As this book is in-filled with important and updated data about Barangay Maculay’s people and economy. I am best
hoping that this will serve as ready reference for the barangay and the municipal administration to embark on priority

Chapter 1
1.1 History
Barangay Maculay is like other barangays has a legend as well as history of its name. Maculay is a small community part of Barangay Lunib and
Sagucan under the municipality of Margosatubig before the creation of the municipality of Vincenzo Sagun. Accordingly, the word Maculay is
derived from the subanen word “MANGHULAY”. This is because of the demographic location of the place which is rolling terrain where the people
used to walk in going to Lunib and Sagucan and other neighboring places due to the absence of roads and vehicles before. When the Lumad
people walk and reach to the higher part of the areas of Maculay they usually stop and take a rest which they called it “ MANGHULAY”. After
many years had passed, the community has populated with Visayan and they used to hear the Lumad people saying Manghulay when they felt
tired in walking and the Visayan also called it Manghulay until it was called by the younger generation in the early 1960s as MACULAY and that
is the origin of the name of Maculay.
The first inhabitants lived in Manghulay are the Subanen somewhere in 1933. They are peace loving people who usually live along the river
banks and they make kaingin farm where they can plant rootcrops and other plants for their food. They also have an annual Tribal activity called
the “LUMPOK” which is participated by the Subanen tribe of the neighboring places. The Subanen tribe have their own form of government
before and it was used before the barangay was formally established. The community was administered by the head of the Subanen called the
Timuay and it was identified as Timuay Tungilao. He was known to be the Tribal leader of the place and is responsible in the amicable
settlement of disputes in the area.
In the 1960’s , it was known that Maculay has established a Teniente del Barrio in the name Aurelio Oral . He is the first head under the form of
government as a Barrio and Barrio Maculay is under the municipality of Margosatubig. In 1970s , Maculay was headed by Mr. Manuel Sumiog ,
Sr. as Barrio Captain with Pedro Oral, Ignacio Sumalpong, Eustaquio Salinas and Cristituto Sombilon as Barrio Councilors and Roman Crausus
as Treasurer. In 1977 to 1979 , Maculay was headed by Mr. Pedro S. Oral and with kabataan barangay members Anasarie Laurio and

Flaviano Moranta. Until the time of the separation of the municipality of Vincenzo Sagun to her mother municipality of Margosatubig and the
Barrio Maculay becomes Barangay Maculay of the municipality of Vincenzo Sagun in 1983.

1.2 Physical Characteristics
Barangay Maculay is one of the coastal barangay of the municipality of Vincenzo Sagun, Zamboanga del Sur. It is located in the
northeastern part of the municipality bounded by the northeast of Sagucan, South by Maligay Bay, West by Cogon and north by Barangay
Lumbog of Margosatubig.

1.2.2 Land Area
Barangay Maculay has a total land area of 365.078 hectares distributed among the seven (7) puroks within its territorial
jurisdiction and three (3) of which are coastal . It constitutes 5.53 percent of the municipality’s land area of 6,600.589
hectares. The aggregate land is presently categorized into three (3) land uses, the agricultural, eco-tourism and the built -up
areas.
Table below showed that Purok Tangigue has the biggest land area with 97.71 hectares and second biggest is Purok
Anduhaw with 57.60 and the third biggest Purok is Bangus with 55.42. And Purok Lepte has the smallest land area of
only 15.402 hectares .

1.2.3 Topography
Barangay Maculay is topographically elevated, it has an elevation of 20 to 260 meters above sea level. Purok Tangigue has
the highest elevation with 200 to 260 meters above sea level and second with highest elevation are Purok Lapu-lapu and
Bangus with 80 to 180 masl. The rest of the Puroks are with below 80 masl. Please refer to Topographic Map.

1.2.4 Slope
Barangay Maculay is generally categorized as gently sloping to rolling terrain. There are four barangays which categorized as
partly level to undulating to rolling to hilly and it is located in Purok Bangus, Bariles, Mantis and Tangigue. Two Puroks are
categorized also as hilly to mountainous and these can be located in Anduhaw and Tangingue. And the remaining puroks are
categorized as rolling to hilly.

Barangay Maculay is vastly planted with perennial crops which covers 316.088 hectares of its land area or at about 86.58%
of the area and these are planted with coconuts. Annual crops covers only a little portion of 4.98 hectares planted with rice and
corn and is located in Purok Tangingue.
The coastal areas of Purok Bariles and Bangus have mangroves at about 37 hectares or 10% of the total land area that covers
portion of their coastal areas which also considered as the potential eco-tourism site of the barangay.

1.3 Demography
Table 6 shows the population of Barangay Maculay by Purok by sex. The barangay has a total population of 930 distributed into seven puroks
in the area. Among the 7 puroks, Purok Bangus has the largest population of 172 or 18.49% of the total, second largest population is Purok
Bariles with 158 population and the third largest population count is Purok Lapu-lapu with 144 .
The Purok with the smallest population are Puroks Tangigue and Anduhaw with 108 population , the rest barangays are in average of the
largest and smallest population.
Out of the 930 total population , 53.17% or 489 are males and 47.57% or 441 are females. Among the 7 puroks, Purok Tangigue has the
highest male population with 63% , second is Purok Anduhaw with 55 % and the third is Purok Bangus with 53% . The Purok with more number
of Females than males are Purok Mantis with 54% and Purok lapulapu with 51%.

Population size is the number of population in a household. The Barangay has an average household size of 4.94 or round of to 5. Purok
Mantes has the highest number of household size with 5.45 , second is barangay Purok Bangus with 5.37 and third is Purok Bariles
with 5.24 and the rest barangays are within the range of 4.36 to 5.0.

Population in Maculay are scattered throughout the seven (7) puroks, it is considered that Purok Bariles and Mantis are the built-up area
of the barangay and noted to be the barangay center and contagiously populated with a population density of 10.02 and 6.6
respectively ,Purok Lepte is also considered as high dense purok with 8.5 which rank no. 2 and the remaining Puroks has a density of
3.5 and below. This is understandable, because most people tend to converge in areas where most of the support facilities for economic
and social activities such as livelihood, health centers, schools, power and water utilities.

Table 9 show the population by Age group of Barangay Maculay. In the 2017, population ages 0-17 years old accounts 372 or (40%) of
the total population. Ages 18-59 accounts 487 or (52.4%) and the Old age population 60 years old and above accounts to 71 or (7.6%)
of the total population.

The ethnic group present in barangay Maculay is the subanen. The IP population accounts 441 or forty seven percent (47.42%) of the
total population . The Purok with highest IP population with a proportion of 86.8% or 125 out of 144 purok population is Purok Lapulapu .
The second highest IP population is in Purok Bangus with 56.4% or 97 IP population out of 172. And the Purok with the least IP
population is Purok Mantis with 11 out of 109 or only 10%.
Barangay Maculay has a voting population of 529 or 56.88 percent out of the total population of 930. Out of this voting population of 529, all of
them are registered voters as per COMELEC records.

Table 12 shows the labor force population which accounts 635 which is 68.27% of the total population. Sixty Eight percent (68.81%) of the labor
force or 437 are employed , 92 are unemployed and the remaining 106 are in school population.

Population projections are estimates of total size or composition of populations in the future. It is a calculation of future birth rate, death
rate and migration of population based on their past and present conditions. They are neither predictions, nor forecasts, nor estimates.
Rather they are in between predictions and forecasts.

Maculay Primary School was established in 1970. After several years , the Primary school was turn into an elementary school on
June 2000. Table 14 show the inventory of school facilities and enrolment as well as the status and condition of the facilities. The
school site has a total area of one (1) hectare.
The tertiary education students also are enrolled in the JH Cerilles State College in V. Sagun and Margosatubig campuses. There are
also others enrolled in private school in Pagadian City.

The Barangay has a Barangay Health Center that caters the Basic Services of the health sector in the area. The barangay health
center are manned by a Midwife and a Barangay Health Workers assigned in every Purok. The facility is focused on the Maternal
Health and Child Care services. Minor illnesses are forwarded to the Municipal Health Center where there is a Municipal Health
Officer who will do the check up and provide medicines and or prescription.
Based on the records from the health office, there are only three leading causes of morbidity, the Upper respiratory Tract
infection, infected wound and Gastritis. On the mortality, there are four cases in the barangay, Hypertension, Diabetes,
Cancer and Tuberculosis.

Based on the CBMS survey, the barangay has 99 ( 0-5 years old children) . Out of this 99 children, there 4 who are declared as
malnourished and it is located in Purok Lepte with 2 malnourish children and Purok Anduhaw and Bangus with 1 malnourish
children each purok.
Table 18 shows the number of households with sanitary toilets. It is observed that Purok Tangigue has the least number of
households with sanitary toilets or the highest number of households without sanitary toilets, there are only 18 households with
sanitary toilets out of 23 households. Second place with highest number of households without sanitary toilets is Purok Lapulapu
with 6 households out of 31.
Barangay Maculay promotes the practice of waste segregation and waste minimization at includes the Waste Segregation and
Storage; Waste Processing and Resource Recovery; Collection and Transportation of Wastes; and Violation and Penalty
Provision.
The Municipal Ecological Solid Waste Management Board was strengthened through Executives Orders issued in compliance to
Republic Act 9003, otherwise known as the Ecological Solid Waste Management Plan of 2003.

Barangay Maculay . It is considered as one a very peaceful barangays of Vincenzo Sagun for it has no record of any crimes in the year
2017 as reflected in table 19. The barangay has maintained its peace and order through the services of the barangay Tanods and the
Bantay Dagats.

2.1.4. Housing
Table 21 below shows that there are a total of forty six (46) informal settlers in the barangay. Purok Bangus has the highest number of informal
settlers with 23 out of 23 households or 71.87 percent . And purok Bariles and Mantes has no informal settlers. Table 21 also reflects the
number of households with makeshift housing and there are three (3) households out of 186 or 1.61%.

CBMS record shows that there are 69 households or 37% of the total households of 186 are with income below food
threshold. Below Food threshold means – a household with income below Four Thousand pesos ( Php only P 4,000.00) as shown
in Table below .

2.2 Economic Sector
2.2.1 Agriculture and Fisheries
Barangay Maculay is an agricultural area where farming and fishing are the economic activities of the populace. There are 110 households are engaged in farming of which coconut
and corn are their major products as reflected in Table 22. There are also farmers who are engaged in fishing for their own consumption. Fishing households accounted to 53 out of
186 households. There major products are fish and other marine products. Table 25 also show that there are 13 households are engaged in small business
while others are farm laborers.

2.3 Environment Sector
2.3.1 Existing Forest Land uses, location and area
The barangay has 37.20 hectares forest lands per record from the MPDO V. Sagun. The area represents 10.18% of the total barangay
area. These areas are located in the Purok Bangus and Bariles going eastward and southward towards the sea and there is also a
portion located in the boundary with the barangay Lunib.

2.3.2 Coastal Resources
The coastal ecosystem comprises the mangrove, sea grasses and corals that serves as the shelter of fishes and other coastal organisms.
The coastal ecosystem has approximately 1,500 hectares that serves as one of the major grounds of the economic activities of the
barangay for approximately 53 fishing households or 28.49% over the total household are greatly dependent on this ecosystem
Barangay Maculay has 126 households with Level III water connection or 68 percent out of the total households, 55 households or 29.56% of the
total households are using level II , and 4 households or 2.6% using Level I.

The barangay has only 87 households with power connection or 46.77% and the remaining 53% has no electricity. They used
kerosene for their lightings. Based on Table 28 below , the Purok with more power connection households are in Purok Bariles with
76% , then Purok Lepte with 70% , third is Purok mantes with 60% and the rest of the Puroks were below 50%.
Table 29 reflects the distance of the Purok area to the barangay Center which is the urban area of the barangay.

2.4.5 Post Harvest Facilities
There is only one considered as post harvest facilities in the area as reflected in Table 31.

Barangay Maculay is a smallest political unit comprises of 7 puroks. The Punong Barangay is the head the Executive
department, the Punong barangay also is the head of the Legislative department with its 7 Barangay Kagawads and the
Punong Barangay also is the head of the Judiciary Department. The barangay also has a Sangguniang Kabatan as ex-officio
member of the legislative department that represents the youth sector.

2.5.4.1 Development Legislation
The Punong Barangay presides over the sessions of the barangay, while the barangay Secretary is the one take the records and
produces legislative output such as resolutions and ordinances.
The Sangguniang Barangay holds sessions every 1ST and 3RD Friday of the month at 9:00 o’clock in the morning. Special and
Emergency Sessions are called to treat very important legislative agenda along with other matters considered of utmost urgency.

3.0 Climate Change Adaptation and Disaster Risk Reduction and Management
Our world experiences the changing in climate nowadays. The rising in temperature, variability of precipitation, frequency and intensity of
typhoons, water level rise, and the risk of more droughts, floods, heat waves, and forest and grassland fires proves the scientific study of
some experts to be correct. Scientists believe Earth is currently facing a period of rapid warming brought on by rising levels of heat-
trapping gases, known as greenhouse gases, in the atmosphere. For the past years, global warming has continued at a rate that is
unprecedented. This has resulted to melting of polar ice and glaciers, as well as warming of oceans, expands ocean volume and raises
sea level, which will eventually flood some coastal regions and even entire islands. Patterns of rainfall have change, with some areas to
receive more rainfall while other areas to receive considerably less. Changes in temperature and precipitation patterns have damage food
crops already, disrupting food production. Droughts are now longer and more intense. Heat waves have continued to become more
frequent and intense. Violent storms that draw their force from warm ocean water have become more severe. Human beings are now
facing global warming with a huge population at risk.

These occurrences are already felt in Barangay Maculay. Storms now are more frequent and more intense. Weather patterns are less
predictable and more extreme as reported by the PAG-ASA. Water evaporated more rapidly from soil, causing it to dry out faster between
rains.
These effects in global warming and other hazards as identified and classified by the residents according to the frequency of occurrence
and to the degree of damages on the lives and properties of the people are the following:
Barangay Maculay has identified three hazards in the area. Landslide, Flood and Tsunami.
3.1.1 Landslide
Looking into the geohazard map, Purok Lapulapu and parts of Mantes , Lepte and Tangigue are identified as moderately
landslide prone area. And only a few households will be affected if landslide happens due to its location has no houses
constructed. (see attached Geo-hazard Map)
3.1.2 Flooding
Flood description in the geohazard map describes Purok Bangus and part of Purok Lapulapu and Bariles will highly affected
if flooding occurs. These areas are located where the Maculay River traverse going to the sea. Based on previous
experienced on flooding in this area, there were no life casualties but the damaged are the agricultural crops planted nearby
like rice and other farm plants. ( See attached geohazard map)
3.1.3 Tsunami
The municipal planning and Development office thru the Assistance of the DENR personnel has mapped the tsunami
inundated areas in the municipality including barangay Maculay and it is projected that the wave height of 10.84
meters along the Maligay Bay where Barangay maculay waters are located. Based on the Tsunami Inundated Map,
there are four (4) Puroks will be affected Purok Bangus, Bariles, Mantes and Lepte. But Purok Bangus has identified
as the biggest area to be affected by the tsunami and based on the assessment conducted by the barangay officials

and workers, if there is tsunami there were no possible life casualties due to the absence of households along the
costs but the possibility of damaged will be on Pump boats and fishing paraphernalia present along the shoreline.
