WHEREAS, pu~'suantto l?epul,lic Act 1.40. 9369, tlie Cornmissiun
sl~allful-nisli tlie dominant majority party and clon-linant minority party with
coljies of the election returns and celtificates of canvass;

WtIEREAS, pursuant to Resolution No. 961 1, only six (6) national


political parties filed a petition for accreditation as a dominant majority
party, doniinant minority pa11yor as niajor national party. Likewise, only the
following six (6) local parties filed a petitiol~for accreditation as one (1) of
tlie two (2) niajor local parties for tlieir respective provinces and cities: 1)

NOW, TI-IEREFORE, the Colnmission on Elections, by vil-tire of the


powers vested in it by tlie Constitution, the Omnibus Election Code, and
ollier pertinent laws, RESOLVED, as it hereby RESOLVES to promulgate
the criteria and evaluation process for- a petition for the accreditation of the
clotni~iant majority party, don- ina ant minority party and four (4) major
national parties and thereafter i1ii111enierit the same in resolving the
petitions filed by tlie six (6) national political parties. I-lowever, consiclering
tliat ollly one (1) local political party filed a petilion for accreditation as one
(1) of tlie two (2) major local pal-ties for the Provinces of Davao del Norte,
Idegros Occidental and Pampanga, Angeles City, Davao City and San
Jose Del Monte City and that there was no opposition, the Conirnissiori, in
deciding saicl petitions, shall only determine whether there I.ias been
srlbstantial conipliance with tlie aforesaid criteria.

SECTION I.Criteria for accreditatior). - The doniinant majority


party, clorninant minority party, four (4) major national- parties and rnajor
local parties for pilrposes of tlie May 13, 2013 Automated Idational ancl
L-ocal Elections shall be determined by tlie Commission, irpon notice and
Ilearing, on the basis of the followir~igcriteria:

(a)l-lie established recorcl of the said parlies, coalition or groups,


that now comprise them, talting into account , among other
tliiilgs, tlieir sliowing irt past electio~is;

(b)Tlie ni~tnberof incumbent elective officials belonging to them


ninety (90) days before the date of elecliorls;

(c)Tlieir identifiable political organizations and strengths as


evidenced by tl.leir organized chaplers;

(cl)Tlie ability to fielcl a complete slate of candidates from the


municil,al level to the position of Senator; and

(e) Ollier analogocls circilnistances thal may determine their relative
organizalions and strengths.

The first and second of the accredited political par-ties shall be tlie
cloniinant majority party and the dominant miriority party, respectively. The
remaining four (4) national parties wliicli failed to obtain the highest two (2)
rarllts shall fill-up four (4) out of the ten ('I0) slots allotted for major political
parlies.

SECTION 2. Weighted a v e r g e points. - 7-lie accreditation of tlie


dominant majority party, dominant minority party and four (4) major political
parties shall be established through weighted average points for each of
Ll~eabove criteria taking into consideration the ~ r i r n a r ypurpose of the law,
which is to protect tlie interest of the candidates and the parties tllat they
Iepresent.

The party's ability to field a coniplete slate of candidates from the


~nilnicipalto Senatorial posts shall be given forty (40) points.

Since tlle ability to field a colnplete slate of candidates is dependent


o ~t il ~ eorganization structure of a party and tlie numbers of ils incurnbetlt
elective officials, these two (2) criteria are given the next two (2) liigliest
weighted averages of twenty-five (25) points eacl~.

I-listory is given the least weighted average of ten (10) points since
llle nunlber of years of existence of a patty is not a guararitee that it has
I l ~ ecapability to field a cornplete stale of candidates wllose interests tlie
law seelts lo protect.

SECTION 3. Evalualion process. - After notice altd Iiearing and on


tlie basis of the documents submitted by petitioners, the Commission shall
~nalteits evaluation based on the following:

things, their showing in past elections."

Tllis criterion is based on [lie history of Ihe political parties or- the
~lutnberof years they have been in existence since the implementation of
tlie 1987 Constitution. Points shall be credited to the parties following the
1)rocedure hereinafter provided:

( I ) Parties wliicli were f01.1ndedon or before 'I987 shall be given tell


(.lo) points or one Ilutldred (100%) percent. There are or~lytwo
(2) parties which were founded or existed since 1987 and have to
tl-leir credit twenty-six (26) yeals of existence, namely: NP ancl
LP.
(2) To detel.r.~linethe poinls T91. tl ~e other political parties I-lot falling
under the first group, the following proceditre was adopted. The
mean is first determined by adding together h e total number of
years of existence of the six (6) national political parties which is
equivalent to ninety-six (96). The suln was divided by six (6) (the
nirmber of political parties under colisideraEion) and the resulting
cluotient is sixteen (16) years, tlie rnean or average
corresponding to fifty (50%) percent of ten ('lo) points.

(3) If the political party's existence is less than or equal to the mean,
the ratio between the nuniber of years of existence of a party and
the average ('IG), lnultiplied by fifty (50%) percent yields the
percentage to be credited to the party. The nurnber of points
earned will then be this percentage multiplied by ten (10) points.

It will be noted that subparagraph (c) of Sec. 26, Republic Act No.
',I66 is couched under the general term "a~~alogous circcrmstances" leaves

subparagraphs (a), (I)), (c) and (d), which are facts. It is better part of

SECTION 6. Clissenii~~ation.- The Education ti Informatioil
Department shall cause the pirblication of tliis Resolc~tionand furnish
copies thereof to the Regional Election Directors, Provincial Election
Supervisors, all Election Officers, and the President and Secretary General
of the twelve (12) political parties evaluated.
