SECTION 9 : TELECOMMUNICATION SYSTEM WORKS

9.00 GENERAL FOR TELECOMMUNICATION SYSTEM WORKS

(1) Description

This Specification sets forth the basic requirements of the Works to design, manufacture,
furnish and install telecommunication systems, inclusive of modification of the existing
telecommunication system described herein. The work also shall include the testing and
commissioning and also such features as training and technical transfer to PT.KAI staff and
the personnel deputed by the Employer during the Contract Period.

Equipment and devices to be provided by the Contractor, to comply with the requirements
stipulated herein, shall be covered by the warranty given in Clause “Defects Liability Period” of
General Conditions of Contract. The detailed requirements of telecommunication systems
shall be as shown on the Drawings.

(2) Scope of Work

(a) Contract Limits


Installation work of telecommunication systems shall be carried out within the limits of
Manggarai to Cikarang stations, Cipinang depot, substations and level crossings located
between Manggarai to Cikarang stations and shall include modification and additional
work for these systems together.

(b) Installation and Modification Limits


1) Under the Contract installation of new telecommunication systems shall include:
a) Optical Fiber Carrier system
b) Telecommunication cables, inclusive of related facilities such as main distribution
frames and distribution boxes,
c) Telephone facilities and others
d) Talk-back system
e) Electric clock system,
f) Provision of spare parts, tools and maintenance device.

2) Existing telecommunication system in Manggarai to Cikarang stations shall be


removed and replaced with new telecommunication system based on Synchronous
Digital Hierarchy Synchronous Transfer Module Level One.

(c) Works to be Included


The following works shall be included under the Contract.
- Installation in trenching, backfilling, concrete troughs and conduits, grounding devices.
- Relocation of incidental telecommunication facilities
- Removal, delivery or storage of existing equipment and materials displaced

The following works shall be covered in the detailed design, which shall be carried out by
the Contractor;
1) Optical Fiber Carrier System
Optical fiber cable with termination equipment for carrier system shall be installed
between Manggarai and Cikarang stations so as to accommodate increasing
telecommunication channels for double-double tracking between Manggarai and
Bekasi stations and for electrification between Bekasi and Cikarang stations and
future channel demand for this Project.

2) Telecommunication cable
Existing main and local cables which obstruct installation work of new buildings and
other related works under this Project shall be relocated tentatively with existing
cables and later replaced with new cables. Cables crossing tracks or rivers shall be
provided with manholes and pipes to protect telecommunication cables.

3) Telephones
All telephones finally installed shall be new, except when temporarily relocated and
located as shown in the Drawings unless otherwise directed by the Engineer.

4) Talk-back system
System inclusive of broadcasting speakers shall allow close communication between
in-yard workers and operator in signal cabin to ensure the train shunting operations
and maintenance work can be executed safety and promptly.

5) Electric Clock
Electric clocks finally installed shall be new, except when temporarily relocated and
located as shown on the Drawings unless otherwise directed by the Engineer.

(d) Works to be Excluded


Building of signal cabin and equipment building and internal electrical works for lighting
and air conditioning works will not be covered herein but shall be included in SECTION 3
“BUILDING WORKS”.

(e) Works to be Coordinated


Prior to construction of buildings and other works related to these works on power supply,
the Contractor shall confirm the works schedule, building and equipment drawings and
details provided for compatibility for installation of telecommunication systems. The
Contractor shall be responsible for correcting and modifying all installation drawings and
carrying out the necessary correction activity at his own cost should this be necessary
after integration and coordination process is completed. Through the Contract Period, due
consideration shall be taken for close coordination with:

1) Signalling works such as circuitry test of signal equipment from center equipment and
installation of cables to be laid in same routes

2) Substation works such as remote control of the new substations at Buaran, Bekasi
Timur, Cibitung and Cikarang and new Manggarai sectioning post and also existing
substations at Jatinegara and Kranji.

3) Building works on locations of telecommunication facilities to be fixed on the wall and


ceilings and also these outlets, inclusive of running of conduits

(3) Definitions and Abbreviations

(a) Main Line


Dedicated track line for long distance train operation between Manggarai and Bekasi
stations and between Bekasi and Cikarang stations

(b) Commuter Line


Dedicated track line for electric railcar operation between Manggarai and Bekasi stations

(c) CTC
Centralized Traffic Control System installed on Java Main Line outside the Project area

(d) CTS
Centralized Traffic Supervision System installed on Commuter Line inside the Project area

(e) Hot Standby Configuration


First computer set is active as a main system and to control wayside equipment, the
second computer set as a stand-by system is always synchronized with the first computer

set and updated with all necessary information in order to switch over automatically control
functions without interruption in case of failure of active computer set.

(f) ITU

(i) OFDF

(4) Quality Assurance

(a) Contractor’s Responsibility


1) Existing telecommunication system shall be confirmed by the Contractor through site
survey and the Contract. Any incorrect information, if any on the Drawings, shall not
relieve the Contractor from responsibility of performing all Works under the Contract.
2) Prior to detailed design the Contractor shall execute survey for physical and electrical
conditions of existing telecommunication system, so that any ambiguity, if any,
between actual situation and information on the Drawings shall be clarified by the
Contractor.
3) Whole cost of complying with the provisions of the Contract shall be included in the
items for which a quantity is given in the Bill of Quantities, and where no item is
provided, cost shall be deemed to be distributed among the unit prices entered for the
related items of works.

(b) Design Workmanship


Design shall comply with the relevant standards keeping in mind that operational safety
provided by the system is of prime importance, considering reliability, convenience and
efficiency of operation, ease and simplicity of maintenance.

In detailed designing the Contractor shall duly consider the following provisions:
1) Highly reliable communication systems shall be effective in any type of equipment
failure.
2) Reliable operation of telecommunication systems and safety of staff and others from
the effects of high potential gradients and/or currents caused by lightning, traction
power and through medium voltage lines shall be ensured.
3) Lightning protection measures for telecommunication system shall be defined in this
Specification.

(c) Applicable Standards


1) Standards prepared by Authorized Railway Authorities
Where the relevant international industrial standard has not been issued all materials
shall be to a recognized national or international standard as approved by the
Engineer. Any recognized specifying standard may be offered and these will be
considered in the context of the proposal in accordance with this Article. In respect of
these specifications, the Employer reserves the full right and power to reject any

specification or specifications and insist on the Contractor complying with the


specifications quoted, should the Engineer find that the quality of materials or
products and workmanship are greatly or marginally inferior to those inherent in the
specifications quoted. In these matters the Engineer’s decision is final.
2) Applicable Standard
The Contractor shall follow the requirements of applicable standards listed in this
Specification.
.
(c) Accepted Railway Telecommunication Practice
1) Where not otherwise defined in this Specification, design, material and work shall
conform to principles and practices established in an accepted major railway’s
telecommunication practice.
2) This shall mean the standards and practices followed by one or more railways for
systems and conditions similar to those described herein.
3) Adoption of a particular practice must be consistent with the intent of these
Specifications and is subject to specific approval.

(5) Deviations

(a) The Contractor shall comply with this Specification in all respects. It is therefore required
that all works, procedures and systems supplied by the Contractor are in compliance with
this Specification.

(b) The Contract shall be based on the provisions of the systems, materials and services with
a performance equivalent to or better than those specified. Any deviations offered shall
provide full and clear reasons for change in specifications with references to the affected
Clauses of this Specification.

(c) Should the systems, material or methods not conform to those specified in these
documents, deviation will be permitted provided that:
1) Deviation is consistent with general intent of this Specification,
2) Justification of such deviation is made on basis of improved safety, operational
performance, reliability or simplicity of maintenance,
3) Deviation represents an accepted railway telecommunication practice meeting the
requirements stated herein,
4) Any deviation from, or alternatives to this Specification shall be clearly stated and
supporting information shall be provided.

(6) Acceptability

Equipment and components employed in the works shall essentially be identical to proven in
actual service to be safe, reliable and suitable in regard to operation and maintenance for
railway systems.

(7) Metric System

All dimensions, measurements and work done shall use metric units.

(8) Language for Plates and Labels

All labels and plates to be attached to equipment shall be in the English language except
those advising warning and danger which shall be in both Indonesian and English. All
designations to be shown on control panels shall be in the Indonesian language as approved
by the Engineer.

(9) System Design

The Contractor shall be completely responsible for total system design to satisfy the system
performance requirements under this Contract, including clarification of design condition,
system configuration, component characteristics and operational function etc.

(a) Design Requirements


The Contractor shall consider the following provisions:
1) Reliable and high quality communications shall be assured.
2) Better level of signal to noise ratio shall be maintained.
3) No cross-talk shall occur.
4) Clear announcements shall be provided at all locations in the design area.
5) Grounding system shall be provided to protect equipment from lightning surges and
earth resistance values shall be not more than 2 ohms achieved under dry weather
conditions

(b) Environmental Requirements


All telecommunication equipment and relevant facilities provided by the Contractor shall
operate correctly under the following conditions, unless otherwise defined in this
Specification:
1) Ambient Temperature
a) Indoor equipment : 0 to 45 Celsius
b) Outdoor equipment : 0 to 60 Celsius

2) Relative Humidity
a) Indoor equipment : Maximum 90%
b) Outdoor equipment : Maximum 100% under no dewdrop condition

(10) Equipment and Materials

Offered equipment may be acceptable should the equipment be functionally equivalent to or


better than existing ones, to the extent of compliance with a minimum requirement that
existing designation, indications, operational methods, information input and output shall be
same with this equipment and allow ease of maintenance.

All the equipment and materials shall be subject to prior approval of the Engineer. The
Contractor shall submit to the Engineer details of circuitry with explanatory descriptions and
shop drawings thereof.

(a) Steel Materials and Rust Prevention


1) Material and Coating of Steel Apparatus Case
Steel sheet shall conform to JIS G 3141 (cold rolled steel sheet) or standard approved
equal or better, and thickness shall be not less than 1.7 mm, unless otherwise
approved by the Engineer. Interior and exterior surfaces of case shall be first treated
with rust resisting material and then treated with melamine glazed coating of color
reviewed by the Engineer.
2) Steel products, such as amplifier cabinets and distribution boxes, shall be finished
with a baked melamine finish.
3) Cases shall be provided with padlocks, and keys which are common for other
telecommunication equipment, otherwise specified herein.

(b) Concrete Foundations


The Contractor shall submit the Drawings of concrete foundations to the Engineer for prior
approval before commencement of any concrete work. Design of foundations shall
provide adequate stability considering the encountered soil conditions.

(c) Information Labels


Information Labels made of brass, aluminium or plastic shall be attached to equipment
stating information as required by the Engineer.

(d) Padlock
All padlocks for telecommunication equipment such as distribtuion boxes and apparatus
cases shall be unified design and robust and convenient quality approved by the Engineer.

(11) Construction

(a) Building Works


Signal cabin or equipment building, including its foundation will be constructed under
“CIVIL and BUILDING WORKS” of this Specification. The Contractor shall be responsible
for close coordination with these sections to ensure any necessary modifications of design
to suit equipment be installed.

(b) Work in Existing Buildings


Where the Contractor is required to work in or adjacent to existing buildings, the
Contractor should undertake the work so that damage to these buildings is kept to a
minimum. On completion of the work the Contractor shall be responsible to reinstate the
working area to same condition as existed before start of the work. Any conduits installed
in existing buildings shall be painted to harmonize with existing surroundings.

(c) Any additions and modification of electric circuitry and logic of existing telecommunication
systems shall be carried out so as to ensure certain communications in service. Prior to
these works the Contractor shall submit to the Engineer for approval the details of
modification methods and schedules.

(12) Tests

The Contractor shall be responsible for carrying out tests of systems, inclusive of modified
systems and equipment in accordance with the following provisions.

(a) Factory Tests


Factory test shall demonstrate satisfactory operation of all equipment as an integrated
whole, as well as full range of individual items of equipment.
1) All equipment to be supplied under this Contract shall be tested at manufacture’s
factory to confirm equipment operates satisfactorily in all respects.
2) The Contractor shall submit all test data for prior approval of the Engineer.

(b) Site Testing


Site testing shall include a thorough functional and commissioning test, to be executed by
the Contractor. The Contractor shall submit to the Engineer for approval a detailed test
programme and listing of the test procedures that the Contractor intends to carry out.
Measuring devices and tools needed in these tests shall be furnished by the Contractor.

(c) Commissioning Tests


Prior to taking-over of systems by the Employer, commissioning tests shall be carried out
in accordance with the procedures as stipulated in this Specification. Tests shall be
carried out to confirm correct operation and functions of all the system and equipment
installed and modified under the Contract.

(13) Documentation

The Contractor shall submit three (3) copies of each of the following drawings and documents
to the Engineer according to the time schedule or as otherwise directed by the Engineer.

(a) Manufacturing Drawings


The Contractor shall submit to the Engineer for approval prior to manufacturing the
drawings and documents of the equipment or materials to be delivered in accordance with
the applicable provision in each section of this Specification. Manufacturing drawings and
documents shall contain the general assembly and main parts of equipment or materials.

(b) Shop Drawings


The Contractor shall submit the shop drawings to the Engineer for his approval prior to
installation of equipment or materials as required by the Engineer.

(c) Material Test Reports


Material factory test reports performed at the time of completion of manufacturing in
manufacturer’s factory, including description of test method, shall be submitted in booklet
form. Reports shall show test results performed to prove compliance with the specified
test criteria.

(d) Operation Manuals


Operation manuals shall furnish operation procedure of installed equipment and system
under the Contract requiring system start-up, operation and testing. Operation manuals
shall be submitted to the Engineer before operational take-over for equipment to be newly
installed or modified, if change, under this Contract.

(e) Maintenance Manuals


Maintenance manuals shall furnish periodical maintenance procedures, possible
breakdowns and repairs, explanation of parts replacement, including operation method of
data logging instrument. Maintenance manuals shall be submitted to the Engineer before
operational take-over for equipment to be installed or modified, if change, under this
Contract.

(f) Final Test Records


The Contractor shall submit all final test records for commissioning process, indicating
visual, electrical and functional testing results. Final test records shall be submitted to the
Engineer before operational take-over for equipment to be installed or modified under this
Contract.

(g) Final As-Built Drawings


The Contractor shall submit as-built drawing of the completed system according to the
final track alignment. Final as-built drawings shall be submitted to the Engineer before
Provisional Hand-Over under this Contract.

9.01 OPTICAL FIBER CARRIER SYSTEM

(1) Description

This work shall consist of furnishing of all labor, supervision, transport, tools, supplies,
materials and equipment to design, manufacture, transport, install, test and commission
optical fiber carrier system complete with all works necessary in accordance with the Drawings
and this Specification to facilitate operation of the system. Types, numbers and locations of
optical fiber carrier system shown in the Drawings shall be reviewed by the Contractor through
site surveys to interface with existing systems.

(2) Scope of Work

(a) Installation Limits


1) Optical fiber carrier system shall be installed at :
a) Manggarai station
b) Jatinegara station
c) Cipinang depot
d) Cakung station
e) Bekasi station
f) Tambun station
g) Cikarang station
h) And along the railway between Manggarai to Cikarang stations
2) Installation work specified herein shall include:
a) Optical fiber cable
b) Optical fiber distribution frame
c) High order transmission equipment cards and chassis
d) Access layer equipment cards and chassis
e) Synchronization equipment
f) Network management computers, terminals and printers
g) All cabling, earthing and interconnecting equipment

(b) Works to be Included


The works to be included herein shall be as follows:

1) Detail design, manufacture and delivery of optical fiber carrier system equipment
2) All cabling, earthing and interconnecting equipment
3) Preparation of cable route plan as necessary modification thereof
4) Design and construction of supporting structures and foundations. The design
process should include the preparation of structural calculations
5) Testing and commissioning
6) Assembly, wiring, if necessary, and installation of all the optical fiber carrier system
defined herein
7) Relocation and removal of existing optical fiber carrier system between Bekasi and
Cikarang stations
8) Connection with power supply panel

(c) Works to be Excluded


1) Modification of existing system such as program modification of application, data
format transfer and the additional modem etc. shall be excluded.

(3) Equipment and Materials

Optical fiber carrier system shall cover all the equipment defined herein, including supporting
structures, foundations, and all fittings and accessories concerned. Optical fiber carrier
system shall be in accordance with ITU-T G series recommendations.

(a) Optical Fiber Cable

a) All optical fiber cables shall contain sufficient fibers to accommodate the
requirements.
b) At least extra 4 single mode fibers in each cable shall be reserved for future
telecommunication use and 6 single mode fibers for the signalling system shall be
contained.
c) Optical fiber cable shall be a loose tube type and water blocking type.
d) Optical fiber cable shall be designed so as to withstand the tensile force during
cable installation.
e) Name of end user, name of manufacturer, year of manufacture and descriptions
of cable shall be marked clearly on the surface of outer cable sheath in every
1meter cable length.
2) Optical fiber core
All optical fibers employed in the cables shall be of a high grade silica single mode
fiber. Individual fiber shall be identified by color coding and position within the cable
core. Color shall be readily identified and shall not be adversely affected or eroded
during working life of cable. Single mode optical fiber core shall be as follows:
a) Mode field diameter : 8.6 – 9.5 µm
b) Cladding diameter : 125 µm plus minus 1.0 µm
c) Maximum attenuation : 0.35 dB/km at 1310 nm
3) Laminated Aluminium Polyethylene (LAP) sheath cable
A layer of aluminium approximately 0.2 mm thick in the form of aluminium tape coated
on outside with plastic (laminated tape) shall be used as a moisture barrier.
Laminated tape shall be applied longitudinally over wrapped cable core. Polyethylene
sheath colored white shall be extruded over laminated tape to adhere tightly to
aluminium tape. Nominal thickness of moisture barrier sheath shall be 1.5mm
including aluminium tape and mean value of sheath thickness shall to be not less than
90% of nominal value.
4) Corrugated sheath cable
A 0.3 ~ 0.5 mm thick steel tape shall be applied longitudinally over inner sheath (LAP
sheath) and corrugations shall be formed on to cable. Non-hygroscopes admixture
shall be coated over corrugations of armour, after that, the surface shall be covered
tightly with polyethylene colored white in form of a concentric circle. Nominal
thickness of this polyethylene shall be 2 mm.

(b) Transmission Equipment


1) High order multiplex system shall be based on the ITU-T Synchronous Digital
Hierarchy (SDH) standard G.652.
2) A maximum of 63 x 2Mbit/s(E1) signals shall be able to be extracted and inserted into
STM signal. Tributary signals shall be able to be added to any vacant position on
outgoing STM signal.
3) Multiplexed shall support the following interfaces :
a) STM optical interface
b) STM electrical interface according to ITU-T.G.703
4) The Contractor shall produce an overall channel allocation plan for optical cable
carrier system for approval of the Engineer.
5) All equipment shall have the following common features:
a) Compliance with all relevant ITU-T recommendations
b) Compact modular plug-in-units with low power consumption
c) High reliability and availability
d) Software base control of equipment operation and configuration
e) Integrated service interface for maintenance operation
f) Integrated alarm monitoring and indications on all plug-in-units to facilitate quick
fault identification and repair
g) Protected test points on each equipment type, enabling in service measurements
to be undertaken without affecting traffic
h) Easy for future expansion
i) All equipment shall conform to ITU-T G.703, G.704, G.706, G.707, G.708, G.709,
G.711, G.732 and G.823.

(c) Access Layer Equipment


Access layer equipment may output two direction 2M signal using 2M signal of two
direction 2M from high order transmission equipment after time slot interchange by voice
frequency channels and data channels. It shall be possible for multiple low speed data
channels into 64kbit/s Elemental Order (EO) channel. System shall accommodate the
following minimum set of interface standards:
1) G.703 2.048Mbit/S
2) X.21
3) V35
4) V.24/V.11
5) V.24/V.28
6) 2-wire analogue G.713
7) 4-wire analogue G.712
8) All equipment shall have the following common features:
a) Compliance with all relevant ITU-T recommendations
b) Compact modular plug-in-units with low power consumption
c) High reliability and availability
d) Software base control of equipment operation and configuration
e) Integrated service interface for maintenance operation
f) Integrated alarm monitoring and indications on all plug-in-units to facilitate quick
fault identification and repair
g) Protected test points on each equipment type, enabling in service measurements
to be undertaken without affecting traffic
h) Easy for future expansion
i) All equipment shall conform to ITU-T G.703, G.704, G.706, G.707, G.708, G.709,
G.711, G.732 and G.823.

(d) Synchronization Equipment


1) The Contractor shall produce an overall synchronization plan for optical cable carrier
system for approval of the Engineer.
2) Master clock source shall be designated subject to approval by the Engineer.
3) Master clock source shall have a stability of greater than 1E-12.
4) Under normal working conditions no slippage shall occur on any interface.
5) If main clock is lost then a backup source of stability greater than 1E-12 shall be
available.
6) Selection of alternative synchronization source in event of a network fault shall not
require intervention of Emergency Management System (EMS).

(e) Network Management


Network Management System (NMS) for optical fiber carrier system shall be provided
which performs the following functions:
1) Gather and log alarm events from network elements
2) Provide control and configuration access for network elements
3) Maintain a configuration database for all network elements
4) NMS shall have a fully redundant hot standby which can take over full network
management functions in the event of main NMS failure.
5) NMS platform shall be designed such changes in computer hardware technology shall
not affect the functionality of NMS. Operating system and NMS software shall be
sufficiently independent from computer hardware such that an upgrade to state of art
hardware shall not require any software modification.
6) All network management channels shall have at least two independent paths to any
managed network element.
7) It shall be possible to add nodes to NMS in event that network expansion is required.
8) Alarm gathered from network elements shall include but not be limited to:
a) Input failure
b) Loss of frame alignment
c) High error rate
d) Optical power high/low
e) Laser bias high
f) Tributary unit failure
g) Power unit failure

h) External synchronization failure


i) Main power failure
j) Channel card failure
9) All events (status changes and alarm) shall be logged and time-stamped with an
accuracy of  1 second.

(f) Optical Distribution Frame


1) At each SDH node optical fiber cable shall terminate at an optical fiber distribution
frame so as to make easy changing of optical line connection by optical fiber
connector.
2) Optical fiber distribution frame shall be installed where SDH nodes are installed, and
at Manggarai station it shall be installed also as preparation for future extension of
optical fiber network.
3) Optical fiber cables on back-up route shall be led into optical fiber distribution frame at
Manggarai new operation center, Cipinang depot, Cakung signal cabin, Bekasi new
signal cabin, Tambun signal cabin and Cikarang signal cabin as shown on the
Drawings.
4) Optical fiber distribution frame installed in station building and signal cabin shall be
able to accommodate two more optical fiber cables in addition to cables installed by
this Project and shall possess enough space for terminating of all cables in future.

(g) Sundries
1) Modem shall be installed for necessary transmission of 2400, 4800, 9600 bit/s from
optical carrier system to substation and signal cabin.

(4) Construction

The Contractor shall assemble and install all optical fiber carrier system in accordance with
the Drawings and the requirements specified herein. Locations of optical fiber cables, optical
line terminal equipments and optical fiber distribution box shown on the Drawings are
approximate and exact location shall be proposed by the Contractor for approval by the
Engineer.

(a) Optical Fiber Cable


1) Optical fiber cable shall generally be laid within the right-of-way owned by PT. KAI and
details of cable laying plan shall be submitted to the Engineer for approval before start
of site work.
2) The following cables shall be installed.
a) Corrugated sheath cables:
b) Corrugated sheath cables shall be installed at all locations except as specified
below.
c) Polyethylene sheath cables shall be used only on platforms and in buildings,
subject to prior approval by the Engineer.
3) Cable shall be protected with conduits or steel duct except where laid in dedicated
duct, trench and underground. Size of conduits or steel duct shall be approved by the
Engineer.
4) Cables through conduits or ducts shall be installed within a permissible radius of
curvature at bends. Permissible radius of cables shall be as follows :
a) Polyethylene Sheath Cable : Not less than 10 times the outer diameter of cable
b) Corrugated Sheath Cable : Not less than 20 times the outer diameter of cable
5) Installation of underground optical fiber cables shall be as follows:
a) Cable shall generally be embedded at a minimum depth of 800 mm from ground
level to top of the cable.
b) After excavation has been approved cable shall be laid on a 100 mm thick
compacted layer of sand and covered by another 10 cm layer of sand upon which
proper protection plate shall be laid. Each layer of backfill material shall be
compacted thoroughly.
c) Markers provided to show location of underground cables shall be made of
concrete, size 100 mm x 100 mm x 1000 mm. Markers shall be installed at every
splicing point and at 50 m intervals.

d) Clearance between cable and earth electrodes, electric poles and guy wires shall,
in principle, be one meter. Clearance between cable and underground metal
items, i.e. gas pipes, water pipes, etc. shall be not less than 300 mm.
6) A 5 meter loop of spare optical fiber cable shall be left on either side of each splice or
termination to allow for future diversion. Cable shall be secured in a remake loop
assembly in a position to be approved by the Engineer.

(b) Splicing
1) Before starting construction, details of splicing methods shall be submitted to the
Engineer for approval
2) Number of cable splices shall be kept to a minimum
3) Splicing shall be carried out by the Contractor using a fusion splicing
4) A correctly colored fiber splice protector shall be used to enclose each individual
splicing
5) Where cables have been connected, identification card shall be inserted in splicing
box and a copy shall be kept on file. Identification card shall cover some descriptive
information, i.e. date of work, name of contractor, name of worker and other data
deemed appropriate for cable maintenance
6) Connecting works shall be carried out carefully by skilled technicans who shall be
subject to prior approval by the Engineer

(c) Installation of Equipment


1) High order transmission equipment cards and chassis
a) Equipment chassis shall be securely fixed to prevent overturning. Positioning of
chassis within equipment room shall be planned for efficient layout of equipment.
b) Access layer equipment cards and chassis
c) Equipment chassis shall be securely fixed to prevent overturning. Positioning of
chassis within equipment room shall be planned for efficient layout of equipment.
2) Synchronization equipment
a) Equipment shall be securely installed.
3) Network management computers, terminals and printers
a) Equipment shall be securely placed.

(d) Relocation and Removal of Existing Optical Fiber Carrier System


1) Existing optical fiber cable and optical transmission equipments between Bekasi and
Cikarang stations shall be removed or relocated.
2) In Bekasi station, relocation and removal of existing optical fiber carrier system shall
not be planned in principle except for case that existing optical fiber cable is
obstructed with civil and track works.
3) In Tambun station, existing optical line shall be removed and due to this removal
existing optical fiber shall be relocated.
4) In Cikarang station, existing system shall be relocated from existing signal cabin to
new signal cabin.
5) All works mentioned above shall be carried out in accordance with Clauses 9.07
“TELECOMMUNICATION EQUIPMENT AND CABLES TEMPORARY USE” and 9.08
“TELECOMMUNICATION FACILITY REMOVAL”.

(5) Tests

Prior to shipping of cables and equipment as mentioned in Contract, electrical characteristics


shall be tested at the manufacturer’s factory and before changeover and installation thereof.
The following Inspections and test procedures shall be performed:

(a) Visual Inspection

(b) Capacity Inspection at power sources in cabinet, insulation resistance dielectric strength,
clock frequency and input voltage and power for logic circuitry

(c) Switchover Tests of Standby System

(d) Failure Management Tests

(e) Any tests shall be performed to ensure reliability of system operations at each stage of
changeover works to assure completion of data exchange relation for overall system.

(f) Program Debugging

(g) Other Tests Necessary for Completeness of Operation.

(h) The Contractor shall perform the tests and ensure that all measurements have met the
specified requirements.

(6) Method of Measurement

The quantity to be measured for payment except for the pay item “Optical Fiber Carrier
System Relocation” shall be the actual number of newly installed cables and equipment
installed in place, completed and accepted by the Engineer. The pay item “Optical Fiber
Carrier System Relocation” shall be measured on the basis of a lump sum.

Unless otherwise specified the optical fiber carrier system installation defined above shall
include wiring, and all the assemblies and materials inclusive of name plates and fittings. All
incidental works for designing, manufacturing, furnishing, assembling, installing, testing and
commissioning of optical fiber carrier system shall be included.

(7) Basis of Payment

The quantity determined, as provided above, will be paid for at the Contract unit price per unit
of measurement for the pay items listed below. This price and payment shall be full
compensation for all costs necessary for the proper completion of the works prescribed in this
Clause.

9.02 METALLIC CABLE

(1) Description

This work shall consist of furnishing all labor, supervision, transport, tools, supplies, materials
and equipment to design, manufacture, transport, install, test and commission metallic
telephone cable complete with all works necessary in accordance with the Drawings and this
Specification to facilitate operation of the system. Types, numbers and locations of metallic
cable shown in the Drawings shall be confirmed by the Contractor through site surveys to
interface with existing systems.

(2) Scope of Work

(a) Installation Limits


1) Metallic cable shall be installed at :
a) All Stations located between Manggarai to Cikarang stations
b) Cipinang depot
c) And along the railway between Manggarai and Cikarang stations
d) Manggarai new sectioning post
e) All substations located between Manggarai and Cikarang stations
2) The installation work specified herein shall include:
a) Telecommunication underground cables
b) Main telecommunication cable 0.9mmx30 p
c) Local telecommunication cable 0.9mmx10p
d) Local telecommunication cable 0.9mmx6p

(b) Works to be Included


The works to be included herein shall be as follows:
1) Survey of all the circuits terminated at the existing and terminal boxes concerned,
inclusive of operable spare conductors
2) Manufacture and delivery of telecommunication cables, main distribution frame
(MDF), distribution boxes and modular approvals
3) Installation of telecommunication cables, all fixings, splices, branches and
terminations
4) Provision of necessary supporting facilities for aerial cables if any
5) Excavation and backfill, including all cable facilities such as concrete troughs,
conduits and pipes, manholes and cable markers
6) Installation of MDF, distribution boxes, terminal boxes and modular approvals,
7) Installation of grounding devices and protective devices,
8) Labelling of types and destination of cables, and circuit name of conductors
terminated at MDF and distribution and terminal boxes,
9) Modification of cases of existing MDF and distribution/terminal boxes, and provision of
reinforcement of MDF and distribution/terminal boxes, and
10) Preparation of detailed route plans.
11) Relocation of existing telephone cable, if any, including re-wiring of existing telephone
circuits which are connected to existing MDF and PABX to newly installed MDF and
PABX in Manggarai, Jatinegara and Bekasi stations.
12) In-door wiring from distribution box to modular jack including materials and protection
of cable and wire.

(c) Works to be Excluded


The following works shall be excluded:
1) Manufacture, delivery and installation of cable or wire for electric clock system.
2) Manufacture, delivery and installation of cable or wire for talk back system.

(3) Equipment and Materials

(a) Telecommunication Metallic Cables


Telecommunication metallic cables shall have 0.9 mm conductors and shall conform to
the requirements described in this Specification. Telecommunication metallic cable for
out-door use shall be water blocking i.e. jelly filled and armoured type. Cables for indoor
use shall be un-armoured and non-filled type.
1) Quad and quad code
a) Four insulated conductors shall be uniformly twisted together to form a compact
and symmetrical quad.
b) Conductor insulation in basic unit shall be colored in accordance with the
requirements described in this Specification. These requirements, however, may
be varied subject to prior approval by the Engineer.
2) Cable cores and composition
a) Cable quad cores shall be arranged to form a unit composition as shown in the
Drawings. Five quads shall be stranded into a unit and bound with stretched
polyethylene tape wrapping in accordance with the requirements described in this
Specification. These requirements may be varied with the prior approval by the
Engineer.
b) Suitable numbers of a 10-pair unit shall be stranded into a compact and
symmetrical cable core. Plastic fillers may be inserted to make the cable core
cylindrical.
3) Electrical screen
a) Aluminium tapes approximately 0.2mm thick with polyethylene outer coating shall
be used as an electrical screen and moisture barrier. Aluminium shall be applied
longitudinally over wrapped cable core with an overlap.
4) Sheath
a) PE sheath cable
- Black polyethylene sheaths shall be extruded over screened core and shall
adhere tightly to aluminium tape. Mean value of sheath thickness shall be not
less than 90% of nominal value given in this Specification.
b) Corrugated metallic cable
- 0.4 or 0.3mm thick steel or similar shall be applied longitudinally over the
inner sheath and after fusing of sheath, corrugation shall be formed on the
cable.
- Non-hydroscopic admixtures shall be coated over corrugations of armour
after that the surface shall be covered tightly with black polyethylene 2mm
thick in the form of a concentric circle.
- Name of end user, name of manufacturer, year of manufacture and
descriptions of cable shall be marked clearly on surface of outer cable sheath
in every 1meter cable length.

(b) Twist Pair Cable for Electric Clock


Twist pair cables shall have 1.2 mm conductors and shall conform to the requirements
described in this Specification and cables for out-door use shall be water blocking i.e. jelly
filled and armoured type. Cables for indoor use shall be un-armoured and non-filled type.
1) Pair and pair code
a) Two insulated conductors shall be uniformly twisted together to form a pair.
b) The conductor insulation shall be coloured in accordance with the requirements
described in this Specification. This color coding, however, may be varied subject
to approval of the Engineer.

(c) Concrete Trough


Concrete troughs shall conform to JIS A 5321-1990: Reinforced Concrete Cable Troughs,
unless otherwise shown in the Drawings.
(d) Manhole
Concrete for manholes shall be of Class K 175 as specified in this Specification, details
and size of reinforcing steel bars shall be as shown in the Drawings.
(e) Distribution Box
1) Structure
a) Materials for distribution boxes shall conform to JIS G 3141-1990: Cold Carbon
Steel Sheets and Strip and the thickness thereof shall be not less than 1.6mm.
b) Interior and exterior surface of housing shall be undercoated with rust resisting
materials, after which surface shall be treated with a melamine glazed coating,
colors of which shall be approved by the Engineer.
c) Inlets for cables shall be provided in lower part of the box.
d) Distribution boxes shall be equipped with a ground terminal and a padlock. Key
shall be common for all padlocks.
e) Distribution boxes for indoor use shall be of a wall-mounted type, upper and lower
parts of which shall be able to accommodate telecommunication terminals and
flexible splices respectively.
f) Distribution boxes for outdoor use shall be a pole-mounted type of a dual
structure consisting of inner and outer cases and be thoroughly waterproofed.
g) Distribution boxes shall provide for future expansion and be referred to
telecommunication cable system drawings and circuits etc. for determination of
dimensions.
2) Terminals
a) Terminals shall be appropriated for telecommunication use and provided with
adequate insulation resistance.
3) Protective device
a) For telecommunication circuit
- Where telecommunication equipment is connected with cables and fuses,
lightning discharge valves shall be installed for telecommunication circuits.
- Fuses and lightning discharge valves shall be installed where cables are
connected to existing telecommunication lines.
- Capacity of protective devices shall be as follows:

(4) Construction

(a) The Contractor shall assemble and install all telephone cables in accordance with the
Drawings and the requirements specified herein.
1) Locations of metallic telephone cables, main distribution frame and distribution boxes
on the Drawings are approximate and exact location shall be subject to prior approval
by the Engineer.
2) Prior to start of site work the Contractor shall submit the detailed cable installation
methods and cable routes for approval by the Engineer.
3) Thirty pairs of main cable shall be installed between Jatinegara and Cikarang stations
so as to accommodate necessary channels for electrification.
4) Ten pairs of local cables from above main cables to substations shall be installed.
5) Cables shall be installed in duct within elevated track section or buried under ground.
6) At the same time protective devices such as arresters at distribution boxes shall be
provided to prevent damage from electrical disturbance.
7) Telephone cable which shall be used for re-wiring of existing telephone circuits to
newly installed MDF and PABX shall be subject to prior approval by the Engineer and
shall be installed in same manner as main telephone cable.

(b) Underground Cable Installation


1) General
a) Underground cables shall generally be laid within right-of-way owned by PT. KAI
on outside of line of poles for overhead contact systems.
b) Underground cables shall generally be laid at a minimum depth of 800 mm from
ground level to top of cables. If cables are laid in concrete troughs, minimum
depth should be 300 mm vertically from ground level to the top of troughs.
c) Clearances between cables and earth electrodes, poles for overhead contact
system or guy wires shall, in principle, be 1,000 mm and those between cables

and underground metal utilities such as gas pipes and water pipes shall be not
less than 300 mm.
d) Where cables are installed vertically these shall be protected with galvanized steel
conduits.
e) Cable laying routes, in principle, shall be arranged so that telecommunication
cables and signalling cables can be laid in the same trenches where possible.
f) Cable crossing under roads, track or small streams shall be laid underground in
steel pipes or concrete troughs at a depth subject to prior approval by the
Engineer and manholes provided at both ends of these crossings wherever
necessary.
2) Excavation and Backfill
a) After excavation has been inspected by the Engineer cables shall be laid on a 100
mm thick compacted layer of sand and covered by another 100 mm layer of sand
upon which proper protection plate shall be laid. Each layer of backfill material
shall be compacted thoroughly.
b) The inside diameter of steel pipes or centrifugal concrete pipes shall be not less
than 100 mm and these pipes shall be laid in parallel with one spare pipe at each
crossing.
3) Cable Route Marker
a) Markers shall be provided to show location of underground cables and shall be
made of concrete, sized 100mm x 100mm x 1,000mm. Markers shall be installed
at every connection point of route change and at 50m intervals on straight and
curved lines.
4) Connection of Telecommunication Cable
a) Connection of telecommunication cables shall comprise straight splices, branch
splices, flexible splices and termination work. Prior to these works, details of
connecting methods shall be submitted to the Engineer for approval. Straight
splices and branch splices shall be 3M-Standard or equal as approved by the
Engineer.
b) Connecting works shall be carried out carefully by skilled technicians who shall be
subject to prior approval by the Engineer.
5) Splicing of Telecommunication cables
a) Before starting construction, details of splicing methods shall be submitted to the
Engineer for approval
b) Number of cable splices shall be kept to a minimum
c) Conductors shall be spliced by stranded-solder method
d) Where cables have been connected, identification card shall cover some
descriptive information, i.e. date of work, name of contractor, name of worker and
other data deemed appropriate for cable maintenance.
6) Grounding device
a) Cable screening conductors of lead-in cables to substations shall be separated
from those of main cables and shall be earthed not less than 50 meters from
substations.
b) Cable screening conductors of lead-in cables to terminal boxes, from main cables
except above shall be connected to main cable screening conductors.
c) Grounding devices of cable screening conductors shall be made at one cable end
at the upper side of cable lines.
d) Resistance to earth shall be less than 2 ohms at the following locations:
- Cable shield
- Lightning protection valve,
- Equipment cabinet,
- Distribution cabinet,
- Main distribution frame,
- Indoor metal conduit,
- Support strand of the cable.
e) Embedding of grounding rods shall be as specified herein and approved by the
Engineer. Diameter not less than 10 mm, copper clad steel, 1.5 m long.

Grounding wire shall be not less than 6 mm .
f) Markers provided to show the locations of grounding shall be made of concrete,
sized 100mm x 100mm x 1,000mm. Markers shall be installed at every grounding
point.

g) Where telecommunication equipment is connected with cables, protective devices


such as arrester, fuse shall be installed. Characteristic of protective devices shall

h) Where telecommunication cables are connected at distribution boxes in
substations, protective devices shall be installed. Characteristic of protective

(c) Distribution Box


1) Distribution boxes shall be installed as specified at locations shown in the Drawings
and as approved by the Engineer.
2) Where an existing distribution box is used for any telecommunication cable
termination, terminals and protective device shall be provided.

(d) Main Distribution Frame


1) Main distribution frame (MDF) shall be installed at Manggarai, Jatinegara and Bekasi

Engineer for approval.
2) Component of MDF, such as frame test clips, vacuum arresters and heating coils shall
be compatible with existing ones.

(5) Tests

Prior to shipping of cables, electrical characteristics and structure of all cables shall be tested
at the manufacture’s factory. After installation, both main and local cables shall be tested as
directed by the Engineer, unless otherwise specified herein. The Contractor shall perform
tests in this Specification and ensure that all measurements have met the specified
requirements.

- Between insulated conductor and outer cabinet : Not less than 10 M ohms

(6) Method of Measurement

The quantity to be measured for payment except for the pay item “METALLIC CABLE
RELOCATION” shall be the actual number of newly installed cables and equipment installed
in place, completed and accepted by the Engineer. The pay item “METALLIC CABLE
RELOCATION” shall be measured on the basis of a lump sum.

Unless otherwise specified telephone cable installation defined above shall include splicing
closure and materials inclusive of name plates and fittings. Re-wiring of existing telephone
circuits to newly installed MDF and PABX shall be included in the pay item “METALLIC
CABLE RELOCATION”.

All incidental works for designing, manufacturing, furnishing, assembling, installing, testing
and commissioning telephone cable, MDF, distribution box and materials for cable installation
be included.

(7) Basis of Payment

The quantity determined, as provided above, will be paid for at the Contract unit price per unit
of measurement for the pay items listed below. This price and payment shall be full
compensation for all costs necessary for the proper completion of the works prescribed in this
Clause.

9.03 TELECOMMUNICATION SYSTEM POWER SUPPLY PANEL

(1) Description

This work shall consist of furnishing all labor, supervision, transport, supplies, materials and
equipment to design, manufacture, transport, install, test and commission telecommunication
system power supply panels complete with all works necessary in accordance with the
Drawings and this Specification to facilitate operation of telecommunication systems. Types,
numbers and locations of telecommunication system power supply panels shall be reviewed
by the Contractor through site surveys to interface with existing systems.

(2) Scope of Work

(a) Installation Limits


1) Telecommunication system power supply panels shall be installed at :
a) Manggarai New Operation Control Center (OCC)
b) Manggarai Existing Operation Control Center (OCC)
c) Jatinegara Station Signal Cabin
d) Cipinang Depot Signal Cabin

(c) General Requirements


1) Capacity of telecommunication system power supply panel shall be enough to supply
power to all telecommunication equipment in room.
2) Power supply for telecommunication system shall be fed from AC 380V 3phase or AC
220V single phase line of signalling system. The Contractor shall connect all
equipment to be installed through power supply for telecommunication system unless
otherwise specified.
3) Back up batteries shall be alkaline storage type.
4) Voltage and ampere meter shall be provided on front panel to indicate incoming
supply, DC/AC output voltage and current etc.
5) Other necessary apparatus shall conform to general requirements for power
distribution system.

(4) Construction

Detailed location of telecommunication system power supply panel shall be proposed by the
Contracter for prior approval of the Engineer. Power supply panel and UPS equipment shall
be installed upright and bolted firmly to floor in the signal cabin or telecommunication
equipment room. Batteries shall be mounted on a rack bolted firmly to floor at battery room.
Grounding shall be more than 1.0m from buildings and telecommunications.

(5) Tests

The Contractor shall perform the following tests and ensure that all measurements have met
the requirements of test programme as defined in this Specification. Tests shall include at
least:

(a) Visual Inspection

(b) Capacity Inspection

(c) Insulation Resistance

(d) Output Power

(e) Other Tests in accordance with direction by the Engineer

(6) Method of Measurement

The quantity to be measured for payment shall be the actual number of newly installed
telecommunication system power supply panel installed in place, completed and accepted by
the Engineer. Unless otherwise specified telecommunication system power supply panel
defined above shall include wiring, and all the assemblies and materials inclusive of name
plates and fittings. All incidental works for designing, manufacturing, furnishing, assembling,

(1) Description

This work shall consist of furnishing all labor, supervision, transport, tools, supplies, materials

facilities complete with all works necessary in accordance with the Drawings and this
Specification to facilitate operation of telecommunication system. Types, numbers and
locations of telephone facilities shown in the Drawings shall be confirmed by the Contractor
through site surveys to interface with existing systems.

(2) Scope of Work

(3) Equipment and Materials

Telephone facilities shall cover all equipment defined herein, including supporting structures,
foundations, all fittings and accessories concerned.
(a) Concentrated Function Telephone
1) Concentrated function telephone units shall consist of a telephone console table,
allowing one operator to communicate with various telephone lines such as for
block telephones, direct telephones, automatic telephone, level crossing
telephones, signal telephones and platform supervisor’s telephones. All
conversations shall be recorded with dedicated recorder PC type.
2) Concentrated function telephones shall consist of the following components.
a) Telephone console table including console panel and control unit. Concentrated
function telephones will generally be equipped with a number of different circuits
to include automatic telephone circuits, voice calling telephone circuits,
recording system circuits and standby circuit as shown on the Drawings, but
shall be available for circuits and shown on the Drawings or directed by the
Engineer.
3) Function
a) Concentrated function telephones shall be equipped with terminating functions,
inside circuit connecting functions, circuit reversing functions and holding
functions. Automatic telephones, voice calling telephones and magneto
telephones shall be capable of selection by push buttons, with lamps to indicate
mode selected.
b) Originating and receiving calls shall be selected by depressing dedicated push
buttons and mode selected shall flicker indicator lamp in the depressed button.
c) Conditions of line-hold and line-being-called shall be indicated by flickering
lamps and indicators shall remain on while talking but off if not in use.
d) All communications between operator and called party shall be recorded
automatically by recording systems.
4) Console panel
a) On operational panel illuminated push buttons shall be of a light touch type for
circuit selection, line holding and outside circuit terminating functions.
b) Ten-key pads shall be provided for dialling on console panel.
c) General calling for voice calling telephones and generating oscillating frequency
(16~25Hz) for magneto telephones shall be available by depressing push
buttons.
d) Console panel housing shall be equipped with a built-in monitor speaker.
e) Electric power source shall be available from control unit.
5) Control unit
a) Control unit shall be equipped with a built-in rectifier, insulating transformer,
recording system and amplifier. In case of failure of AC 220 V electric power
source, DC power source shall be provided automatically.
b) Control unit shall allow a console operator to operate various telephone units
housed in console table and for automatic telephones existing exchange
subscriber lines shall be connected with control unit.
c) Sound level of a buzzer and voice for calling shall be adjustable individually.
6) Electrical characteristic
a) General
Insulation resistance measured with a DC 500 V megger between cabinet and
terminal shall be as follows:
- Outside circuit terminal : Not less than 5 M. ohms
- Power source input terminal : Not less than 5 M. ohms
Ringing tone shall be not less than 70 phons when measured with a noise
meter 0.5m away from console panel.
b) Voice calling telephone

1) PABX switch is to be a digital, non-blocking, Stored Program Controlled (SPC) time
division multiplex electronic exchange (300 ports).
2) PABX switch is to be of modular, plug-in unit and keyed design.
3) PABX switch is to comply with ISDN standard confirming to ITU-T recommendations.
4) PABX switch is to utilize 8Khz sampling rate and PCM “A Law” digital compounding
method conforming to ITU-T recommendations G.711, G.712 and G.731.
5) Transmission characteristic including frequency/attention response, group delay,
cross talk and noise is to meet ITU-T recommendation Q and G series.
6) Extension line interface in exchange equipment is to match analogue or digital
extension equipment as required and fulfill the following requirements.
7) Loop resistance of subscriber connected on physical cable pairs is to be limited to
1200. Minimum value of leakage resistance of line is to be 20 K Ohms.
8) Long distance subscriber lines are to be connected with loop resistance up to 2400
Ohms and minimum leakage of 15 K ohms.
9) Transmission bridge is to be symmetrical with respect to earth and resistance shall be
2 x 400 Ohms +/- 10% with a nominal voltage of 48V DC
10) Exchange line is to block extension line after certain period of “Off- Hook” condition
without a selection being received. This period is to be between 10 and 20 seconds.
Busy tone is to be sent to blocked extension.
11) Digital extension line equipment and telephone set is to be capable of data
transmission simultaneously with speech (ISDN working).
12) PABX switch is to support both common channel signalling and channel associated
signalling. Common channel signalling is to conform to ITU-T recommendations I.431
and I.441. Frame structure is to contain voice, data, synchronization and signalling
channels.
13) All software and configuration data operating PABX switch is to be stored in non
volatile memory and is not to be corrupted or lost in case of PABX failure or loss of
power supply.
14) PABX switch is to be equipped with capacity of ringing up to a minimum of five
standard telephone sets connected in parallel.
15) Interface for trunk lines is to meet ITU-T rec. G734 for 2 Mbps primary block.

(c) Automatic Telephone


1) Automatic telephones shall be of a desk type.
2) Automatic telephones shall have functions and characteristics suitable for connection
to existing and new automatic switching unit.

approximately 30 slave telephone units to be connected to same circuit and be
available for voice broadcasting function.
2) Voice calling telephones shall have same functions and characteristics as existing,
which should connect, without any hardware modification, to new ones.

a) Voice calling telephones shall function not only as a telephone but also as a
broadcasting unit. Handset shall be equipped with a push button for calling.

All the signal for telephone numbers shall be managed by control unit and exchange
between slave telephones shall be dual tone multi frequency as follows:
a) Train dispatch telephone will be connected to all slave telephones, on the line
sections dedicated to train dispatch
b) Calling signals from slave telephone will be able to send automatically to
dispatcher when handset on off hook position.
5) Telephone numbers and calling system
a) A designated telephone number to be allocated to each slave telephone shall
consist of a set of two frequencies of dual tone multi-frequency, which shall be
able to set and also easily changed by additional installation of slave telephones.
Each telephone number shall be represented by three digit numerals, which shall
be allocated systematically and distinguishable.
b) Any slave telephone can be called as follows:
- Selective Call
Any slave telephone on a line action can be called individually by pushing a
dedicated telephone number, which shall display telephone number and
abbreviated station name and send a ring-back tone signal to dispatcher
through master equipment.
- Group Call
Any group call of several slave telephone on a line section shall be called
selective by pushing a dedicated code to each group which shall be
composed of a symbol and numerals on ten-key pads, displaying calling code
and abbreviated name but no ring-back tones are required.

(4) Construction

The Contractor shall assemble and install all telephone facilities in accordance with the
Drawings and the requirements specified herein. The Drawings illustrate the approximate
locations of individual telephones and the detailed locations shall be proposed by the
Contractor for prior approval by the Engineer. All telephones shall be installed in accordance
with the Drawings.

(a) Concentrated Function Telephone


Installation of Concentrated Function Telephones shall be limited to Manggarai,
Jatinegara, Cipinang depot, Bekasi, Cakung, Tambun and Cikarang stations.
1) Console table shall be securely fixed on floor in signal cabins to allow ease of
inspection and maintenance works.
2) Indoor cables inside the console table shall control all telephone units incorporated in
concentrated function telephone.

3) Electric power to console panel shall be provided from a telecommunication power


distribution panel in the signal cabins, comprising both AC 220 V and DC 24 V power.
AC source shall be used regularly and DC standby source shall be available.
Changeover from AC to DC shall be automatic without interrupting power supply.

(b) Private Automatic Telephone Exchange


Installation shall be carried out in accordance with manufacturer’s manual.

(c) Automatic Telephone


1) Installation of automatic telephone, rosettes shall be fixed on walls not less than 30
cm above floor level to avoid water or dust.
2) Wiring between the modular jack concerned and telephone units shall be carried out
with stranded vinyl wires protected with wire protectors or conduits.
3) Stranded vinyl wires for telephones shall be vinyl cord having not less than 0.75
sq.mm nominal section area

(d) Voice Calling Telephone


Construction method shall generally conform to this Specification for automatic telephone
and with the following additional requirements.

1) For indoors, telephones shall be of a desk type.


2) Local batteries shall be housed in telephone unit.

(e) Train Dispatch Telephone


Drawings of detailed locations for slave telephones shall be subject to prior approval by
the Engineer.

1) Slave Telephone
a) Slave telephone units
- Slave Telephone shall be placed on skid-proof mat which shall be firmly fixed,
without adhesive tapes, to frame sheet, location of which shall allow an
operator easy access at sitting position.
b) Receiving unit
- Receiving units shall be mounted on wall so as not to obstruct daily works of
signal operators and maintenance works.
- Arresters and fuses shall be mounted and also a full set of these shall be kept
as spares in each housing.
- Receiving units shall be equipped with grounding facilities as specified in this
Specification.
c) Cables and wires
- Telecommunication cables and or wires shall be laid from distribution boxes,
to be installed from distribution panel and circuit breakers mounted by the
Contractor
- Power cables and wires to receiving units for Slave Telephones shall be
installed from distribution panel and circuit breakers mounted by the
Contractor
- Riser cables to these distribution boxes, panels and receiving units, inclusive
of slave telephone units, shall be protected with approved conduits.
d) Grounding facilities
- Arresters shall be also grounded but grounding works should be included in
Clause 9.02 “METALLIC CABLE”.

(f) Power Dispatch Telephone


1) Detailed locations for slave telephones shall be proposed by the Contractor for prior
approval by the Engineer.
2) Slave power dispatch telephone
Telephone handset including AC-DC converters shall be housed in steel boxes which
are lockable and subject to prior approval by the Engineer, telecommunication cables
and power cables shall be installed between telephones and distribution boxes
concerned and between telephones and AC/DC low voltage panels installed by
substation works respectively.

(g) Relocation of Radio Dispatch Telephone Console


There are five (5) consoles for radio dispatch telephone in Manggarai existing OCC
building and these shall be relocated to new dispatching room in Manggarai new OCC
building together with wiring to Radio Frequency (RF) module. Power supply panel also
shall be relocated to new signal cabin.

(h) Relocation of Radio Dispatch Telephone


1) Total Seven (7) sets of RF dispatch telephone handset shall be installed in the
following locations.
2) Manggarai, Jatinegara, Cipinang, Cakung, Bekasi, Tambun and Cikarang stations.
3) These handsets shall be relocated to new station buildings together with power supply
panel and wiring to RF module

(5) Tests

The Contractor shall perform the tests as specified in Clause 9.00 “GENERAL FOR
TELECOMMUNICATION SYSTEMS WORKS” and all measurements shall meet the specified
requirements. Unless otherwise specified all telephones installed and relocated under the
Contract shall be tested to confirm their complete operation as described below.

(a) Concentrated Function Telephone


1) Incoming circuit function test
a) Each circuit for automatic telephones, magneto telephones and voice calling
telephones shall be tested.
b) Connection and speech circuit function test
c) Connection and speech circuit function tests for various kinds of telephone units
incorporated in console panel shall be executed on each circuit.
2) Transmission circuit function test
Various telephone units incorporated in console panel shall be tested.
3) Release function test
Release function test shall be executed for circuits to be released by pushing release
button or placing the handset on hook switch.

(b) Automatic Telephone Exchange (PABX)


Test methods shall be carried out in accordance with manufacture’s manual.

(c) Automatic Telephone


Transmission, incoming and speech circuit tests shall be performed.

(d) Voice Calling Telephone


Test methods shall conform to the following requirements in addition to those specified for
automatic telephones. A mimic wire shall be provided, having loop resistance of 3 k ohms
and line loss 25 dB. This will be connected to the telephone and calling and talk shall be
tested.

(e) Slave Power Dispatch Telephone


1) Incoming circuit function test
Each circuit between master and slave telephones and between slave telephones
shall be tested
2) Transmission and speech circuit function test
Transmission and speech circuit function test for master and slave telephones shall
be executed on each circuit
3) Released function test
Released function test shall be executed for circuits to be released by pushing release
button or placing hand set on hook switch.

(f) Slave Train Dispatch Telephone


1) Dual tone multi-frequency generation
a) Output of combination two-digit dual tone multi-frequency signal designed,

(6) Method of Measurement

The quantity to be measured for payment shall be the actual number of newly installed cables
and equipment installed in place, completed and accepted by the Engineer. Unless otherwise
specified the telephone facilities defined above shall include wiring, all the assemblies and
materials inclusive of name plates and fittings. All incidental works for designing,
manufacturing, furnishing, assembling, installing, testing and commissioning telephone
facilities shall be included.

(7) Basis of Payment

The quantity determined, as provided above, will be paid for at the Contract unit price per unit
of measurement for the pay items listed below. This price and payment shall be full
compensation for all costs necessary for the proper completion of the works prescribed in this
Clause.

9.05 TALK-BACK SYSTEM

(1) Description

This work shall consist of furnishing all labor, supervision, transport, tools, supplies, materials
and equipment to design, manufacture, transport, install, test and commission talk-back
system complete with all works necessary in accordance with the Drawings and this
Specification to facilitate operation of telecommunication system. Types, numbers and
location of telephone facilities shown in the Drawings shall be confirmed by the Contractor
through site surveys to interface with existing systems.

(2) Scope of Work

(a) Installation Limits


1) Talk-back system shall be installed at :
a) Manggarai station yard, main and commuter lines
b) Jatinegara station yard (Relocation Work)
c) Cipinang depot yard
d) Bekasi station yard
2) Installation work specified herein shall include:
a) Master devices,
b) Slave devices inclusive of supporting poles,
c) Cables,
d) All cabling, earthing and interconnecting equipment

(b) Works to be Included


The works to be included herein shall be as follows:
1) Manufacture and delivery of talk-back master devices except for Jatinegara station
yard
2) Manufacture and delivery of slave devices inclusive of supporting poles except for
Jatinegara station yard
3) Installation of talk-back system defined above, including wiring and conduits between
master device and slave devices,
4) Cabling, wiring and termination of the facilities stated above,
5) Relocating of talk-back master devices existing in Jatinegara station yard including
relocation of wiring between master device and slave devices.
6) Testing and commissioning of talk-back system located under this Specification,
7) Preparation of detailed location plans of talk-back system.

(c) Works to be Excluded


1) Removal of existing talk-back system shall be excluded. Existing talk-back system in
Jatinegara station yard will be removed by other Contractor.

(3) Equipment and Materials

Talk-back system shall cover all the equipment defined herein, including supporting
structures, foundations, and all fittings and accessories concerned.

(a) Performance of Master and Slave Devices


1) Master device shall consist of an operational panel, amplifier, controller and power
supply.
2) Operational panel shall be equipped with selection keys, speakers, switches,
indicators and other accessories, available for communication with ten or twenty slave
devices including mounted spare circuits.
3) Amplifiers shall be for common use between master and slave devices and in addition
shall have enough capacity to interface with sub-unit and also for broadcasting
purpose.
4) Slave devices shall be of built-in waterproof type, having precedence over master
device in calling function. Microphone shall be housed in waterproof steel case with a
lockable door.

5) Amplifier shall be protected in such a way that amplifier shall stop if link
circuit/broadcasting circuit short-circuits and alarm shall be given by bell and indicator.
6) A stop button for bell shall be provided on an operational panel.

(b) Electrical Characteristic


1) Master Device
a) Master device shall comply with the following characteristics:
- Rated output :
not less than 30W at 1000 Hz signal, when measured with dummy resistance of
impedances of 600 ohms for link circuits, and 1000 ohms, 500 ohms and 330
ohms for broadcasting circuit, connected to output terminals.
- Distribution factor :
less than 10% at rated output under conditions of input power 5mW, 1000 Hz
signal.
- S/N (Signal/Noise) :
more than 40 dB at output side under conditions of input power 5mW, 1000 Hz
signal.
- Frequency response :
6 to 10 dB at 1000 Hz and 0 to 2 dB at 4000 Hz (Attenuation Value)
- Calling signal frequency :
800 Hz plus or minus 20%
- Insulation resistance of master device between the AC input terminal and main
frame :

2) Slave Device Speakers for link circuits


a) Rated input power of speaker shall be 5 watt at 1000 Hz
b) Insulation resistance between voice coil of speakers and main frame shall be not
less than 1 M ohms when measured with a DC 500 V megger.
c) Withstand voltage between voice coil of speaker and main frame shall be
satisfactory if AC 100 V 50 Hz is applied for one minute.

3) Broadcasting Speaker
a) Rated input power of speakers shall be 15 watt 1000 Hz
b) Nominal impedance of speakers shall be 2000 ohms plus or minus 15% at 1000 Hz.
c) Insulation resistance between speaker terminals and main frame shall be not less
than 10 M ohms when measured with a DC 500 V megger.
d) Withstand voltage between speaker terminals and main frame shall be satisfactory
when AC 500 V 50 Hz is applied for one minute.

4) Microphone
a) Impedance of microphones shall be 600 ohms plus or minus 30% at 1000 Hz.
b) Frequency response of microphones shall have a deviation value of 1.5 dB at 70 Hz
to 8000 Hz.
c) Sound pressure response of microphones shall be not less than –75 dB at 1000 Hz
and deviation value shall be within plus or minus 3 dB.
d) Insulation resistance between microphone output terminals and main frame shall be
not less than 50 M ohms when measured with a DC 500 V megger.

(c) Mechanical Characteristic


1) Link circuit speakers and broadcasting speakers shall undergo a water spreading test
as prescribed in JIS C 5504-1977 : Horn Type Loud Speakers and shall satisfy
electric characteristics specified for slave devices.
2) Microphones shall undergo temperature and humidity test prescribed in JIS C 5502-
1991: Microphones, and shall satisfy electric characteristic specified for slave devices.

(d) Cables for Talk-Back System


1) Transmission line for talk-back system shall be of 600 V PVC insulated, PVC
sheathed, steel armoured cable or a suitable telephone cable.
2) Prior to these works the Contractor shall submit to the Engineer for approval details of
cable specification and wiring route.

(4) Construction

Installation works shall be following methods and requirements stipulated in Clause 9.00
“GENERAL FOR TELECOMMUNICATION SYSTEM WORKS”, unless otherwise specified
herein. The Drawings illustrate the approximate locations of talk-back facilities and detailed
locations shall be proposed by the Contractor for prior approval of the Engineer. All talk-back
facilities shall be installed in accordance with the Drawings. Prior to commencement of the
work, the Contractor shall survey operable conditions and quality of all existing talk-back
facility units to be relocated and reused and submit the survey results to the Engineer for
approval. Any additional installation due to unavailable units found after this survey shall be
provided by the Contractor at his cost unless such inoperable units are disclosed in survey
report.

(a) Master Device


1) Master devices shall be installed securely on floors with adequate space for
inspection and maintenance as shown on the Drawings.
2) Electric power to master device shall be provided from a telecommunication
distribution panel in signal cabins, comprising both AC 220 V and DC 24 V power. AC
source shall be used regularly and DC source shall be available and changeover from
AC to DC shall be automatic without interrupting power supply.
3) Protective device, fuse and lightning discharge valve shall be provided at connecting
point between master device and cables.

(b) Slave Device


1) Slave devices for outdoor use shall be installed so as not to conflict with any
construction gauge.
2) Slave devices for outdoor use shall be housed securely in supporting poles at an
appropriate height to prevent theft.
3) Slave devices shall be normally installed 10 meters in front of shunting signals
concerned and exact locations shall be subject to prior approval by the Engineer.
4) Speakers for outdoor broadcasting shall be housed securely in supporting pole to
prevent theft and not less than 8 meters above supporting grounding level, so as not
to obstruct overhead contact installation.

(c) Relocation of Talk-Back System in Jatinegara Station Yard


1) Existing talk-back master equipment existing in Jatinegara signal cabin shall be
relocated to newly constructed signal cabin temporarily and talk-back cable shall be
relocated also. Prior to temporary work the Contracter shall submit to the Engineer for
approval the construction method and procedure.

(d) Telecommunication Cable


1) Cables between master and slave devices shall have a suitable number of cores and
size, which should allow for future developments under planning, as shown on the
Drawings.
2) Installation of telecommunication cables shall conform to relevant requirements in
Clause 9.02 “METALLIC CABLE”, unless otherwise specified herein.
3) Where cables have been laid in concrete troughs, lids shall be put in place on same
day. Riser cables on poles shall be protected with galvanized steel conduits.
4) Line resistance of link circuits shall be less than 500 ohms.
5) Cable shields shall be grounded in common with master unit.
6) Circuits for talk-back system shall be separated from other telecommunication
circuits.

(5) Tests

The Contractor shall perform the tests as specified in Clause 9.00 “GENERAL FOR
TELECOMMUNICATION SYSTEM WORKS” and ensure that all measurements have met the
requirements specified in this Specification. Talk-back facilities installed shall be tested to
confirm their complete operation and shall include the following:

(a) Measurement of Source Voltage and Insulation Resistance

(b) Calling and Speech Test (Link Circuit)

(c) Output Adjustment Test (Broadcasting Circuit)

(d) Alarm Operation Test

(6) Method of Measurement

The quantity to be measured for payment, except for the pay item “Talk-Back Master
Relocation Jatinegara”, shall be the actual number of newly installed cables and equipment
installed in place, completed and accepted by the Engineer. The pay item “Talk-Back Master
Relocation Jatinegara” shall be measured on the basis of a lump sum. Measurement for
cable connection shall include the cables and installation work which shall include excavation,
backfill, concrete trough, conduits, pipe etc. between master device and slave devices.

Relocating of talk-back master devices existing in Jatinegara station yard shall include the re-
wiring between master device and slave devices and cable protection etc. Unless otherwise
specified talk-back facilities defined above shall include wiring, all assemblies and materials
inclusive of name plates and fittings. All incidental works for designing, manufacturing,
furnishing, assembling, installing, testing and commissioning telephone facilities shall be
included.

(7) Basis of Payment

9.06 ELECTRIC CLOCK

(1) Description

This work shall consist of furnishing all labor, supervision, transport, tools, supplies, materials
and equipment to design, manufacture, transport, install, test and commission electric clock
complete with all works necessary in accordance with the Drawings and this Specification to
facilitate operation of electric clock. Types, numbers and locations of electric clock shown in
the Drawings shall be reviewed by the Contractor through site surveys to interface with
existing systems.

(2) Scope of Work

(a) Installation Limits


1) Electric clock shall be installed at :
a) Manggarai station yard, existing OCC and new OCC
b) Jatinegara station yard
c) Cipinang depot yard
d) Cakung station yard
e) Bekasi station yard
f) Tambun station yard
g) Cikarang station yard
2) Installation work specified herein shall include:
a) Master clock,
b) Sub-master clock,
c) Slave clocks single-face,
d) Slave clocks double-face,
e) Cabling and wiring between Master unit and slave unit
f) Cabling and wiring for equipment between SDH-OLTE and slave unit.

(b) Works to be Included


The works to be included herein shall be as follows:
1) Manufacture and delivery of master clock, sub-master clocks and slave clocks,
2) Provision of supporting structures and cables between slave clock and SDH-OLTE,
3) Installation of slave clocks, including wiring and cabling,
4) Testing and commissioning of facilities installed under this Clause, and,
5) Preparation of detailed location plans and supporting methods of the above facilities.

(c) System Features


1) Master clock equipment and sub-master clock equipment shall be of rack-mounted
type with front panel control and equipped with GPS antenna for automatic time
compensation function. Master Clock equipment shall be installed in Manggarai
telecommunication room and sub-master clock equipment will be installed in same
room with optical fiber terminal.
2) Front panel of master clock equipment shall provide status display and time display.
Indications on the front panel shall include status of output, power input and alarm
indication.
3) Front panel of sub-master clock equipment shall provide status display and time
display. Indications on front panel shall include master clock signals, status of output,
power input and alarm indication.
4) Design of slave clocks shall be of high quality and blend into architecture of area, in
which it is located.
5) Electric slave clock units shall consist of single face type and double-face type.
6) Single-face slave clock shall be of a wall-mounted type and suspended type, which
shall be clearly distinguished at working positions of workers in office and shops.
7) Double-face type shall be of a pendant type or hanging type from ceiling or beam of
building.

Specification and approved drawings, unless otherwise directed by the Engineer.

(b) The Drawings illustrate the approximate locations of slave clocks and detailed locations
shall be proposed by the Contractor for prior approval by the Engineer.

(c) Slave clocks shall be completely fixed on the wall or suspended from beams or pillars at
locations as shown on the Drawings, unless otherwise directed by the Engineer.

(d) Cables for slave clocks shall be installed with a suitable size of cores to supply
authorized minimum operable voltage at the terminals of any slave clock.

(e) Where cables have been laid in concrete troughs, lids shall be put in place on same
day. Rise cables of poles shall be protected with galvanized steel conduits.

(f) These cables shall be laid or installed to the requirements stipulated in Clause 9.02
“METALLIC CABLE”, unless otherwise specified herein, and shall not be laid in the
same troughs or conduits with talk-back cable or public addressing cable.
(g) Cable shields shall be grounded in common with the master unit.

(5) Tests
(a) The Contractor shall perform the tests as specified in Clause 9.00 “GENERAL FOR
TELECOMMUNICATION SYSTEM WORKS” and ensure that all measurements have
met the requirements specified in this Specification.
(b) Electric facilities installed shall be tested to confirm their complete operation and shall
include the following:
- Measurement of source voltage and insulation resistance,
- Time setting and adjustment, and
- Synchronized operation between master clock and each slave clock.

9.07 TELECOMMUNICATION EQUIPMENT AND CABLES TEMPORARY USE

(1) Description

This work shall consist of installing and constructing the temporary use of telecommunication
facilities and pre-installed telecommunication facilities such as equipment, components and
materials which will not be used in permanent facilities in order to maintain existing train
operation, signalling etc. during track realignment and civil construction works under Contract.

Unless otherwise specified the work shall also include replacement and modification of
existing facilities to maintain existing system during installation and testing of new installation.

(2) Scope of Work

(a) Temporary Work Limits


1) Temporary work shall be subject to the following locations;
a) All Stations located between Manggarai to Cikarang stations including both station
yards
b) Cipinang depot
c) Railway lines between Manggarai and Cikarang stations
d) Manggarai new sectioning post
e) All substations located between Manggarai to Cikarang stations

2) Unless otherwise specified herein, temporary telecommunication facilities shall be


subject to:
a) Equipment and cable to be temporarily relocated for telecommunication system
during the construction under this Contract
b) Equipment and cable to be relocated for changeover works and unused for new
telecommunication system installation

(b) Works to be Included


The works to be included herein shall be for installation within station yards and line
sections between stations specified above, but shall not be limited to:
1) Manufacturing and delivering of telecommunication equipment such as automatic
telephone, concentrated function telephone, voice calling telephone for level crossing,
voice calling telephone for platform supervisor, train dispatch telephone master, train
dispatch telephone slave, power dispatch telephone, master power dispatch
telephone slave, wiring, earthing and interconnecting equipment, telecommunication
system power supply panel, cables and distribution box.
2) Testing
Detailed scope of work shall be reviewed by the Contractor through the site surveys.
Buildings and foundations of existing signal cabin and telecommunication equipment
buildings will be demolished and cleared by SECTION 2 “CIVIL WORKS”.

(c) Works to be Excluded


The following works shall be excluded:
1) Removal of existing OLTE and equipments connected to OLTE installed in Tambun
signal cabin. This work shall be included in Clause 9.01”OPTICAL FIBER CARRIER
SYSTEM”.
2) Removal of telecommunication equipments including cables and distribution box. This
work shall be included in Clause 9.08 “TELECOMMUNICATION FACILITY
REMOVAL”.

(3) Construction

With approval of the Engineer the Contractor shall submit to modification or replacement of
existing facilities and temporarily installing telecommunication facilities in accordance with
track realignment and civil works.

(a) Prior to temporary work stipulated above the Contractor shall submit to the Engineer for
approval the construction method and procedure.

(b) The Contracter shall be responsible to maintain existing train operation and signalling
operation during track realignment works in consideration with replacement of all
obstruction facilities with new or relocating facilities.

(c) The Contracter shall survey for underground cables routes, which will be obstructed with
track realignment and civil construction works. The Contracter shall submit work
programme either for new cable or relocation of existing cables for approval of the
Engineer. In case existing cables to be obstructed with track realignment and civil works
are inevitable, these cables shall be left intact without removal subject to prior approval of
the Engineer.

(d) The works shall be carried out under supervision of the Engineer when such works may
affect safety of train operation in service.

(4) Tests

All newly delivered equipment and components shall be inspected visually, mechanically and
electrically and test procedure shall conform to the respective section as mentioned above.
Should any modification and temporary telecommunication equipment affect
telecommunication circuits in operation, remaining facilities shall be checked to confirm their
complete operation and also that of overall system.

(5) Method of Measurement

The quantity to be measured for payment shall be on the basis of a lump sum for the whole
works, executed completely and accepted to the satisfaction of the Engineer. All incidental
works required for modification and replacement of facility defined herein shall be included
unless otherwise specified.

(6) Basis of Payment

The quantity determined, as provided above, will be paid for at the Contract unit price per unit
of measurement for the pay items listed below. This price and payment shall be full
compensation for all costs necessary for the proper completion of the works prescribed in this
Clause.

9.08 TELECOMMUNICATION FACILITY REMOVAL

(1) Description

This work shall consist of removal of existing telecommunication facilities and pre-installed
telecommunication facilities such as equipment, components and materials which will be
unused by new installations provided under Contract.

Unless otherwise specified the work shall also include removal of temporary installation and
replacement and modification of existing facilities to maintain existing system, during
installation and testing of new installation.

(2) Scope of Work

(a) Removal Limits


1) Removal works shall be subject to the following locations;
a) All Stations located between Manggarai to Cikarang stations including both station
yards
b) Cipinang depot
c) Railway lines between Manggarai and Cikarang stations

(3) Construction

With approval of the Engineer the Contractor shall remove, if necessary, modify or replace
existing and pre-installed telecommunication facilities and apparatus in accordance with the
requirements specified herein.

(a) Prior to removal works stipulated above the Contractor shall submit for approval of the
Engineer lists of facilities and materials to be removed.

(b) After satisfactory completion of each changeover work of telecommunication system all
existing facilities shall be removed as early as possible, to the extent that these facilities
should not obstruct or interfere with safety of train operations in service. The Contractor
shall be responsible for any loss or damage to equipment to be salvaged.

(c) For removal of concrete foundations the upper thereof shall be left not less than 300 mm
under surrounding ground level.

(d) For underground cables any inevitable cables will be left intact without removal subject to
prior approval of the Engineer.

(e) The works shall be carried out under supervision of the Engineer when such works may
affect safety of train operations in service.

(4) Tests

All salvageable equipment and components shall be inspected visually and catalogued for
future installations. Should any removal, modification and replacement, of existing and/or pre-
installed telecommunication facilities affect telecommunication circuits in operation,
remaining facilities shall be checked to confirm their complete operation and also that of the
overall system.

(5) Method of Measurement

The quantity to be measured for payment shall be on the basis of a lump sum for the whole
works at each location defined herein, executed completely and accepted to satisfaction of
the Engineer. For the purpose of measurement and payment, all works in station yard and
Cipinang depot yard will be considered as the pay item “Telecommunication Facilities
Removal in Station Yard” and all the works between stations and level crossing will be
considered as the pay item “Telecommunication Facilities Removal Between Stations”. All
incidental works required for modification and replacement of the facility defined herein shall
be included unless otherwise specified.

(6) Basis of Payment

The quantity determined, as provided above, will be paid for at the Contract unit price per unit
of measurement for the pay items listed below. This price and payment shall be full
compensation for all costs necessary for the proper completion of the works prescribed in
this Clause.

9.09 TELECOMMUNICATION SYSTEM TRAINING

(1) Description

This work shall consist of arrangement and execution of training in Indonesia for PT. KAI staff
in design, operation and maintenance of telecommunication systems to be provided under
Contract. Unless otherwise specified, the Contractor shall provide all documentation,
equipment and facilities necessary for staff training.

(2) Scope of Work

Unless otherwise specified the Contractor shall bear any cost for PT. KAI staff training. Staff
training on telecommunication systems specified herein shall include, but not be limited to, the
following lectures and documentation, on technical data, functions, operation, maintenance
and any trouble shooting and diagnostic check.

(a) STM-1 SDH Transmission System


Detailed training plan and items shall be recommended by the Contractor and this training
shall include system configuration and technical description of system installed. In addition
the fundamental technology concerned to SDH shall be lectured.

(b) PABX
Detailed training plan and items shall be recommended by the Contractor and this training
shall include system configuration and technical description of system installed. In addition
the fundamental technology concerned to exchanger networking shall be lectured.

(c) Telephone and Talk-Back Devices


Installation, maintenance and trouble shooting method of all equipment relevant to
telecommunication system shall be included.

(d) Electric clock system


Detailed training plan and items shall be recommended by the Contractor and this training
shall include system configuration and technical description of system installed.

(e) Optical Fiber Cable and Telecommunication Cables


Training shall include the installation method, splicing method and terminating method of
cables installed under this Contract. In addition training shall include installation of MDF,
OFDF, distribution box and terminal boxes. The following item shall be included in training
program:
- Measuring method of transmission characteristics by means of synthesizer, selective
level meter and oscilloscope
- Measuring method of transmission loss of optical fiber cable by means of optical tester
- Measuring method of attenuation allocation in optical fiber by means of Optical Time
Domain Reflectometer (OTDR)

(3) Method of Measurements

The work shall be measured for payment on basis of lump sum for all the training to be
provided under this Clause.

(4) Basis of Payment

The quantity determined, as provided above, will be paid for at the Contract unit price per unit
of measurement for the pay items listed below. This price and payment shall be full
compensation for the work prescribed in this Clause.

9.10 TELECOMMUNICATION SYSTEM SPARE PARTS, TOOLS AND MAINTENANCE DEVICE

(1) Description

This work shall consist of furnishing and delivering spare parts, tools and maintenance device
of telecommunication system installed under Contract.

(2) Spare Parts, Tools and Maintenance Devices

These shall conform to the following:

(a) Quantity of spare parts to be delivered shall be required as much as possible within the
total amount at least five (5)% of the total tender amount for the pay items 901 to 907 of
the Bill of Quantities.

(b) Spare parts including tools and maintenance device shall be as listed below.

(c) Spare parts, tools and maintenance device to be delivered shall be new products in
manufacturer’s sealed packing.

(d) The Contracter shall recommend to the Engineer and deliver all spare parts which are
deemed as being necessary to cover for a period of two (2) years after completion of this
Project.

(e) Spare parts shall be delivered against a receipt to a storehouse in Jakarta area as
instructed by the Engineer.

(g) The Contractor shall recommend to the Employer and deliver radio frequency press-talk,
which shall be compatible with existing utility radio communication system of PT. KAI, as a
maintenance tool.

(3) Method of Measurement

The work shall be measured for payment on the basis of a lot for all spare parts, tools and
maintenance device to be provided under this Clause.

(4) Basis of Payment

The quantity determined, as provided above, will be paid for at the Contract unit price per unit
