7. Discuss the relationships of the three levels of education, namely; elementary, secondary,
and tertiary.

Philippines and the changes brought about by globalization.

From the pre-Spanish to the present, the educational system of the Philippines has
undergone several stages of development. These stages have affected largely by the changing
political regimes that have controlled the Filipinos. This can be classified according to the following
timeline:

o The Royal decree of 1555 mandated these goals of Spanish education in the country:
1. Indoctrination of Christianity
2. Promotion of the Spanish language
3. Imposition of Spanish Culture

• EDUCATION DURING THE AMERICAN ERA


Educational Aim
To promote democratic ideals and way of life.

• EDUCATION DURING THE COMMONWEALTH PERIOD


After a persistent negotiation with the Americans led by Manuel L. Quezon, the Americans set up
a “preparatory period” to enable the Filipinos to deserve independence. The Constitution for the Philippines
was formulated, adopted and subsequently approved by the President of the United states. It completely
replaced the 1898 Malolos Constitution.
• EDUCATION DURING THE JAPANESE ERA
The Asia-Pacific War or Second World War interrupted the Ten-year Commonwealth. The
Japanese occupied the country in 1942 after the bombing of Pearl Harbor on December 7, 1941.

Education aimed at the full realization of the democratic ideals and way of life.

• EDUCATION DURING THE NEW SOCIETY


Educational Aim
One of the offshoots of the Presidential Commission to Study Philippine Education (PCSPE), done
in 1969-1970 and headed by then Minister of Education Onofre D. Corpuz was the issuance of P.D. 6-A
(Educational Decree of 1972) which embodied into law the national development goals and the goals of the
educational system geared towards their attainment. The educational aims are as follows:
• Provision for a broad education which will enhance self-actualization;
• Manpower training in middle-level skills, and
• Development of the high-level professions and evaluation.

• EDUCATION DURING THE PRESENT PERIOD


Educational Aim
Education aimed to promote national development, values education and global
competitiveness.

The different forms of education during these periods, varies in their aims, methods,
agencies and legal mandates. (Refer to Presentations uploaded in Canvas under week 15-17)
