister takes the permission of the
president of India for presenting the Union budget to Parliament.

10. Triple Talaq


Triple Talaq has been a debatable issue for a long time. In fact, from the time Hindu Code will
was passed, demand for making this illegal is there. This is degrading the status of Muslim
women in the society. Recently Supreme Court as well said that, in this civilised world of 21st
century there is the need of the time to make this type of customs illegal. Everyone has the
right to live a dignified life. This issue has been in regular news for a long time in almost every
newspaper.

Triple Talaq, also known as talaq-e-biddat, instant divorce and talaq-e-
mughallazah (irrevocable divorce), is a form of Islamic divorce which has been used
by Muslims in India. It allows any Muslim man to legally divorce his wife by stating the
word talaq three times in oral, written, or more recently, electronic form.

The use and status of triple talaq in India has been a subject of controversy and debate. Those
questioning the practice have raised issues of justice, gender equality, human rights and
secularism. The debate has involved the Government of India and the Supreme Court of India
and is connected to the debate about a uniform civil code in India. On 22 August 2017, the
Indian Supreme Court deemed instant triple talaq unconstitutional. Three of the five judges in
the panel concurred that the practice of triple talaq is unconstitutional. The remaining two
declared the practice to be constitutional while simultaneously asking the government to ban
the practice by enacting a law.

Under the bill of Triple Talaq a man who pronounces talaq on his wife will be punished with a
jail term and a fine. This bill also makes the pronouncement of triple talaq a non-bailable
offence. Clause-4 of the bill states, “Whoever pronounces talaq referred to in section-3 upon

his wife shall be punished with imprisonment for a term which may extend to three years and

Islam considers marriage as a contract and it has laid down procedures on how to annul it. A
woman can seek divorce under what is called as “Khula”, while the husband can end the
marriage by pronouncing talaq thrice, after which arbitration is required.
