laning of Honnavar Port Connectivity road from Km 0.00 (Kasarkod side of Honnavar Port) to
Km 2.58 (towards NH-66) connecting Honnavar Port with NH-66 at Km 196.00 and to improve
NH-66 from Km 195.00 to Km 197.00 to integrate port connectivity road on EPC mode under
Bharatmala Phase-I in the State of Karnataka-Extension of Bid Validity – Reg.
Dear Sir,

The original validity period of the bids was 120 days i.e. upto 02nd November, 2021 as per the RFP. As evaluation of
the bid is taking more time. However, in this context, clause 1.10 of the RFP may please be perused, which is
reproduced as under: “The Client will make its best effort to complete the process within this period. Should the
need arise, however, the Client may request Consultants to extend the validity period of their proposals. Consultants
who agree to such extension shall confirm that they maintain the availability of the Professional staff nominated in
the Proposal, or in their confirmation of extension of validity of the Proposal, consultants could seek replacement up
to a maximum of 50% key personnel. If any consultant seeks any replacement(s), while extending the bid validity,
then the same shall be evaluated for ascertaining suitability of replacement as per the provisions of the RFP and
remuneration shall not be reduced for any such replacement(s). However, the technical evaluation shall take into
account of the originally submitted CV(s) only irrespective of replacement sought”.

The provision of replacement of Key Personnels, without any deduction in remuneration has been included in the
RFP as above, keeping in view the scenario in the roads sector, where in view of multiple options with the key
personnel designated in a project, there is always a possibility of the key personnel moving out to other projects
taking off elsewhere, when there is delay in start of a particular project. It directly pertains to the extended periods of
validity of the bids.

Further extension of the validity of bids in this case and further time that would be taken in award of the work, will
entail replacement upto 50% key personnels at our end, replacement CVs for which we will be submitting separately
(for approval without any deduction in remuneration), by invoking the related provision of clause 1.10 of the RFP as
stated above.

We do hereby extend the validity of our bid for 60 days upto 01st January, 2022.
