Introduction

Internet access -in many cases with high-speed fiber-optic connections- has

become widespread in recent years in much of Europe. Unfortunately, the lack of

interest from the large telecommunications companies and the poor follow-up of

some public administrations keeps large rural areas in the queue for accessibility to

this global telecommunications network.

Internet supply

limitations extend to agricultural workers since they do not have a fixed place to

carry out their activity, but instead work in wide areas of fields where the telephone

signal reaches with more difficulty.

Focusing this situation on the education sector, we are currently facing the

possibility that millions of infants and young people see the continuity of their

studies compromised because they cannot afford an Internet service and / or

because they do not have devices that support the reproduction of videos well. , or

live broadcasts that are being used by a large number of institutions to continue
their educational programs. With regard to this last problem, the count of people

who need help may turn out to be higher than expected.

The purpose of this research is to analyze the access and use of ICT (Information

and Communication Technologies) in rural and marginal areas of the country. In

particular, it seeks to identify the various factors involved in the appropriation and

significance of ICT, as well as in the process of acquisition and socialization of

digital skills. In addition, we explore what are the expectations that these sectors of

the population have regarding the potential of ICT to improve their quality of life

and daily tasks as Mexican citizens and of the digital world.


Problem Statement

The COVID-19 pandemic and the quarantine we are experiencing have led to a

drastic increase in our dependence on the Internet to carry out our activities.

Although before it was an important element of daily life, today it has become a

need that, if not covered, could cause a worrying increase in the gaps in economic,

educational and social inequality that exist in the world.

In a normal situation, a computer and the cheapest data service that can be found

in the market would suffice so that each member of the family can turn around and

thus carry out various school, work and social activities.

But in a situation of confinement, where students must take distance classes and

are part of the most marginalized areas of the country, in many cases, families
cannot afford a computer equipment, as well as a decent connection service, to

meet your needs.

Thus, the number of people in situations of vulnerability or disadvantage, with

respect to this issue, is now much higher than in the daily scenarios prior to the

pandemic
Possible solution

Access is one of the first characteristics that you must take into account to

implement a virtual educational model. When reviewing the connectivity figures in

basic and higher education, gaps are found that require heavy investment to

reduce them.

We are facing a problem whose severity has increased due to the confinement we

are facing. Therefore, along with the usual efforts to increase the number of

Internet users in the world, we must generate solutions that urgently help the

population sectors most affected by this pandemic. To resolve this situation, the

aim is to implement the "Wifi for all" project to bring the internet to the most

vulnerable population.

It basically consists of the loan of computer equipment, benefits for contracting the

Internet and emerging scholarships for students with greater economic

vulnerabilities. All this is in addition to the scholarship, exemption and support


programs that already benefited a part of the student population. The opportunity is

given to the entire society that is able to do so, to join the project. The proposal is

simple: if you have a computer or a tablet in good condition that is not being used,

you can donate it to carry out this initiative. All the equipment collected through this

collection will be given to students from rural areas, so that they can continue their

studies, especially now that - due to the effects of the pandemic - the Internet and

computers are indispensable tools.

In other countries there are similar proposals, but these require regulation to

generate licenses and incorporate public policies that encourage developments

where internet operators do not arrive due to population density and investment

costs in the territory. With the help of society, this initiative will do the difference in

the lives of many children and young students.


Conclusions

From the above, it is concluded that digital inequality continues to be a challenge

for Mexico, due to the diverse demographic, socioeconomic and contextual

characteristics of rural and urban areas. In addition to this, it is considered that, as

a topic, the drivers of digital inequality are little studied, so a more continuous and

in-depth analysis is required, which includes qualitative and quantitative

methodologies to understand digital inequality.

The new challenges of the rural world, among which are the need to facilitate and

enhance the access of the rural population and local companies to information

technology, reduce distances and the isolation of the regions; are some aspects

that were planned to be addressed in this work, the development of these aspects

can generate important social benefits in areas such as education, health care,

access to information and electronic government.
