Re: Application for Ore Transport Permit.

Dear Dr. Parcon:

This is to signify my intention to apply for an Ore Transport Permit issued by

the Provincial Government of Negros Occidental through your good office.
Consequently, I would like to request for guidance in processing of my
application.

Accordingly, please be informed that I am planning to transport two thousand

(2000) cubic metric of aggregates that will be shipped to the Province of Cebu.
For this transaction, my mode of conveyance for the delivery of aggregates will
be dump trucks shipped via Roll-in Roll-out (RORO) vessels. Given this
premise, I would like clear some concerns with regard to the processing of my
ore transport permit application, to wit:

My first concern will be the schedule of delivery. I am aware that I will be

responsible for informing your office of date/s of delivery. However, I must take
into account the schedule of trips of RORO in conjunction to the intended
dates of delivery. Considering the incidence of multiple deliveries, may I ask
what will be the most efficient manner to inform your good office relative to the
schedule of delivery in relation to your issuance of the Ore Transport Permit.

Second, since my mode of conveyance will use dump trucks via RORO, will
your office issue individual coupons per truck?

Third, in case of fortuitous event or other justifiable reason, will it be possible

for my permit (coupon) to be reprinted for another date of travel?

I hope you may enlighten me with your procedure in processing my application

for Ore transport permit. Finally, may I request for the list of requirements to
apply for an Ore Transport Permit. If you have inquiries, you may contact my
authorized representative for this endeavor. Attached is herewith is a Special
Power of Attorney.
