1.0. HEALTH AND SAFETY POLICY
1.1. General Policies
Bammydek Engineering Company Ltd. seeks to provide, safe working conditions
that are reasonably practicable, by adopting health and safety measures with emphasis
on workforce involvement and full commitment by the Managing Director.

1.2. Safety Arrangement


1.2.1 Bammydek Engineering Company Ltd will make all who are at risk aware of the
health hazards, the reason for control in working practices and the part they, as
individuals, have to play in maintaining a safe and healthy work environment.

1.2.2 The Site Manager will identify main hazards on the project and, additional rules and
regulations will be observed.

1.2.3 Procedures will be laid down for accident reporting and the results of accident analysis
will be made available to all site personnel.

The safety policy will be brought to the notice of all site personnel by way of
displaying it on a secured notice board on site and in the workshop.

2.0. THE OBJECTIVES OF THE PLAN


This Project Health and Safety Plan has been developed specifically for the construction of
Duplex Flat at Dada Estate , Osogbo, Osun State;
i) To secure the health, safety and welfare of persons who will work or visit the site;
ii) To protect persons other than persons in (i) above against risk to health and safety
arising out of, or in connection with the activities of persons working on the
project;

3.0 ASSESSMENT OF HAZARDS AND RISKS


3.1 After a careful study of the production information, in-depth site investigation and
analysis of the construction methodology, the project is judged to have a low content of
health and safety risks. The risks are as a result of the following:
1. Excavating: Possible collapsed of the sides of trenches, septic
tank & soak away, if there is no earthwork support.
Falling into the trench.
2. Erection of Fall from high level during erection of formwork.
Formwork:
3. Concreting: Fall during casting of concrete.

4. Roofing: Falling from roof level during the construction of roof


wall structure and roof covering.
5. Nail: If site is not tidy and used planks well kept.
6. Site Personnel: The large number of workers to be engaged on the site; it
is anticipated that the site population at peak period will
be about 60 people.
7. Falling Objects Objects that could fall from high level in the buildings.

3.2 Potential health and safety operations and materials


The under listed operations and materials have been identified as those that must be properly
addressed in this Project Health and Safety Plan:
i. Excavation,
ii. Off – loading vertical movement of materials and components,
iii. Erection, adaptation and dismantling of scaffold
iv. Mechanical and electrical service holes in floors
v. Mechanical and electrical service ducts
vi. Fall from scaffolding
vii. Positioning of Heavy Generator and other Plants
viii. Wood containing nail

4.0. DUTIES OF NPS LIMITED


As a result of the provisions of common law, Decree No. 16 (The Factories Law 1987) and
Decree No. 17 (The Workmen’s Compensation Law 1987) which places a general duty on
every employer to ensure, so far as is reasonably practicable, the health, safety and welfare at
work of all his employees, on this project Bammydek Engineering Company Ltd will:

 Provide and maintain plant and systems of work that are safe and without risks
to health.

 Provide adequate welfare facilities and arrange for the welfare of site personnel
on the project.

 Provide a safe working environment that is without risk to health.

 Provide a safe place of work, with safe access and egress.

 Ensure safety, and absence of risks in the use, handling, storage and
transportation of materials and components.

 Provide adequate site management, supervision and inspection, as is necessary,


to ensure the health and safety of our employees.

 Provide adequate instruction as is necessary, to ensure the health ad safety of


our employees.

 Provide any necessary information to ensure the health and safety of our
employees.

 Ensure, so far as is reasonably practicable, that our activities do not endanger


persons not in our employment who may be affected by operations under our
control e.g. subcontractors or designers and the public.
5.0. DUTIES OF OUR SITE PERSONNEL (DAFAT Resources Global Ltd employees
and subcontractor’s personnel)
In line with Bammydek Engineering Company Ltd Health and Safety policy, the following
duties are placed on our employees.
i. To cooperate with Bammydek Engineering Company Ltd, as far as may be
necessary, to enable us carry out our legal and moral duties in health and safety
matters.

ii. Not to intentionally or recklessly interfere with anything provided in the


interests of health, safety and/or welfare.

iii. To exercise reasonable care for the health and safety of himself and others who
may be affected by his acts of commission or omission at work.

iv. To report all accident to the Site Manager immediately.

6.0. HEALTH AND SAFETY BRIEFING


Every person who will work on the site will be issued with identity card. No one will be
allowed to work on the site except he or she has been issued with an identity card. Before the
issuance of an identity card, a person will be thoroughly briefed about the health and safety
requirements on the site. After the Health and Safety briefing session, the person will sign the
Health and Safety Register. Signing the Health and Safety register will be a condition
precedent to issuance of identity card.

The Health and Safety briefing is to be conducted by one of the Construction Managers. The
briefing, among other things, will include showing the person the health and safety provisions
available on site, what to do and what not to do on site, precautions that need to be taken on
site and his duties regarding health and safety as a worker on the site.

All employees will be made aware of the location of first aid facilities and the arrangement for
obtaining treatment.

7.0 HEALTH AND SAFETY COMMITTEE


The Site Manager will have as part of his brief for managing the production of the project the
setting up of a Health and Safety Committee.
The following are to be member of the committee:
a) Site Manager - Chairman
b) Planning Manager - Secretary
c) Construction Manager - Member
d) Electrical Coordinator - Member
e) Scaffold Supervisor - Member
f) 1 Bricklayer - Member
g) 1 Carpenter - Member
h) 1 Steel Fixer - Member

While it is the responsibility of the Site Manager to ensure the health and safety of all site
personnel, the Committee will assist him in the implementation of the Health and Safety Plan
on the project. The Committee will meet at least once in a month or as circumstances may
warrant.

One of the duties of the committee is to investigate incidences of accidents on site and carry
out the analysis with a view to recommending practical solutions to stop future occurrence.

Subject to the approval of the managing director, the Committee can amend (by way of
introducing stricter control measures) any aspect of this plan.

8.0. SITE ACCOMMODATION AND WELFARE FACILITIES


8.1. Shelter
As part of the site accommodation, provisions will be made for shelter for the site operatives.
The shelter will be provided with hooks for hanging cloths and benches for seating. It will also
be provided as a changing room, resting place during break, protection from rain and for
storing work clothing.

8.2. Drinking Water


Drinking water will be provided from the overhead water storage tanks and/or pipe borne
water available on site.

8.3. Eating Place


Although provision is not made for the preparation of food on site, a 3m x 3.6m shelter with
benches will be provided on site as eating-place. This will enable site operatives to bring food
to site and eat in a conducive environment.
8.4. Washing Facilities
Near the sanitary conveniences, there will be a covered area set aside for operatives to wash
after each day’s work. There will be sufficient water on site for this purpose.

8.5. Sanitary Conveniences


A pit latrine, which is divided into sections, will be provided on site. One of the sections is
actually reserved for the females that may work on or visit the site and the other(s) for the
males.

8.7. Maintenance of Welfare Facilities


Facilities provided on site for the welfare of site personnel will be maintained and have safe
access. To achieve this, one unskilled operative will be employed for cleaning the facilities.

9.0 ACCIDENT PREVENTION MEASURES


9.1 General
The accident trend in the construction industry can only be influenced positively by providing
adequate training and management in order to control the workers, the plant/equipment and the
working environment. To this effect, the following measures are to be taken on the site.

9.2 Workers
 Each worker will be properly informed of the activities he is expected to
perform and be made aware of all the inherent hazards.
 Only competent workers will be engaged on the project.
 Safe system of work with the use of work instruction sheets will be adopted for
all operations.
 Workers will be made to use the protective clothing and equipment provided.
 They will be made aware of accident and emergency procedures through the
Health and Safety briefing session.
 They will be made aware of cost of accident.

9.3 The Plant and equipment


The Site Manager will make sure that the following procedures and practices are observed:
 Regular inspections by trained and competent persons are carried out.
 No defective equipment is used.
 Defect on tools, plant and equipment are quickly and properly rectified.
 Records and reports are properly and accurately maintained.
 Proper access and egress are provided.
 All moving parts are adequately guarded and protected at all times.
 Hand tools are inspected and maintained.
 Proper handling, lifting, and slinging of equipment are ensured.
 Equipment and machines are properly secured when in use and when parked.

9.4 The Work Environment


This will apply to all areas of the site including the stores, offices and welfare facilities.
Resources are to be made available and regular checks are to be carried out in order to ensure
that:

 Floors are clean, not slippery and free from debris. This will be achieved by the
employment of unskilled operatives who will be specifically responsible for
tidying up the entire site.

 The workplace is adequately lit, in particular at access points and openings.

 Edges, openings and holes are adequately protected by covering them with
wood firmly secured to the slab by using concrete nails.

 Display of standard warning signs where required or where hazards exist.


 Materials and components are stacked or stored correctly.
 Projecting objects or obstacles are protected and guarded.
10.0 PROTECTIVE CLOTHING AND EQUIPMENT
Provision of necessary protective clothing and equipment by Bammydek Engineering
Company Ltd for the project cannot be over emphasized; so also is the subsequent use of them
by all site workers. For the safety of site workers, the following protective clothing and
equipment will be provided on site:
 Safety Helmets
 Safety boots
 Safety goggles
 Industrial Gloves
 Dust mask

11.0 PERMIT – TO – WORK


A formal permit – to – work system will be strictly employed on the project for the following:
 Access to scaffolding
 Use of Electrical Operated Hand Tools
 Generator House
 Electrical Switch rooms
The Site Manager will sign the permit –to – work.

The system will enable those engaged on the work to see exactly what has been done, what is
expected of them, and what precautions they must take.

12.0 ACCESS AND EGRESS FROM WORK PLACE


Attempts to gain access or egress from work place through unauthorized means will be totally
discouraged. To achieve safe access and egress from work place, the following actions will be
taken:

 Independent scaffolding will be erected as perimeter blockwork and cladding


proceeds.

 Wooden ladders of various lengths will be provided for access onto scaffolds.

13.0 UNDERGROUND OBSTRUCTIONS AND BURIED SERVICES


13.1 In view of the fact that buried services are largely, out of sight and out of mind until the
time come for someone to dig a hole or start excavating for trenches for substructure,
the need for its inclusion in this plan cannot be over-emphasized.
The most obvious examples of buried services are those used to carry water, electricity,
telecommunications and gas. The same is true of drains and sewers.

13.2 Locating and Identifying Buried Services


Before any digging takes place, checks will be carried out in conjunction with public
utility officials. The checks will be carried out in order to identify the existence or
otherwise of services in the proposed work area. Any services found would be clearly
marked on the site layout drawing and the route physically identified on ground with
red paint.

14.0. FIRST AID


14.1 Purpose
Provisions will be made for First Aid on the site in order to address the under listed situations:
a) Treatment of minor injuries, which would otherwise receive no further
treatment or which do not need treatment by a medical doctor.
b) Treatment for the purpose of preserving life and minimizing the consequences
of injury or illness until help is obtained from a medical doctor.

14.2 First Aiders


It is proposed that the Site Manager will undergo first Aid Training to enable him
perform the role of First Aider on the site.

It is also proposed that there will be a standing arrangement with the Anu Olu Hospital
and Maternity Home, Ejigbo to receive and treat site personnel that may require the
help of a doctor, as a result of site operations.

14.3 Record of Treatment


All First Aid treatment will be recorded in the Special Accident Book to be made
available on site.

14.4 First Aid Boxes and Materials


The First Aid materials shown in the Table below are to be made available on site.
Each item used from the First Aid Box will be replaced promptly.

15.0 ERECTION AND INSPECTION OF SCAFFOLDS


15.1 General
All scaffolds and working platforms are to be properly erected to provide adequate
working space. No scaffold will be erected, modified or dismantled except under the
supervision of Scaffold Supervisors, Mr. Awodele Rapheal and Shittu Nasiru

All scaffold materials are to be inspected by one of them.

Scaffold will be provided on site for all work which cannot safely, be done from the
ground or part of the building. The scaffold to be used on the project will be bamboo
with timber boards. Scaffold will be properly maintained and inspected frequently to
check all serviceable parts and secured to prevent accidental displacement. No scaffold
shall be left partly erected or dismantled unless adequate notices are displayed and
access blocked.

16.0 FIRE PREVENTION AND PROTECTION PROCEDURE


To prevent and deal with occurrence of fire on site and to protect the works, the
following actions are to be taken:
a) No inflammable materials are to be stored on site within the building.
b) Photoelectric smoke detector warning alarms will be strategically positioned
and protected on site and on each floor of the building.

c) All the stairs will be made clear of debris and completely free of all obstruction
so that they can be used as fire escape.

d) As part of the Health and Safety briefing session, site personnel will be
informed of evacuation plan.

e) The Site Manager will have the telephone number of the Osun State Fire Station
for quick contact
f) Access for fire engine will be provided at the entrance to the site.
g) Three fire extinguishers will be made available on site. They will be inspected,
and tested periodically by experts from outside Bammydek Engineering
Company Ltd.
h) There will be periodic fire drills throughout the duration of the project.

17.0 EMERGENCY PROCEDURE


17.1 General
There are various problems and incidents, which could occur on site and which would
require urgent attention. Hence, the need to have an emergency procedure on the site is
required.

emergency procedure is the prompt administration of first-aid to accident victims and
to those who become ill until medical aid can be fully given by a medical doctor. This
is paramount in order to ensure that the life of a casualty is to be sustained and recovery
is to be promoted. It is the policy of the company that our Site Manager would have
attended a course in first aid, and has some knowledge of what to do in an emergency
situation.

17.2 Action to be taken


In the event of an accident, the Site Manager as the site first Aider to do the following:
i. Call Osogbo General Hospital Osogbo and request for an ambulance to be
sent immediately.
ii. Remain calm and assess what has happened
iii. Talk and listen to the casualty, and apart from instilling confidence and
reassurance, try to diagnose what injuries have been sustained.
iv. Give immediate treatment after making sure there are no further dangers
(collapsing structure, fire etc).
v. In case there are immediate dangers, deal with them to reduce or eliminate
further accident. This may require the removal or deliberate demolition of the
permanent structure.
vi. Move the casualty to the safest minimum distance before giving first aid
treatment.
vii. All efforts must be made to ensure that the casualty is breathing properly and
thereafter place him in recovery position, if he/she is unconscious or likely to
pass out.
viii. Arrest bleeding
ix. Transfer the casualty to Hospital for further treatment.
x. Make adequate and accurate record of the accident.
i) Report the incident on the same day to the Managing Director of Bammydek
Engineering Company Ltd

18.0 HEALTH AND SAFETY RECORDS


The Safety Manager will keep records of health and safety matters on the project as it
relates to the following:

18.1 Health and Safety Administration


a) Health and Safety Register.
b) Health and Safety Briefing sessions.

18.2 Accident or Dangerous event


a) Date and time of accident or dangerous occurrence
b) Particulars of person(s) affected
 Full name
 Trade
 Nature of injury or condition
c) Place where the accident or dangerous occurrence happened
d) A brief description of the circumstances
e) Action(s) taken to administer treatment/remove dangerous occurrence.

18.3 The Safety Manager will also keep records in any case where diseases are
reported, details to include:
a) Particulars of the person affected,
b) Date of diagnosis of the disease,
c) Trade of the person affected,
d) Name and nature of the disease,
e) Treatment or action taken.

These records are to be kept at least three years after the


practical completion of the project
