LIGA NG MGA BARANGAY –DIPACULAO CHAPTER
I. RATIONALE
The Barangay being the basic political unit has always been at the forefront of local
development activities in the country. The leaders of our Barangays have always been the
front liners in public service. They are the first people who come in to the minds of their
constituents whenever they are in need of help. Together, the Barangays are partners of the
national government in responding to the development challenges of the country because of
their strategic situation at the grassroots level.
E.O. 218 issued by the President to address the deteriorating problems on illegal
drugs and strict implementation of this policy will reduce if not eliminate the said issue. This
should be brought to the consciousness of each and every barangay official for effective
implementation of the law. In the aftermath of slow disposition of justice, PD 1508, The
Katarungang Pambarangay as enacted by RA 7160 has established the protocols in resolving
conflicts at the Barangay level with the ultimate desire to avoid substantial expenses in the
settlement of disputes and thus maintain solidarity within and among the community
members.
Relatively, apparent administrative and financial lapses and inappropriate
management of local affairs has also caught the attention of regulatory offices in the conduct
of financial audit and the increasing number of local officials charged for dishonesty and
abusive behaviour raises the bar of concerns and doubts against local leaders.
The Magna Carta of Women, enacted on August 14, 2009, drives government’s action
adopting gender mainstreaming as a strategy to promote and fulfill women’s human rights
and eliminate gender discrimination in government systems, structures, policies, programs,
procedures and processes.
In relation hereto, the Liga ng mga Barangay-Dipaculao Chapter would like to give
all its members deeper understanding on what really the role of barangays in the National
Development, it is imperative that Barangay Officials should be capacitated and
knowledgeable with the basics of their functions.
Thus the Liga ng mga Barangay – Dipaculao Chapter will be holding its 2019
Barangay Congress on October 2019, hence, this design.
II. OBJECTIVES
It aims to provide all Barangay Leaders the necessary skills and knowledge to live up
with the expectations of National Government as partner in developing countryside.
Particularly, this activity will:

1. Equip Barangay Officials on the required knowledge in Agenda 2040;
2. Enhance their knowledge on the KP Process;
3. Familiarize with the present program together with their duties and functions
related to Anti-Illegal Drugs activity of the government;
4. Capacitate the Barangay Leaders in the process of formulating the following:
a. CBDRRMP
b. BDP
c. GADP
5. Enhance their knowledge on the importance of Peace and Order in Development
(ELCAC)
6. Recognize the role of women in nation building and ensure the fundamental
quality of women and their children.
7. Enable officials on their roles and responsibilities in GAD implementation
III. CONTENT:
1. Integration of PDP 2017-2022 to Agenda 2040

2. Policies in Anti-Drug Operations
3. The KP process with the discussion on different KP Forms
4. Process of BDRRM Planning- Operation Listo
5. Process of BDP Planning
6. Importance of GAD and process of GAD Planning
7. Importance of Peace and Order activity of the government (ELCAC)
IV. METHODOLOGY
This activity will employ adult learning principles by utilizing exploratory learning
approaches. The concept theories will serve as functional inputs through lectures,
discussions, multimedia, presentations, and interactive demonstration of the learning
sessions.
V. PARTICIPANTS
The target participants of this activity are the 2018 elected and appointed Barangay
officials such as the Punong Barangays, Sangguniang Barangay Members, Barangay
Secretaries, Barangay Treasurers, Sangguniang Kabataan Officials, Barangay Tanods and
members of the Lupong Tagapamayapa.
VI. DATE AND VENUE
The activity is scheduled on October 2-5, 2019 at Venus Park View Hotel, Baguio
City.
VII. FUNDING REQUIREMENT
A Registration Fee of Seven Thousand Eight Hundred Pesos (P 7,800.00) per

participant is requested to defray the expenses in the conduct of the congress.
Provision/reimbursement of travelling expenses is also authorized subject to the

usual accounting and auditing rules and regulations and other applicable laws.

IX. MONITORING AND EVALUATION
At the end of the course, an evaluation questionnaire shall be administered to elicit

feedback from the participants as well as the accomplishment of their action plan, which
will be submitted to the secretariat for monitoring.
Further, a comprehensive report shall be prepared by the secretariat and will be

submitted to the DILG Aurora Provincial Office and Regional Office, ten working days after
the congress.
