The type of m e m b e r s h i p varies in different c o u n t r i e s . In some countries (e.g. the


U n i t e d States of A m e r i c a ) the Branch of the League consists only of professional m e m b e r s .
In other countries the branch m a y have professional m e m b e r s and lay m e m b e r s . The former
are usually ordinary m e m b e r s , the latter m a y be associate m e m b e r s .

5. G e n e r a l purposes of the organization

T h e general purposes of the League are the promotion of all activities w h i c h m a y improve
p r e v e n t i o n treatment and care of epileptic patients throughout the w o r l d .

The m a i n m e t h o d s of w o r k i n g are laid down in A r t i c l e V of the Constitution:

(1) The e s t a b l i s h m e n t , in all c o u n t r i e s , of branches of the L e a g u e .

(2) The establishment and m a i n t e n a n c e of an efficient co-operation w i t h international


i n s t i t u t i o n s active in the field of public health and social c a r e .

(3) The publication and distribution of a journal called " E p i l e p s i a " .

(4) The m a i n t e n a n c e of a s e c r e t a r i a t - g e n e r a l , to w h i c h all national branches shall


contribute.

(5) T h e organization of International m e e t i n g s on e p i l e p s y . A n International


scientific m e e t i n g and a m e e t i n g of the General Assembly are held at least once every
four y e a r s at the time and place of the International Neurological C o n g r e s s .

(6) A n y other m e t h o d s consistent w i t h the objectives of the L e a g u e .

6. (a) W h a t is the primary function of the organization?

T h e p r i m a r y function of the organization is to promote prevention and m e t h o d s of cure of


the various forms of the E p i l e p s i e s > to promote research concerning the causes and manifesta-
t i o n s of the E p i l e p s i e s , to help epileptic patients to live as normal a life as possible and
to improve attitudes of the general public towards patients suffering from e p i l e p s y .

(b) Secondary functions

S e c o n d a r y functions are derived from the primary function. T h e y vary according to the
time and the regional s i t u a t i o n .

7. (a) Does the organization advocate any special health measures or procedures? If so,
w h a t are these?

The organization advocates that adequate m e d i c a l treatment and special care be m a d e


available on as large a scale as p o s s i b l e .

(b) H a s the organization any special reservations as to treatment or health procedures?


If s o , w h a t are these?

The organization h a s no special reservations as to treatment or health p r o c e d u r e s . The


only reservation is that treatment and health m e a s u r e s should be in agreement w i t h the current
standards of medical science in the field of the E p i l e p s i e s ,

8. Can officially-designated representatives speak authoritatively for the m e m b e r s h i p on


m a t t e r s concerned w i t h the stated purposes of the organization?

O f f i c i a l l y - d e s i g n a t e d representatives can speak authoritatively for the m e m b e r s h i p on


all m a t t e r s concerned w i t h the purposes of the L e a g u e .

(a) In the past there h a s been collaboration between W H O and ILAE particularly in the
F i e l d of C l a s s i f i c a t i o n of S e i z u r e s , C l a s s i f i c a t i o n of the E p i l e p s i e s and the Inter-
national Glossary of the E p i l e p s i e s . In accordance w i t h its stated purposes the ILAE
is now concentrating particularly on the fight against the E p i l e p s i e s in developing
countries. For this purpose the League is organizing an International m e e t i n g on the
E p i l e p s i e s in conjunction w i t h the Third Pan-American N e u r o l o g i c a l C o n g r e s s on 8 and
9 October 1971 in Sao P a u l o . A w o r k s h o p on Epilepsy will be held in June 1971 in
Kampala (Uganda) in collaboration w i t h the International Bureau for Epilepsy in L o n d o n .

It is particularly in this field that the ILAE considers that collaboration w i t h


W H O is e s s e n t i a l . A s approximately 0.5 per c e n t , of all persons in the w o r l d suffer
from epilepsy and only a small m i n o r i t y of the epileptic patients in developing countries
can have the benefit of adequate treatment the epilepsies constitute one of the major
disease problems in these c o u n t r i e s . Only by collaboration by International O r g a n i z a t i o n s
concerned w i t h the promotion of m e d i c a l care throughout the w o r l d can w e hope to m a k e
progress in this f i e l d .

(b) Another area of collaboration could be within the field of clinical evaluation of
anti-epileptic d r u g s . The ILAE h a s set up an International Pharmacological A d v i s o r y
Committee on the subject w i t h Dr D . Daly ( D a l l a s , T e x a s ) as chairman and Dr Kiffin Penry
(Bethesda, M a r y l a n d ) , Secretary and Dr Janz (Heidelberg), Dr Meinardi (Heemstede,
H o l l a n d ) and Dr Tassinari (Marseille) as m e m b e r s .

11• Structure

The Executive Committee is the policy-making b o d y . It held its last m e e t i n g at


H e l s i n g o r , Denmark on 21 June 1 9 7 0 .

The Executive Committee m e e t s once a year to determine general policy for the coming
year. A l l current m a t t e r s are dealt w i t h by the President and the Secretary-General after
regular postal consultation w i t h the other m e m b e r s of the Executive C o m m i t t e e .

The General A s s e m b l y m e e t s once every four years at the time and place of the Inter-
n a t i o n a l Congress of the League in conjunction w i t h the International Congress of N e u r o l o g y .
The last C o n g r e s s and General Assembly were held in New York in September 1 9 6 9 .

Voting procedure :

Voting is by m a j o r i t y of votes cast by the N a t i o n a l branches through their Chapter Vice-


P r e s i d e n t s (delegates)• The number of votes w h i c h each N a t i o n a l branch m a y cast depends on
the n u m b e r of m e m b e r s in good standing of its organization; one vote for every 100 m e m b e r s
or fraction t h e r e o f , w i t h a maximum of four (Article VI of the C o n s t i t u t i o n ) .

A f f i l i a t i o n w i t h other organizations

There is co-ordination w i t h other international organizations in the field of the neuro-


sciences such as the W o r l d F e d e r a t i o n of N e u r o l o g y and the International Federation of
S o c i e t i e s for Electro-encephalography and C l i n i c a l N e u r o p h y s i o l o g y , but the ILAE has so far
n o a f f i l i a t i o n w i t h other International O r g a n i z a t i o n s . The ILAE collaborates with the
International Bureau for Epilepsy (IBE) in L o n d o n , w h i c h is an International lay organization
m a i n l y c o n c e r n e d w i t h social aspects of e p i l e p s y . The Executive Committee of the ILAE acts
as advisory m e d i c a l council to the IBE and the President and Secretary-General of the ILAE
are e x - o f f i c i o m e m b e r s of the Council of the I B E .

12. Finances

The sources of income have so far been very l i m i t e d . They derive practically exclusively
from the contributions from the b r a n c h e s , w h i c h have not been paid regularly by all b r a n c h e s .
It is h o p e d and expected that better and m o r e regular communication w i t h the branches will
also improve their m o t i v a t i o n for regular payment of their d u e s . H o w e v e r , a considerable
number of the branches have very little resources and moreover there are considerable
d i f f i c u l t i e s in transferring contributions to the treasurer for some b r a n c h e s .

13. History

T h e ILAE w a s founded on M o n d a y , 30 A u g u s t 1909 in "Buda-Pesth". Founding members came


from A l g e r i a , A u s t r i a , F r a n c e , G e r m a n y , G r e a t B r i t a i n , N e t h e r l a n d s , R u s s i a and the United
S t a t e s of A m e r i c a . The journal "Epilepsia" w a s then already in existence and became the
official scientific journal of the L e a g u e .

T h e present Constitution w a s approved by the General Assembly in 1953 in Li sbon. At


that time there w e r e branches in A r g e n t i n a , B r a z i l , C h i l e , F r a n c e , Great B r i t a i n , the
N e t h e r l a n d s , J a p a n , P e r u , S c a n d i n a v i a , the U n i t e d States of American and C a n a d a . In 1954
the total number of m e m b e r s w a s approximately 1 2 5 0 .

14. Activities

M o s t activities have already been m e n t i o n e d under previous h e a d i n g s . N o m e n t i o n can


be m a d e in this connexion of the large amount of important activities in the field of the
E p i l e p s i e s which have been m a d e by various branches of the League and w h i c h have led to a
considerable change in the fate of the epileptic patients in m a n y c o u n t r i e s .

15. Publications

The International League against Epilepsy has assumed responsibility for editorial policy
and for the appointment of the editors of the International Journal of the L e a g u e "Epilepsia"•
A s r e g a r d s the present state of E p i l e p s i a , reference is m a d e to the last report of the previous
m a n a g i n g editor of Epilepsia published in the proceedings of the General A s s e m b l y at New Y o r k .
