optimization on remaining other cells.

1.<Exclude> VIP/PTD freeze cells

2.<Exclude> GSM/UMTS RF-T solution cell.
3.<Exclude> Huawei cluster optimization cell.
4.<Exclude> external interference cells – known cases.
5.<Exclude> High PRB/TCP/TCH utilization – Capacity issue cells
6.<Exclude> Operational issue cells (CA/Alarms/Packet lose/ Transmission issue)

Pls let me know, if i miss some exclude cell item.
