Mott MacDonald is a global multidisciplinary consultancy

with a strong engineering base. With annual revenue of
£1 billion, we combine the skills of over 14,000 staff with
a presence in 140 countries. We are one of the leading
consultancies in the energy sector. Through the many projects
undertaken for public utilities, independent power producers
and industrial companies we have accumulated a level of
expertise in power generation second to none.

This experience covers all aspects of power generation from preliminary

economic studies through conceptual aspects, design and specification,
environmental considerations, project engineering and management, site
supervision and commissioning to plant operation and maintenance.

Gas turbine generating plant

The company has extensive experience in engineering power plants based
on both aeroderivative and industrial gas turbines with operation on various
grades of oil and gas fuels. We have engineered open cycle gas turbine plants
for base load, peak lopping and black start roles in some of the most adverse
climatic conditions ranging from North Sea oil platforms to Middle East desert
conditions. In combined cycle plants our experience includes many of the
latest technology gas turbines including the major manufacturers ‘F’, ‘G’ and
‘H’ technologies both in multiple shaft and single shaft configurations.

Understanding the full picture

The development of power projects requires not only a knowledge of the
technical aspects of power plant, but also a complete understanding of the
social, political and environmental conditions at sites under consideration and
the institutional, financial and economic systems within which they operate.

We are at the forefront of providing comprehensive consultancy services

to the power generation market. We offer all the technical skills required to
successfully deliver power projects and the necessary expertise to deal with
all environmental and commercial matters. Our service is adapted to the
specific requirements of our clients to add value and reduce risk by combining
technical and commercial expertise with our extensive experience and We were owner’s engineer for Ras Abu Fontas

Services for developers and owners
For public sector owners, utilities and private sector developers
Mott MacDonald covers all stages of project development for both new
schemes, plant refurbishment and uprating. Our services embrace every
element from initial site selection, feasibility and environmental impact
studies, through mechanical, electrical and civil design, commercial and
technical contract documentation, to project management and supervision
of implementation.

In addition, we offer services in asset management and valuation, economic

and financial assessment and plant optimisation.

• Uskmouth combined cycle gas turbine power plant, UK

Mott MacDonald was appointed owner’s engineer for this project from the
initial stage of preparation of the engineering, procurement and construction
(EPC) contract, tender documentation and operation and maintenance
(O&M) contract to commercial operation. We were responsible for leading
the tendering process including contract negotiations through to financial
close and award of EPC and O&M contracts. The EPC implementation
phase of the project is due for completion at the end of 2010.

Services for lenders

Mott MacDonald works closely with lenders and sponsors to address all
the technical and environmental issues relevant to project financing and to
understand how the business and assets operate. We provide clear analysis
and focused conclusions to clearly address the financing from a technical
and environmental perspective. Once financial close has been achieved,
we provide a monitoring service for both the construction work and support
through testing and commissioning of the assets and in monitoring their
ongoing operation.

• Shuweihat S1 power and desalination plant, Abu Dhabi

Since 2001, Mott MacDonald has acted as technical advisor to the lenders
of this US$1.6 billion 1500MW CCGT power and 100 million gallons per
day (MIGD) multistage flash desalination plant, which has been operating
since 2004. Operational monitoring includes regular site visits. Advice
includes technical issues, maintenance, operations, insurance, and budget.

Services for off-takers

Mott MacDonald has advised off-takers wishing to issue power and water
purchase agreements as part of a programme of introducing privatised
power plant into existing power sectors. These off-takers include the Power
and Water Procurer in Oman, the Kingdom of Bahrain’s Electricity and
Water Authority and the Abu Dhabi Water and Electricity Authority. These
projects normally require Mott MacDonald to provide the technical input to
the tendering process, final negotiations and contract award. Central to this
process is the development of the power and water purchase agreements
which regulate the construction of the plant and the sale of power and water to
the offtaker.

Selected projects for off-takers

• Hidd power and desalination plant, Kingdom of Bahrain
The Hidd power and desalination privatisation project consisted of the sale
of the existing power and water production assets owned and operated
by the Kingdom of Bahrain’s Electricity and Water Authority together with
the introduction of an additional 60MIGD of multiple effect distillation
desalination plant. We provided technical advisory services during the
project definition stage, production of the RfP, development of project
documents including the request for proposals, power and water purchase
agreement and gas sales agreement.

• Barka phase 1 independent water and power project

This was Oman’s first integrated water and power plant (IWPP). The
project consisted of 427MW of CCGT plant with 20 million gallons a day
desalination capacity using multistage flash thermal desalination. As
government advisor we produced an inception report recommending the
nature of power sector privatisation. This also included details as to the
characteristics of the Barka phase 1 IWPP. We also produced a report
detailing the project requirements, evaluation criteria and provided all
technical input required for the tendering process including the Information
to Tenderers (ITT), contract documents, proposal evaluation and final
negotiations up to contract award. We also prepared an environmental
scoping report, tendered and managed a soil investigation study on behalf
of the client.

Design services
Today’s market requires increasingly complex contracts for construction and
equipment supply within tight timescales and margins. We offer services
in both the overall detailed design of projects and in the management of
interfaces between the various designers and suppliers when a multipackage
approach is used. Our integrated services are designed to minimise the risks
involved and improve profitability of any project so that the management of
subcontractors and strategic partners is both technically and commercially
effective.

have been installed. The turbines are in simple cycle arrangement and
are capable of operation on distillate and light crude oil as well as natural
gas. Mott MacDonald carried out the detailed design for the complete
installation. In addition feasibility studies have been carried out for
conversion to combined cycle operation.
• Fujairah Power and Water project, UAE Mott MacDonald was design
engineer for the 500MW power island of the Fujairah water and power project in
the UAE. We were responsible for conceptual design of the power plant systems
and we produced all of the associated balance of plant pipework and instrument
diagrams, design calculations, equipment data sheets, purchasing specifications,
plan arrangement drawings, plant water balance, drainage and vent level
diagrams and a laydown and lifting plan.
