1. Introduction
1.1 Periodic Labour Force Survey (PLFS) of NSO
1.1.1 Considering the importance of availability of labour force data at more frequent time intervals, National S
Office (NSO) launched Periodic Labour Force Survey (PLFS) on April 2017. On the basis of PLFS, Q
Bulletins are brought out, corresponding to different quarters of the survey period, giving estimates of labour f
indicators, viz., Worker population ratio (WPR), Labour Force Participation Rate (LFPR), Unemployment Rate
distribution of workers by broad status in employment and industry of work in the Current Weekly Status (
for the urban areas. Eight Quarterly Bulletins corresponding to the quarter ending December 2018 to quarter end
September
2020 have already been released.

Besides the Quarterly Bulletins, Annual Reports are brought out covering both rural and urban areas giving
of all important parameters of employment and unemployment in both usual status (ps+ss) and curr
weekly status (CWS). Three Annual Reports1 corresponding to the periods July 2017 - June 2018, July
June
2019 and July 2019 - June 2020 have also been released.

This Bulletin for the quarter ending December 2020 is the ninth in the series.

2.1 Labour Force Participation Rate (LFPR) in current weekly status
2.1.1 Labour force refers to the part of the population which supplies or offers to supply labour for pursuing ec
activities for the production of goods and services and therefore, includes both ‘employed’ and
‘unemployed’ persons. Labour Force Participation Rate (LFPR) is defined as the percentage of population
labour force. Labour force according to current weekly status (CWS) is the number of persons either employe
unemployed on an average in a week of 7 days preceding the date of survey.
In Statement 1, estimates of LFPR in CWS are presented.

2.2 Worker Population Ratio (WPR) in current weekly status
2.2.1 Worker Population Ratio (WPR) is defined as the percentage of workers in the population. The wo
measured in CWS gives the average picture of the workforce in a short period of one week during the surv
period. The estimate of workforce in the CWS provides the number of persons who worked for at least 1 hou

2.3 Distribution of workers in current weekly status by broad status in employment

2.3.1 The workers in current weekly status are classified into three broad categories according to their st
employment. These broad categories are: (i) self-employed, (ii) regular wage/salaried employee and (iii) cas
labour. Within the category of self- employed two sub-categories have been made as follows: (i) own a
worker and employer combined together and (ii) unpaid helper in household enterprises. In Statement 3, distrib
the workers of age 15 years and above in CWS by status in employment are presented. It may be noted that self-
employed persons who did not work either due to sickness or due to other reasons though they had self-employ
work are included in column 4 of this Statement. Thus, the estimates given in column 4 may be higher than the
sum of the estimates in column 2 and column 3.

2.5 Unemployment Rate (UR) in current weekly status
2.5.1 Unemployment rate (UR) is defined as the percentage of unemployed persons in the labour force. The
estimates of unemployed in CWS give an average picture of unemployment in a short period of 7
during the survey period. According to the current weekly status (CWS) approach, a person was considered
unemployed in a week if he/she did not work even for 1 hour on any day during the reference week but sought o

3. Sample Size

3.1 Sample Size in urban areas in each of the survey period October - December 2019, January – March 20
April – June 2020, July – September 2020 and October – December 2020: In urban areas, a rotational pa
sampling design was used and in this rotational panel scheme each selected household in urban areas is visited f
times – one with first visit schedule and other three with revisit schedule. In the Table below, the sampl
terms of FSUs (Urban Frame Survey blocks), households and persons in urban areas is given, separately for ea
the survey period October – December 2019, January – March 2020, April –June 2020, July – September
and October – December, 2020. It may be noted that in each of these periods, besides the first visit sa
(25 per cent of total sample size), samples in respect to three revisits (75 per cent
of total sample size) were also surveyed.

3.2 Considering low sample sizes for giving estimates at different levels of disaggregation, the tables are prese
respect of Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jammu
Kashmir (including Ladakh UT), Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Pun
Rajasthan, Tamil Nadu, Telangana, Uttarakhand, Uttar Pradesh, West Bengal and Delhi.
4. PLFS fieldwork during COVID-19 pandemic:
The fieldwork of PLFS was suspended from 18.03.2020 due to COVID-19 pandemic. The fieldwork of the pe
FSUs for January - March 2020 and the field work of FSUs allotted for canvassing during April – Jun
were resumed on 1st June 2020. Although schedules were canvassed later, the information was asked with re
the actual reference period which would have been adopted if there were no pandemic. Thus, there was no bre
the flow of information collected for any quarter except that informants were approached at a later date
the unavoidable situation. During October-December 2020, field work for the current Quarter (October-Dece
2020) as well as for a few pending schedules of previous quarter, i.e., July-September, 2020 was undertaken and
completed by 31.12.2020.
Since the resumption of fieldwork in June 2020, canvassing of revisit schedules is being undertaken in telephon
as per actual reference periods of samples, in the original paper revisit schedules. The telephonic mode was
in order to minimize the physical interaction with informants so as to contain spread of COVID virus and to
up with pandemic related restrictions. For about 79.7% of the revisit Schedules for the

period October – December, 2020, information was collected over the telephone. These
aspects may be kept in mind while using the estimates of PLFS for the concerned quarters.
