Corrections to the Council and Committee meeting minutes were given by

me to help prevent the City from becoming involved in any potential


litigation.

The Ohio Supreme Court has held that minutes must include more
than a record of roll call votes, and that minutes are inadequate when
they contain inaccuracies that are not corrected. (Ohio Sunshine
Laws Resource Manual 2021).

On September 21, 2021, former Council Clerk Warren posted and directed
the following comment to me on the City of Bucyrus Facebook page:-
“There is absolutely nothing wrong with making corrections that need to be
made. However, there is something to be said about doing so in the pure
interest of monetary self gain and public shaming of other individuals.”

At no time, prior to her Facebook post, did Warren tell me she felt
harassed, public shamed or berated by me. In fact, emails from her state to
the contrary.

Minutes contained inaccurate dates, numbers, names, statements, etc. in


addition to spelling and grammar errors. My corrections were accepted by
Council and Committee members and reported in the approved minutes.

At numerous meetings I also informed Council of corrections to be made to


legislation prepared by the Law Director’s Office. However, at no time has
the former Law Director or Legal Assistant publicly stated I was harassing,
publicly shaming or berating them.
