Dear Governor Brown,

As requested in your September 28, 2021 memorandum, this letter accompanies the lists that meets the
criteria as set forth below.

 Youth and adults in the custody of OYA and DOC who have served fifty percent of their sentence
and meet the criteria below. There are 214 individuals who meet this criteria.

o Was a juvenile at the time of committing the offense for which they are in custody;
o Be serving a sentence that was ordered prior to January 1, 2020;
o Not be serving a sentence for which any convictions are for crimes that were committed
as an adult; and
o Has served fifty percent of their sentence or will have served fifty percent of their
sentence by December 31, 2022.

 Youth and adults in the custody of OYA and DOC who meet the criteria below. There are 78
individuals who meet this criteria.

o Was a juvenile at the time of committing the offense for which they are in custody;
o Be serving a sentence that was ordered prior to January 1, 2020;
o Be serving a sentence of fifteen years or more of imprisonment;
o Not be serving a sentence for which any convictions are for crimes that were committed
as an adult; and
o Not be serving a sentence with a current projected release date in 2050 or later. This
criterion shall not exclude those serving life sentences without the possibility of parole.
