EVSU – ORMOC CITY CAMPUS
AS A CENTER OF DEVELOPMENT
IN ENGINEERING

INTRODUCTION
The Engineering programs of Eastern Visayas State University – Ormoc City Campus has
been evaluated as ready to be submitted for quality assurance accreditation. In compliance to
EVSU Memo dated July 14, 2011 re: Identification and Submission of Proposals Relative to
Flagship Academic Programs that Can be Developed into CODs and COEs, this campus saw an
opportunity to pursue its vision of being a world-class University.
Thus, despite of limitations of funds, EVSU-OCC could boast of its excellent performance
in licensure examinations, the presence of highly-qualified faculty members and availability of
high-end/state-of-the-art facilities. This condition could be considered as a challenge for the
campus to go further in its quest for quality service by upgrading its curriculum to conform to
standards set by the Commission on Higher Education.

OBJECTIVE
This is a proposal to develop the Eastern Visayas State University – Ormoc City Campus
as a Center of Development in Engineering.

DEVELOPMENT PLAN
In its effort to be relevant to the changing times, the administration of the EVSU Ormoc
City Campus is taking a bold step towards the future. One primary goal that is being pursued is
the expansion of its program offerings and attainment of higher level of accreditation towards
becoming a Center of Development. The present physical facilities and human resources could
still accommodate more students and as the student population is bound to increase each year,
infrastructure requirements and various curricular equipment will similarly increase. Likewise,
the benevolent spirit of many government officials in the city has been a critical factor in increasing
the facilities of the campus. Thus, with the very high passing rate of graduates in PRC Board
Exams for Engineering, the EVSU-OCC is deemed to be ready to take the lead as a Center of
Development in Engineering.

LICENSURE EXAM PERFORMANCE


The latest results of licensure examinations conducted by the Professional Regulation Commission
(PRC) documented the fact that EVSU–OCC graduates surpassed beyond expectations.
Comparatively speaking, the performance of examinees in all flagship programs is almost 100%
higher than the national passing rate.

FACULTY PROFILE
As a Center of Development, the campus has a pool of mentors who has expertise in Engineering
and other required courses. It has twenty-three (23) tenured professors and about fifty-eight (58)
part-time instructors, all of which were selected based on their proper academic qualifications,
experiences in their field of speciliazation and skills in teaching the course.
Specifically, all regular faculty and part-time lecturers in major subjects are experts,
licensed and highly-skilled professionals as they are currently employed in allied agencies such as
the Department of Public Works and Highways (DPWH), Energy Development Corporation
(EDC), Philippine National Oil Company (PNOC) and various engineering and architectural firms.
Instructors in Foundation and General Education subjects are Doctorate or Masteral degree
holders. This excellent faculty profile is a critical factor that resulted for the very high passing
percentage of engineering graduates in national board exams.

REQUIRED FACILITIES
The EVSU Ormoc Campus is located in a 2.5 hectares lot in Ormoc City, Province of Leyte. The
site features four (4) academic buildings, two (2) administration buildings, three (3) auxiliary
structures, and one (1) sports facility. The school also owned a 2.3 hectares of campus in Bgy.
Luna and another 5.1 hectares in Bgy. Patag, all of which are used for academic and laboratory
instructions.
At present, the campus has about 2,874 students enrolled, but it could accommodate as
many as 10,000 students if additional buildings will be constructed. Hence, it has the capacity to
accommodate an increase of population, with even 70% of it all in Engineering courses, which is
the flagship program in this proposal.
The Library of EVSU-OCC is well furnished with all necessary references in teaching the
Engineering courses. Furthermore, it has access to online journals and technical papers as required
in the in-depth treatment and lectures of major subjects.
Computers are among the essential laboratory equipment needed in the engineering
curriculum. Currently, there are fifty (50) sets of computers available and other related facilities
that will be augmented in the succeeding years through direct purchase or solicitations.
The science laboratory instruments and materials have been supplemented also to
accommodate Engineering students for Sciences subjects.
There was already a plan coming from Congw. Lucy Torres-Gomez for the construction of
additional facilities and a Sports Complex within the campus in this semester. Other
philanthropists and donors have made tangible contributions or promised to provide needed
equipment and materials as the need arise. Furthermore, the campus has an existing agreement
with the DPWH, EDC, PNOC and other agencies for the use of their equipment and facilities that
the school cannot provide due to lack of funds.
The On-the-Job Training of Engineering students are with agencies and engineering firms
within or outside the region, while exceptional students are being granted scholarships to conduct
their OJT outside the country.

DEMAND ANALYSIS
The List of Centers of Development as of October 4, 2010 by the Commission on Higher
Education shows that there is no COD for Engineering in Region VIII. Thus, it will be an
opportunity for the campus to pursue such goal. The successful implementation of this status could
be attributed to the qualifications of professors, the level of interest and quantity of students as
well as the required facilities and amenable policies of the University. With the favorable influx
of enrollees to the Engineering courses, it can be said that sufficient demand really exist for the
upgrading of the program to develop the EVSU-OCC as a Center of Development in Engineering.
This high demand can be attributed to the following reasons:

 The high and regular increase of tuition fees for a college education makes many high
school graduates take any courses which are not of their liking; while many simply could
not afford and consequently stopped in getting a college degree.

 In the entire region, there exist only five (5) SUCs that offer engineering courses, thus,
there is a lack of supply for engineers who has the knowledge and skills that the government
and commercial industry at present demands, hence, many students would prefer to take a
degree in Engineering because when they graduate, there is a broad career path for them.

 For the EVSU-OCC, the cost of developing the Engineering into a Center of Development
is not so much considering the fact that it has existing facilities to accommodate the
students, several of the present faculty members are highly qualified to teach the
specialization and general education subjects, and the benevolent spirit of many prominent
families and government officials could be a factor in augmenting the fund in defraying
related expenses.

 The development of the Engineering program into a COD is in line with the mission of the
University, which is to reach out to as many clienteles as possible by providing quality
education that would make EVSU-OCC graduates highly skilled, values oriented and
globally competitive, at the same time in response to the development thrust of the region
as mandated under the Philippine Medium-Term Development Plan.
