TITLE
WINGS - ACCESS PANEL SEAL AND P-STATIC PAINT IMPROVEMENT

EFFECTIVITY
MODEL SERIAL NUMBERS
750 (Citation X) -0001 thru -0313
REASON
To improve sealing capabilities between the wing inner and outer access panels.

DESCRIPTION
This service bulletin provides parts and instructions to remove the existing K000699 Black P-Static Paint,
apply corrosion preventing chemical film, apply an improved K000701 Grey or K000764 Dark Grey
P-Static Paint, and replace the outer wing access panel gasket with a seal.

NOTE: This service bulletin does not apply to the center wing access panels under the fairings.

COMPLIANCE
RECOMMENDED. This service bulletin should be accomplished at a scheduled maintenance period or
phase inspection in conjunction with the 24 month inspection Task 57-20-01-210, Wing Fuel Access
Panels and Lands Cleaning and Detailed Inspection.

NOTE: If individual outer wing access panels are removed during maintenance before the 24 month
inspection, it is permissible to use the parts and instructions called out in this service bulletin for
reassembly. However, this service bulletin should not be signed off as completed until all actions
on all outer panel access doors have been completed. Order parts, as necessary, from Cessna
Aircraft Company, Cessna Service Parts and Programs (CSP&P), and use for reinstallation of
the panel(s). The Model 750 Illustrated Parts Catalog and Maintenance Manual will be revised
at a later date.
A service bulletin published by Cessna Aircraft Company may be recorded as “completed” in an aircraft
log only when the following requirements are satisfied:

1) The mechanic must complete all of the instructions in the service bulletin, including the intent
therein.
2) The mechanic must correctly use and install all applicable parts supplied with the service bulletin
kit. Only with written authorization from Cessna Aircraft Company can substitute parts or rebuilt
parts be used to replace new parts.
3) The mechanic or airplane owner must use the technical data in the service bulletin only as
approved and published.
4) The mechanic or airplane owner must apply the information in the service bulletin only to aircraft
serial numbers identified in the “Effectivity” section of the bulletin.
5) The mechanic or airplane owner must use maintenance practices that are identified as acceptable
standard practices in the aviation industry and governmental regulations.
No individual or corporate organization other than Cessna Aircraft Company is authorized to make or
apply any changes to a Cessna-issued service bulletin, service letter, or flight manual supplement without
prior written consent from Cessna Aircraft Company.

ACCOMPLISHMENT INSTRUCTIONS
NOTE: This service bulletin should be accomplished during a 24 month wing access panel and land
inspection after the following has occurred:
1. Left, right and center tanks have been defueled.
2. Make sure that the airplane is electrically grounded.
3. Make sure that all switches are in the OFF/NORM position.
4. Disconnect electrical power from the airplane.
1. Disconnect the airplane batteries.
2. Disconnect external electrical power.
3. Attach maintenance warning tags to the batteries and external power receptacle that
have "DO NOT CONNECT ELECTRICAL POWER - MAINTENANCE IN PROGRESS"
written on them.
4. Access panels have been removed.
1. Clean and inspect the wing access panels and lands.
A. Clean all wing access panel lands to remove any moisture or contaminates.
B. Replace the K000699 Black P-Static Paint with K000701 or K000764 Grey P-Static Paint on the
wing skin lands.
(1) Remove the existing K000699 Black P-Static Paint from the panel land using chemical paint
stripper.
(2) Manually clean and deoxidize the area. (Refer to the Cessna Model 750 Structural Repair
Manual, Chapter 51, Protective Treatment of Metal.)
(3) Apply U074093 Chemical Film to the area where the K000699 Black P-Static Paint was
removed.
(a) Remove the cap from the U074093 Chemical Film applicator.
(b) Charge the applicator by pressing the tip against a firm surface and holding for 30-45
seconds. When the U074093 Chemical Film wets the tip, release pressure. The U074093
Chemical Film applicator is now ready to use.
(c) Apply one coat of U074093 Chemical Film and allow to dry.
(d) Apply a second coat of U074093 Chemical Film and allow to dry.
(4) (Refer to Figure 1, Detail B.) Apply K000619 Epoxy Primer to the location shown.
(a) Apply coating with any standard spray equipment or cup gun.
(5) (Refer to Figure 1, Detail B.) Apply K000701 or K000764 Grey P-Static Paint to entire surface
of wing skin land.
(a) Shake the base component before mixing.

(b) Mix the catalyst into the base at a 1:1 volume ratio of base to catalyst.
NOTE: No induction time is required prior to usage.
(c) Apply coating with any standard spray equipment or cup gun.
(d) Application of coating shall be done at temperatures above 40 degrees Fahrenheit.
(e) Apply a medium wet coat in a crisscross pattern.
(f) Clean up with MEK or its equivalent.
(g) Let the K000701 or K000764 Grey P-Static Paint dry for 24 hours before you do the
resistance test.
NOTE: If you do not let the paint dry for 24 hours, the ohm indication will not be accurate.
You can also use heat not to exceed 175 degrees Fahrenheit for a minimum
of one hour to dry the paint.
C. Clean all wing access panels to remove any moisture or contaminates.
D. Remove the gasket and adhesive from the outer panel using a plastic (or suitable non-abrasive
equivalent) scraper.
E. Inspect all wing access panels including O-rings and screw inserts for security, damage,
deterioration and corrosion.
F. Replace any access panels or damaged/deformed O-rings as necessary. (Refer to Table 1 and
Figure 2 for replacement outer panel part numbers).
2. (Refer to Table 1 and Figure 2.) Install the outer door seals.
CAUTION: Do not use adhesive to adhere the new outer door seals to the outer panel door. The
seals are designed to be installed dry.

Outer access panels replaced due to corrosion are not covered under warranty; panels replaced
during the accomplishment of this bulletin are at the customer’s expense.

3. After the access panels have been installed, do the steps that follow:
NOTE: Due to the characteristics of high resistance material, the resistance readings may fluctuate. This
is acceptable as long as the readings remain within the acceptable range.
A. Place one lead on exposed metal of a access panel screw.

B. Place the other lead on exposed bare metal of primary airplane structure.
NOTE: The lead on primary airplane structure should be as close as possible to the fuel access
panel land that is being checked.
C. Use an Extech 380360 Insulation Tester, or equivalent, to make sure that resistance between all
access panels and primary airplane structure is between 0 ohms and 10 mega-ohms (10,000,000
ohms).
4. Fuel the airplane as needed. (Refer to the Cessna Model 750 Maintenance Manual, Chapter 12, Fuel -
Servicing.)
5. Inspect the wing access panels for fuel leaks and correct as necessary. (Refer to the Cessna Model 750
Maintenance Manual, Chapter 28, Fuel Reservoirs (Tanks) - Maintenance Practices.)
6. Remove the maintenance warning tags and connect the airplane batteries.
7. Record that this service bulletin has been completed.
A. Record the Inspection findings found during the performance of this task. Provide the findings to
CESCOM for recording in the maintenance tracking database.
B. Complete a Maintenance Transaction Report.
C. Put a copy of the completed Maintenance Transaction Report in the airplane logbook.
D. Send a copy of the completed Maintenance Transaction Report to: CESCOM C/O Camp Systems
International, 8200 East 34th Street North, Building 1600 Suite 1607 Wichita, KS 67226.
