SUBJECT : REITERATION ON THE SUSPENSION OF THE IMPLEMENTATION OF

CHED MEMORANDUM ORDER (CMO) NO. 22, SERIES OF 2003

Pursuant to the Commission en Banc (CEB) Resolution No. 055-2020, CHED Memorandum
Order (CMO) No. 22, Series of 2003, otherwise known as the “Revised Guidelines in Processing
Request for Issuance of CHED Endorsement to Hold An Activity” has been suspended effective
21 January 2020.

The said directive was approved in order to:

(1) Review and ensure that the issuance of endorsements is in accordance with the
mandate of the Commission;
(2) Establish a better vetting system that will determine the legitimacy of the
activity/event and protect the interest of students and/or Higher Education Institution
(HEI) personnel from predatory or fraudulent service providers and organizers; and
(3) Develop a mechanism to get feedback from students and/or HEI personnel who will
participate in endorsed activities/events.

CHED Regional Offices are hereby directed to comply with the said policy and to disseminate
the same to Higher Education Institutions.
