INTRODUCTION
This Manual is intended to provide guidance to personnel survey. This includes supervisors and
enumerators. The focus of this manual is the data collection activity. It is meant as a
companion to the Data Handler’s Manual and includes country specific information. The
application is organized as follows:

There are two primary applications developed using CSPro (7.5.1):

1. Field application (Main).

2. Central Office application (to be executed in a windows device).

Between Main and Central office there is a Dropbox server involved which is the connection
between the field and the Central Office.

The field process is developed in CAPI mode (Computer Assisted Personal Interviewing).

EQUIPMENT PREPARATION FOR FIELD PROCESS

Before the installation process, it is necessary to check the equipment.

 Tablet operating system: Android version 4.4 and above, recommended version 6 and
above.
 RAM memory: 2GB recommended, it can work with 1.5GB
 Space 8 GB, recommended 16 GB or more
 Screen size, all size work fine, however 7 to 10 inches are recommended because it can
be carry on inside folders, and have low weight, bigger size are much more heavy and
difficult to manage during the interview.
 Require Bluetooth, GPS capability, and supervisor tablets require 3g/4g to access
internet.

Install in each tablet the last version of CSPro (currently 7.5.1). It can be downloaded from Play
Store.

When all pre-requirements are done, have to copy the application package to each tablet. To
do it, it is necessary to connect each tablet to a windows device. Then will see the folder
csentry, going inside this folder, have to copy the folder package called HLT_SIERRA_LEONE.
This folder is located in the following path

<internal storage>/Android/data/gov.census.cspro.csentry/files/csentry

HLT_SIERRA_LEONE folder has the following structure (fig.).

INITIAL TASKS, TABLET SERIALIZATION

To start CSPro in an android tablet, have to select the icon csentry

All tablets have to be serialized, when the supervisor application starts for the first time, the
application shows the list of supervisors and has to select who will be the supervisor assigned
to this tablet.

To start the application, select “SIERRA

LEONE - Main Menu”, then, the field
application starts and show the
available list of interviewers

Select the corresponding Interviewer name and tap

on Select.

After this selection, the application will show the

main menu descripted in the next section. This
interviewer selection works only one time, after
selection, it doesn’t appear any more. In case a
wrong selection, the application has to be installed again.

After the selection, the application shows a

confirmation message and goes to the
Enumerator main Menu.

MAIN - MENU
After starts csentry, select “SIERRA LEONE - Main Menu”, and the main menu will appear.

In the top of the menu will appear the

Interviewer’s name, it comes from the
serialization.

The second line “== FACILITY … ==” refers to

the current selected facility, in case no one
was selected, will appear “0000000 not
assigned for data entry” otherwise, the
selected facility code and name will be
shown.

The first menu option “1. FACILITY selection”

is used to select a facility, only facilities
assigned to this team can be selected.

Option “2/3/4/5. interview” when it is

selected, the app calls the data entry
program for the selected institution.

Option “6. Communications. With Central Office (Internet)” the application connects to the
internet and sends all the completed modules to the central office server.

During this process, the application not only sends the data, at the same time checks if there
are program updates, in case yes, the application downloads those files and apply
automatically without any manual intervention.

Exit Application. This option close the CSPro menu. At the end of this menu line, there is a
code which is the application version. When a new update is sent to the tablets, this version
code will change. All the team tablets after the update process, will have the same version
code and it is easy to know if some tablets had issues during the update process.

E NUMERATOR TASKS - MENU

DATAENTRY PROGRAM
When the interviewer starts the entry program for the selected institution the first time, the
application advice that will collect the GPS location of this institution, after the coordinates are
received, the entry program continues normally. GPS is only used if the interviews are done in
the institution location, otherwise GPS is skiped.

This is the first screen of the dataentry

process. When the interviewer has to type a
text, automatically, the keyboard appears in
the bottom of the screen.

After the header information is collected,

the application shows

It is always possible to leave the institution,

and the application saves the data collected
up to that point.

To start collecting
data for all the
actions, the
interviewer has to
select Enter/edit
data, and the app
shows the list of
actions that can be
entered.

The interviewer can enter the actions in any order, after started an action, can leave
incomplete, start other action, come back to that incomplete action, edit actions collected
before, however cannot skip answers within the action. To leave an action, the interviewer has
to tap on the icon with four lines and a triangle, and it
shows a menu with the following options:

App. Version: shows the current application

version.

Calculator: in case it is necessary to use a

calculator, it is possible to call it without exiting
the entry application.

>>| : advance up to the first empty variable that

has to be filled.

Flow control: leave the action and return to the

menu where the interviewer can select other action or exit the entry application.

When there is a question with options, the interviewer has to tap in the desired one, and the

Application jumps to the next question.

There are question with multiple answers, in this case, after selecting the corresponding

options, the interviewer has to tap on (> to advance to the next question.

When return to the following

screen, the interviewer can enter
other action, or decides to exit the
application, when select End the
interview, it shows

These 2 options to confirm the exit, or return to

the previous menu.

When all actions are completed, and decides to

exit, it will show a different screen confirming
that the Institution is complete.

EQUIPMENT PREPARATION FOR FIELD PROCESS

Install in interviewer computer (laptop) CSPro. It can be downloaded from

https://www.csprousers.org/downloads/cspro/cspro7.5.1.exe

Execute cspro75.exe using the default options.

Download the TAP application from

https://www.dropbox.com/s/obubjvv8wqq4fqm/TAP_APP.zip?dl=0 This application could be
replaced with a new version for the main survey.

Unpack the zip file in a new folder, then select the folder created and select the MAIN folder,
inside there are two files, and double click on Main.pff or Main (Cspro Run Task document),
and the Main application starts.

Then follow the manual from MAIN menu. The screens are very similar to the screen shown in
an android device and the process is exactly the same.

For the transmission process with Central Office, it is necessary to have a Dropbox account, it
can be a free account because the size required is very small, and this account is more than
enough for the survey.

It is not necessary to have Dropbox installed in the computers, it is preferable not to have
Dropbox installed in the computers.

When the application starts and select the option 3. Transmission with Central office, the first
time, it asks for the Dropbox account, all computers need to use the same account.

The supervisor in charge of the survey, has to install a different application called Central
Office which is used to receive all the data collected from the field work, generate dashboard
reports, and export the data to the Score System and to statistics system as Stata and SPSS.
