(i) Short narrative of the proposal and Mumbai Metropolitan Region Development
project /scheme for which the Authority (MMRDA) is a planning,
forest land is acquired development, co-coordinating and
implementing agency established by the
Government of Maharashtra to ensure
balanced development combined with
sustainable growth of the Mumbai
Metropolitan Region (MMR).MMRDA's focus
has been to make the MMR a primary
destination of economic activities by
promoting infrastructure development and
improve the quality of life. In this context,
MMRDA has been instrumental in providing
various infrastructure facilities in the region.
The Government of Maharashtra (GoM)
through MMRDA with technical assistance
from World Bank under the Mumbai Urban
Transport Project (MUTP) has prepared an
updated Comprehensive Transportation
Study (CTS) for Mumbai Metropolitan Region
(MMR) known as TRANSFORM
(Transportation Study FOR the region of
Mumbai). The prime objective of this Study
was to identify the travel pattern of residents
in MMR and recommend long term
comprehensive transportation strategy for
MMR up to 2031. The Final Report was
completed in June 2008. One of the major
recommendations of TRANSFORM study is
development of Multi-Modal Corridors
(MMC) in MMR to satisfy the varied travel
demands of the region for the horizon period
up to 2031. One such corridor is from Virar to
Alibaug, also known as the Middle Ring.
MMRDA intends to seek the assistance of
consultants of international repute, for
preparation of Detailed Project Report for
Multimodal Corridor from Chirner (JNPT) to
Balavali (NH17).
The proposed Multimodal Corridor is 126.860
km Section-II from Chirner (JNPT) To Balavali
(NH17) for Length 18.00 km. (As per TEFS
Report) long and it passes through twelve
growth areas identified for future
development. The growth areas will
comprise total population of about 4.3
million by the year 2041 – these growth
areas are expected to witness continuous
and rapid development in residential,
commercial and industrial activities.

1.0 GENERAL
1.1 With the growth of urban centre and the economic activities around the focal
points, the demand for inter-urban transportation has been increasing steadily
in India. To cope with this ever increasing demand and to decongest the
internal roads Mumbai Metropolitan Region Development Authority (MMRDA)
has undertaken development of Multi Modal Corridor 4 Lane Divided
Carriageway comprising High Capacity BRTS Lanes, Heavy & Light Traffic Lanes
and Metro Rail at Centre along with Service Road and Utility Corridor Laning
on either sides for safe, economic and fast travel.
1.2 Considering the ever increasing traffic demand on major link roads This link is
beneficial for exchange of traffic from one highway to another highway by
diverting major heavy traffic from North India out of Main Thane and Navi
Mumbai to JNPT.
As it acts as North-South Corridor from Virar to Alibag in Maharashtra, easily
connecting Major JNPT Port, Nava Sheva Port, Pune and Goa and thereby
South Mumbai via MTHL. It also help in connecting states Karnataka, Kerla,
Tamilnadu in South and Gujrat, Rajsthan etc. through interconnecting National
Highway such as NH8, NH4, NH4B, NH17, Mumbai Pune Expressway and
Proposed Mumbai Vadodara Expressway.
2.0 DESIGN STANDARDS
2.1 The following standards for some major design elements of the proposed
road, generally conforming to the internationally accepted standards for
highway on similar terrain and traffic conditions were recommended by
Consultants and were accepted by the Mumbai Metropolitan Region
Development Authority.
2.2. Roads

to cater to the traffic up to year 2040.
