The speech was delivered back on July 29, 2020, at the Office of the Vice-President in
Quezon City. The Vice-President started her speech by first enumerating the challenges that
we have been facing lately due to the COVID-19 pandemic. She said that she did what she
must be done and did what she could to extend help to the Filipinos despite having a limited
budget and resources. In the middle of her speech, she emphasized the hard work and
patience that has been given by the frontliners just to save everyone and bring everything
back to normal. After the long introduction, she discussed her recommendations on how to
deal with the pandemic and discussed her topics thoroughly. Her recommendations are as
follows: (1) cleaning-up and accelerating data gathering; (2) involving our universities and
the academe to strengthen the validation process of the Department of Health (DOH); (3)
ensuring quick and reliable turnover time of COVID tests; (4) giving free swab tests to Locally
Stranded Individuals (LSI); (5) understanding and applying the “whole of nation” approach to
tackle the problems including the country’s economy; (6) ensuring that the public and
private sectors march to a single beat; (7) strengthening hospitals should be the front and
center in a healthcare system; and (8) giving the frontliners the full attention, care, help,
equipment, and service that they might need. At the end of her speech, she stated, “We
have risen to so many other challenges, and we will rise against this one.

Her speech was addressed to the Filipinos, private and public sectors, and the
government. The type of her speech according to purpose is persuasive speech. On the other
hand, the delivered speech’s type in terms of delivery is manuscript speech. It’s a persuasive
speech since she’s recommending her suggestions for the betterment of COVID-19 response
of the government. At the same time, it’s a manuscript speech since she was reading a
manuscript and looking at the at the audience from time-to-time to signify connection. If I
were to deliver the same speech, I would stand up on the podium with confidence and honor,
for I am formally presenting myself and serving my country and I am also to guide my fellow
Filipinos in this crisis. I would also make them feel how genuine I am in resolving the current
matter by giving a warm smile and speaking in a strong tone that would make them feel
guarded and secured. Moreover, since I was also to persuade the government into
considering my suggestions, I will discuss my topics thoroughly and provide actual situations
so they would realize its relevance and how it affects the people and the country. My
primary aim for delivering it would be to change the government and the public and private
sectors’ perception and convince them that my recommendations are significant, practical,
attainable, and feasible by advocating a better COVID-19 response.
