SPEECH TOPIC – WOMEN SAFETY AND ITS SAFEGUARDS

Greetings to one and all present here, I NITHIN IAS want to share my views on women
safety and its safeguards in India on the occasion Republic day.

“The day a woman can walk freely on the roads at night, that day we can say that India has
achieved independence”- Mahatma Gandhi

A famous quote of Mahatma Gandhi is very much related to our current situation of women
safety in India. India’s rape related crime rate rose 70.7% over the last two decades from
11.6 per 100000 women and girls in 2001 to 19.8 in 2018( (public health foundation of india,
2022). These stats shows us how poor the women safety is prevailing in India. The very sad
point in this stats is that these were the cases which were recorded but there are thousands of
cases which has not been reported by the victims of sexual crimes. Masculine is always
portrayed with the feelings of control and domination. The paternalistic society encourages
the view that only men can help women from danger and women are incapable of protecting
themselves from danger . (kalra & Bhugra). “Cows are treated better than women in India”
(KUMARI, 1995). I always have many questions about women safety In India women are
portrayed as gods and why they are also portrayed in contrast to the idea? When can a women
go freely around night? How will a girl or women believe in someone when the perpetrator is
not a stranger but their known ones? Why there is no one to question to about these issues?
When will the victims get justice for their problems ? But still I’m not able to find solutions
for these questions.

India got freedom on 1947 and it has been 75 years since independence but still the society is
not availing enough freedom to women. It feels so strange when women are accused for their
dresses. If dresses are the issue behind the sexual crimes let’s see about the dress that the
rape victims wore on that particular incident. The Centre Communautaire Maritime in
Brussels made an exhibition with the title of “What were you wearing?”. It is an installation
created to educate the people that clothing doesn’t cause sexual assault. The dresses which
were displayed were school uniforms, t-shirt, Saris, sundress, Army’s ACU etc . Along with
the dresses there was also a caption attached with it. “I was wearing a sari. The same thing I
wear most days. It was what I was comfortable in. It reminded me of home, of my family , of
my identity. Now it reminds me of him” – This caption was attached with the sari on the
exhibition(boredpanda (Bored panda)). An 8 month old infant wearing a diaper was brutally
raped and killed by a 21 year old man known to the family in Indore, Madhya Pradesh
(Dwary, 2018). Which of these clothes are provocative ? Is the sari a provocative dress or
whether diaper is a provocative dress. For how many years are we going to blame women for
their dresses?

The problem is actually not with the dresses of women the problem relies with eyes and the
character of the perpetrator . So to bring a change in the society first of all the parents present
here should teach your children about good touch and bad touch . This teaches a boy how to
touch a girl and where not to. This teaches a girl child whether she is around the safe person
and safe place . Learning some basic defence mechanisms can protect from the harassments.
Many state government has started to concentrate more about women safety like Kavalan
SOS app for women in TamilNadu , Mission sakthi in odisha , SHE teams in telangana etc
((news 18, 2022)). We all should remember one thing in our life “When the people change
the society changes automatically”. As an IAS I swear today that I will take enough measures
to protect women, take quick actions against sexual crimes, give justice to the victims and
maintain peace in my district. I conclude my speech by saying a famous quote of Eleanor
Roosvelt

“A women is like a tea bag you can’t tell how strong she is until you put her in hot water”-
Eleanor Roosevelt

Subject: The subject of my speech is about women safety in India and its safeguards.

Occasion : This speech is delivered on the occasion of Republic day .

Audience :Parents ,students ,and whoever reads this speech are the audience.

Purpose: The purpose of the speech is to speak on women safety issue . The speaker
highlights on the problems faced by women in India and how they can safeguard themselves.

Rhetorical analysis:

Ethos: The speaker here is a civil servant he gives this speech on the important social issue in
contemporary period. Through his speech he conveys the problems faced by women in India
and how they are treated in the society.

Logos : The speaker wants his audience to know the evidences and facts of this issue . The
speaker has taken sources from public health foundation of India to make it more realistic.
The speaker gives an example of an exhibition at Brussels about the dresses of rape victims
on the incident. He also says about the governmental remedies available .

Pathos:

The speaker uses the sentences like “An 8 month old infant wearing a diaper was brutally
raped and killed by a 21 year old man known to the family in Indore, Madhya Pradesh” and
“I was wearing a sari. The same thing I wear most day. It reminded me of my identity. Now it
reminds me of him”etc makes emotional appeal to the audience .
