According to this article, I have learned that Tydings was co-author of the Law that
grants independence to the Philippines in 1946. Important measures were passed
within definite time limits, as if a schedule were being followed. Each measure
granted an ever increasing amount of self-government and carried the nation farther
towards a fixed goal-complete independence. President McKinley's instructions to
the Second Philippine Commission are often referred to as "The Magna Charta of the
Philippines". President McKinley declared: "The Philippines are ours not to exploit
but to develop, to civilize, to educate, to train in the science of self-government".In
1946, the United States established diplomatic ties with the Philippines. The 1951
Mutual Defense Treaty between the United States and the Philippines establishes a
solid basis for our powerful security alliance, which began during World War II.Under
the 1951 Mutual Defense Treaty, the United States and the Philippines are treaty
allies. The Philippines is the US's longest security partner in Southeast Asia and one
of the US's five treaty allies in the Pacific area.On July 1, 1902, the United States
Congress passed the Philippines Act, which granted the Philippines limited self-
government. On July 4, 1902, the United States replaced the military administration
in the Philippines with a civilian government led by William Howard Taft.
