1.2 The goals of the project
To find the best architectural and planning solutions for the National
Concert Hall, taking into account the urban and natural conditions of
the surrounding area;

1.3 EVALUATION CRITERIA
The evaluation criteria are listed below. The order of the

criteria listed does not reflect any priority:

• Architectural quality and originality
• Organization of the room program and functionality
• Acoustic quality of the Grand Hall
• Potential to implement the project in the given economical
frame; potential of ecological and environmental

1.6 QUALIFICATION
REQUIREMENTS
The Competition was open to architects from all countries.

Eligible architects must be qualified for architectural practice
in their respective countries.
Natural and legal persons, other organizations, their branches
or a group of such persons, operating under the contract
of partnership, could participate in the Competition. It was
not obligatory to set up a legal person if a group of entities
wanted to submit a project. People that cannot participate in
the Competition or assist the Competitors: specialists, people
involved in the making of the competition brief, members
of the Technical Committee, Jury members, members of PP
Commission and their close relatives, employees, colleagues,
employed by the same employer, employers.

2.1 Evaluation proce ss
The jury session took place on July 23rd, 24th and 25th in
Vilnius. Before and during the jury session the jury visited the
site and points in Vilnius from which the site is particularly
visible.
According to the report of the technical committee:

- 248 entries were submitted before the deadline
- the models of two entries as well as the identification
envelopes of two other entries were missing.
- Some entries did not fulfil all the presentation requirements
(missing visualisations or sections)
- Some projects did not respect the height limit or went over
the implantation perimeter or deliberately changed the
construction site.
The jury took note of the report of the technical committee

and its remarks on each project.
The jury decided that all entries could be evaluated on the
basis of the submitted material despite missing graphical
presentations and tolerated all derogations concerning the

construction perimeter and the building height considering

that derogating propositions contributed to a better
understanding of the site.
All 248 submitted entries were admitted by the jury to the
evaluation process.
In order to compare the economy of the projects the technical

committee reported that the average total area was 16’416m2
and the average footprint 7’132m2.
The jury examined all projects according to the evaluation

criteria set in the brief. The jury worked as one undivided
group. The evaluation of all projects was done in the presence
of and with the contribution of all jurors.
The evaluation process was conducted with successive
evaluation rounds, dismissing each time the less adequate
projects in order to identify the short-listed projects, which
were analysed and discussed thoroughly also together with
the specialists.
The model of each entry was inserted in the big model when
discussing the project.

First of all, the jury would like to thank the competition

organizer for having launched an
open competition permitting architects from all countries
and continents to participate.
Further, the jury would like thank the competitors for all their
effort and hard work. The many contributions overwhelmed
and impressed us. The material delivered from so many
continents and countries contributed to this important first
step in creating the National Concert Hall in Vilnius. It is
evident that the New National Concert Hall in Vilnius is a very
prestigious, challenging and attractive commission for many
architectural offices from across the world.
The jury is also impressed by the rich diversity of the

many architectural concepts that were proposed for the
Competition, even though the site and height restrictions in
the brief gave certain limits to the ways the program could
be organized. We believe that the city of Vilnius would had

Town-planning concept
New Tauras Hill Park, a history of respect.
a.- The outstanding situation of the existing building allows a unique visual from the city, but at the same time implies, in a project of these dimensions, an eminently horizontal profile . At the same
time the building itself is like a wall that separates the park from the Old Evangelical Cementery gardens.
b.- To achieve a better slenderness in the architecture, and thinking in a more direct and clear connection between the park and the Old Evangelical Cementery gardens it is decided to fragment the
program into three pieces (Main Hall, Small Hall and House of the Nation) joining together by a base (plynth) that acts as a continuous foyer. In this way a new visual connection of the territory with
the city through a new green corridor is generated. These pieces are modeled in a polygonal shape and are oriented by responding to the diagonal visuals that are generated from the different
arrivals to the park. This poligonal structure establishes an interesting dialogue with some of the icons of the city such as Gediminas Tower, the communications tower, or so many others faceted
buildings.
c.- The project is completed with a simple solution by extending the old evangelical cementery gardens to the base of the building as a garden roof, housing all the private uses of the complex. This
operation generates a unique park as a result of the union of Tauras Hill and the Old Evangelical Cementery gardens.
d. - All the uses included in this continuous plynth are illuminated through a series of linear courtyards (patios) giving continuity to the existing sand paths of the Old Evangelical Cementery
gardens that currently end abruptly and steeply. This project seeks respect through integration and at the same time increases public space. The project is completely adapted to the building limits
established in the program, since the existing parking space is kept covering this garden roof that does not modify or alter any of the values of the Old Evangelical Cementery gardens, so the stained
glasses are incorporated to the building.

Architectural concept
The concert centre will join together both tauras Hill Park and the Old
Evangelical Cementery gardens creating more than a building a urban
solution. The program is divided in premises with low height requirements
and the halls and cultural ‘House of the Nation’ that need higher volumes.
Architecture just follow this needs creating a roof garden in continuity with
the Old Evangelical Cementery gardens level for the low premises, and
a glass and wood envelope for the big ones. The building and Landscape
together create a sense of drama when illuminated, a new Icon in the city
as the light expands outside the Venue . The beautiful light of the sky during
summer nights will enter smothely through north facade, creating a perfect
and magical atmosfear for Music lovers.

Main Concert Hall

Acoustics
The main hall has an outstanding acoustic and versality quality , the secondary hall follows the same idea giving consistent identity and allow
cross-programming, offering a change of scale and orientation. Both halls allow natural daylight come in, to ensure easy orientation and a
powerfull and unique image, but also sliding panels are designed to darken the spaces. The existing stained glass works are installed in this
prominent position (protected by acoustic glasses) recovering the importance they have in the site.
The 200 transformable seats are on flat surface near the stage, but the floor can be mechnically stepped if required to create an orchesta Pit, or
other preformance need.
Sound and lighting engineers control rooms are at the end of the hall with direct view to the stage, Stage manager room is located beside the

The small hall is quite absorbent and difusive area with electroacoustic enhancement system, and can be displayed in different positions
mechanically. The envelope is in wood as well, with perforated panels to ensure perfect absortion (reverberation)
Reverberation time of the hall (with full audience) will be 2.0/2.1 s at mid freq. And rise 5% per octave below 500Hz. Also is possible to
reduce reverberation time below 1,5 s at mid freq, and below 2.0 s at 125Hz for different performance uses. The reverberation time will be
uniform through the Hall.

The concert centre will join together both tauras Hill Park and the Old Evangelical Cementery gardens creating more than a building a urban solution. The program is divided in premises with low height
requirements and the halls and cultural 'House of the Nation' that need higher volumes. Architecture just follow this needs creating a roof garden in continuity with the Old Evangelical Cementery gardens

TOWN-PLANNING CONCEPT
TAUTOS NAMAI
The Municipality of Vilnius intends to build on Tauras Hill the National Concert Hall
of Lithuania, «Tautos Namai». This project is an opportunity to reflect on how the
historical idea of the House of Nation can finally be materialized, and how it will start
the architectural and urban transformation of a major site for the city, which will
resonate nationally and worldwide.
The project aims to create a venue representative of our society’s contemporary
needs : its multi-functional and open character will be dedicated to art and culture
on all scales.
At Vilnius’ scale, it is a new landmark for the cityscape, a public-dedicated symbol
which will open Tauras Hill to the whole city.
At the national scale, the House of Nation hosts the creation, promotion and diffusion
of Lithuanian culture and identity.
Finally, at the international scale, it is meant to become a world-class acoustic venue
for main classical orchestras, as well as a contemporary architectural icon.

ARCHITECTURAL CONCEPT
CONCEPTUAL APPROACH: INVITATION AND OPENNESS
A concert hall, like a theatre or an opera house, is an essential equipment for the life of a community. Their role in
disseminating artistic works is indisputable, but their social role is no less so. They are places of grouping around
very diverse works that interest all social categories, all ages. To fulfill this role it is necessary that these places be as
accessible as possible, as open as possible. They must no longer appear as reserved, closed places, where we do not
know what is really going on there, where artistic activity is akin to magic by denying all creativity and work.
Vilnius’ National Concert Hall is thus first and foremost an expression of public culture, opened to everyone.
The diversity of its activities is shared between the inhabitants, musicians, technicians and curious visitors from
everywhere.
As such, it is meant to stand out as an expressive and functional venue, a new landmark acting like a beacon of light
in the city.
Following a clear concept, the building adopts a very distinctive shape, offering a unique profile easily recognizable
from all angles. Thought as an architectural landmark on top of the popular Tauras Hill, its concave facades are
turned towards all directions and express an inviting feeling of welcomeness from every side. By the reflections on
its skin during daytime and its lighting on evenings and nighttime, it becomes a radiant symbol for the institution.
This iconic multi-oriented shape materializes the dynamism, pluralism and openness of the National Concert Hall.
From its exceptional location on top of Tauras Hill, it dialogues with other high spots in the city such as the Gediminas
tower, while preserving the natural profile of Naujamiestis’s slopes.
