WHEREAS, Executive Order No. 376 Series of 1989, as amended by Executive Order No. 93 Series of
1993, established Regional Project Monitoring and Evaluation System (RPMES) to facilitate project
and monitoring and evaluation of foreign, national and locally-funded projects including State
Colleges and Universities and Government-owned and Controlled Corporations;
WHEREAS, by order of the above-mentioned Executive Order, DILG Memorandum Order No. 175
dated August 25, 1988, followed by Memorandum Circular No. 2004-78 dated June 22, 2004 were
issued and mandated all Local Government Units to create their respective Municipal Monitoring
and Evaluation Committee (MMEC) in order to monitor and evaluate the implementation of
programs and projects in their respective localities;
WHEREAS, Joint Memorandum Circular No. 2013-01 entitled: “Guidelines of the Implementation of
the Magna Carta of Women” emphasized that all LGU’s shall establish, enhance, strengthen, and/or
maintain of a gender responsive Monitoring and Evaluation (M&E) System;
WHEREAS, the Municipality has existing Local Project Monitoring and Evaluation Team that
monitor and evaluate various programs and projects;
WHEREAS, the above mentioned Joint Memorandum Circular contained that the existing
Monitoring and Evaluation Team shall expand its functions and its membership to include the
members of the suggested GAD M&E Team;
WHEREFORE, in compliance thereof, as the Local Chief Executive, I hereby reorganize and expand
the composition and functions of the Municipal Project Monitoring and Evaluation Committee
(PMMEC) as follows:

FURTHER, the duties and responsibilities of the Municipal Project Monitoring and Evaluation
Committee (PMEC) are as follows:
FUNCTIONS:
1. Monitor all nationally and locally funded projects including State Colleges and Universities
and Government-owned and Controlled Corporations implemented in the locality;
2. Collect and process reports of implementers and NGO monitors on the status of project
implementation for the information of the Development Council and next higher level
Project Monitoring Committee;
3. Pinpoint problems and verify information to be submitted for analysis and action of the
Development Council;
4. Provide feedback on the remedial actions of the Development Council and follow up their
implementation;
5. Prepare and disseminate periodic project monitoring report on the status of the project
implementation; and
6. Elevate to higher level bodies problems/issues which are not resolved at their level.
On Gender and Development Monitoring and Evaluation (M&E)
1. The GAD M&E Team shall invite the concerned implementing offices or unit of the GAD
PPAs during the monitoring and evaluation period;
2. The team shall monitor the implementation of the annual GBP and assess the status of the
LGU’s institutional mechanisms on gender mainstreaming annually;
3. The Monitoring and Evaluation Team shall monitor annual status reports on the
institutional mechanisms for gender mainstreaming and submit these to the DILG Regional
Office for consolidation; and
4. The GAD M&E Team shall evaluate the outcomes of the LGU GAD policies, programs and
projects and submit GAD Evaluation Report to the DILG Regional Office at the end of the
LCE’s three year term. The submission shall be done not later than June of the next term.
FURTHEREMORE, the Committee shall be assisted by a Secretariat with the following duties and
responsibilities;
