THW CRIMINALIZE THE ACT OF CAMPAIGNING AGAINST COVID-19 VACCINATION

While the rapid development of vaccines against COVID-19 is an extraordinary achievement, successful
vaccination of the world's population poses many challenges, and the most important is acceptance. Trust
in vaccines is essential and relies heavily on the government's ability to convey the benefits of vaccination
and to deliver vaccines safely and effectively. While a very small population strongly opposes
vaccination, it is clear in many countries that they are reluctant to vaccinate against COVID-19. Given the
unprecedented scale of vaccination campaigns of the required scale, government action to build trust is
essential to their success and the emergence of a more resilient society after the crisis.
Good ___ your honors, counsel, ladies and gentlemen. Today I would like to light my views supporting
the house to criminalize the act of campaigning against COVID-19 vaccination. As the first speaker in the
affirmative side of the necessity let me present my banner statement:

Banner Statement: The act of campaigning against COVID-19 vaccination should be criminalize for two
reasons. First is that it results to leading misinformation. Second, people who are opposed to vaccination
faked their vaccination documents.
First of all, allow me to set the parameter of what should be criminalize in regards of the act of
campaigning against COVID-19 vaccination. Our counsel believes that spreading wrong information and
forgery is a criminal offense.
For my first point:
Traditional mass media has long been a means of disseminating and broadcasting information to a wide
audience and has become an integral part of our daily lives as a source of reporting and explanation of
relevant events nationwide and around the world. Disseminating false information through fake news has
become easier in the Internet age, where anyone can post a report or statement similar to a news article
and claim that it is true and accurate. Rumors and conspiracy theories can contribute to the refusal of
vaccination. The rumors and conspiracy theories of the COVID-19 vaccine that are widespread on online
platforms consider interventions to address this false information and increase vaccine adoption. Rumors
and conspiracy theories can raise suspicions and contribute to vaccination hesitation. Protecting the
general public from false information by tracking false information about the COVID19 vaccine in real
time and interacting with social media to disseminate the correct information. As stated in House Bill
6022, it has been proposed to dig into the root cause of fake news by banning the creation and malicious
distribution of false information. In addition to punishing the creation and malicious distribution of false
content, if you do not remove such content after publication, you will be subject to various penalties
depending on the severity of the crime.
On to my second point:

More and more establishments are demanding certification of the COVID-19 vaccine. Universities
request for the vaccine certification to allow students to enroll. To avoid the requirement, some students
are giving out money to fake vaccination cards. Counterfeit cards are illegal and many problems can
occur when trying to obtain them. Anyone who buys them faces a fine of up to 5 years or imprisonment.
According to the FBI, fake vaccination cards can be found online for only $ 25, and the verification
process is as easy as uploading a photo of the card to an online student portal. The announcement from
the FBI reminds the public that forging the seals of public government agencies is a federal crime. Article
161 of the Revised Penal Code which provides Counterfeiting the great seal of the Government of the
Philippine Islands The penalty of reclusion temporal shall be imposed upon any person who shall forge
the Great Seal of the Government of the Philippine Islands.

Conclusion:

We all need reliable information. False information or false claims can undermine the success of the
vaccine and endanger people's lives. Now that the COVID-19 vaccine has reached billions of people
around the world, the evidence that the vaccine provides life-saving protection from the disease that killed
millions of people, regardless of ingestion, is overwhelming. The pandemic isn't over yet, so it's the best
choice for safety.
