I
ndonesia’s Ministry of Communications and
Informatics has been developing concrete ICT
infrastructure, both in the ground and the space
segments. The provision of ICT infrastructure is an
effort to improve Indonesia’s territorial integrity, where
ICT infrastructure becomes the community’s primary
need. We live in an era where ICT is no longer deemed
luxurious or a privilege. On a macro level, we are
pleased to say that to strengthen digital connectivity,
the Ministry of Communications and Informatics will
accelerate the development of ICT infrastructure at least
ten years faster than the initial plan, which was originally
(going to be started/targeted to be achieved) in 2032.

DIGITAL LITERACY DEVELOPMENT literacy development in the country. This activity
serves as a place for collaboration, coordination, and synergy
of various stakeholders to promote a comprehensive and
sustainable digital literacy advocacy and education. In 2020, the
Digital Literacy Program targeted 205,000 people to be literate
in the ICT field. Exceeding the target, there were 213,143 ICT-
literate people through 642 online activities by the end of 2020.

Siberkreasi GNLD not only exceeded the target, but also

won the World Summit on the Information Society (WSIS)

In 2020, MCI together with digital literacy activists under

the Siberkreasi GNLD formulated the National Digital Literacy
Roadmap. The formulation was carried out through a series of
focus group discussions from September to November 2020
which were attended by a network of digital literacy activists
across institutions and communities. It produced a guidance
to organize digital literacy activities which are divided into
the followings (1) preparation of digital literacy modules and
curricula; (2) rebranding of the national digital literacy program
activities; and (3) implementation of the national digital literacy
program in 514 regencies/cities in 34 provinces.

hroughout 2020, the Ministry of Communications and Informatics
played a role as the orchestrator for public communication across
Ministries/Institutions. In addition to information on government priority
programs, COVID-19 handling issues, such as vaccinations and economic
recovery, were also the focus of public communication of the ministry.
All information was spread through various digital and non-digital
channels to all country’s remote areas, including the frontier, outermost,
and least developed (3T) regions. The ministry had also built a grassroots
communication network through Public Information Officer (PIP) in 500 priority
sub-districts in the frontier, outermost, and least developed (3T) regions.
Now, the ministry is metamorphosing into a ministry that focuses on
telecommunications and digital matters. It will continue to carry out public
communications, but with a shifting focus to orchestrating and arranging
agenda setting.

he 4G network is the basic foundation for developing 5G
networks in the future. The main objective of closing the 4G

is adequate in capacity, evenly distributed in coverage so that it is
easily accessible anywhere, and at an affordable price, which then
forms the basis for Ministry of Communications and Informatics to
formulate a Roadmap for 5G Implementation Policies in Indonesia.
