Leadership analysis paper (15% of the course grade) - due on October 19

You are being given a choice to analyze one of two cases focusing on the role of leadership in
public management. I am asking you to analyze the case of your choice by focusing on the
behavior of the leaders portrayed in the case. Of particular importance is your ability to
identify positive elements of leaders’ managerial approaches, behaviors, and courses of
action, as well as to suggest what could be improved to achieve a better outcome. You are
also expected to reflect upon the effects of leaders and their actions on their
organizations/programs, other members of the organization (peers, superiors, subordinates), and
the external environment (organizational clients, partners, political principals, and the public at
large).

Specific guidelines and recommended discussion questions for each of the leadership analysis
paper options, as well as the cases themselves, are posted separately on Canvas, under the
Assignments tab. Be sure to review these guidelines before starting your analysis.

The leadership analysis paper should be 8-10 pages (Times New Roman 12 pt double-spaced
font). This paper sums up the first two parts of the course, and you are expected to incorporate
material covered since the start of the class until October 7, including public management
theories, concepts, ideas, as well as in-class discussions about managing and leading public
organizations effectively. You are expected to use at least 7 sources (books, book chapters, and
scholarly articles), which may include both in-class materials and sources that you find on your
own (for this paper, however, you are not required to use additional sources).

The paper is an individual, open-book, take-home effort. Using other people’s ideas and in-class
discussions is ok, as long as you are giving a credit to the source.

The citation style is a matter of your personal preference. However, I am asking you to keep the
citation format consistent across the paper. Examples of the common citations styles for social

A good leadership analysis paper will successfully engage with leadership and management
theories and concepts discussed in class, and will describe how these theories and concepts
assist in evaluating the overall leadership effectiveness, as well as strengths and weaknesses
of individual leadership styles and competencies. A great paper will supplement such
analysis by your personal judgments and recommendations regarding improving the
leadership effectiveness.
The leadership analysis paper is due on October 19, and you should submit your via
Canvas. Late submissions will be penalized 5% for each day after the assignment is due.

Grades for the leadership analysis paper will reflect the quality of your analysis and writing, and
will be based on your performance within the following categories:

 Clarity of thesis and overall quality – 20%


 Concept development and completeness – 20%
 Critical thinking and application – 20%
 Sources, evidence and bibliography – 20%
 Language, format and style – 20%
