1- Definition CDEIC
Childhood Development and Early Intervention Centers (CDEIC) are regional
services whose aim is the intervention in children from 0-6 years with development
disorders or at risk of suffering them.
The CDEIC model mainly covers intervention for children with diverse
development pathologies or malfunctions, and the intervention needs for those
children who have been or are in a biological, psychological and social high risk
situation.
The CDEICs must be located near the families and situated close to other early
attention services, such as health or social service centres or primary schools. This
enables the relation between the different professional agents, knowledge of the
children and their family's natural environment and of the social and economic reality
of the families in the community.

2-Professionals working at a CDEIC


The CDEIC team must be multi-professional, interdisciplinary and of holistic
orientation, considering that the intervention covers biological, psychological, social
and educational aspects particular to each individual, and interpersonal aspects
related to its particular environment such as family, school and culture. The team will
be formed by early intervention specialists from medical, psychological, educational
and social fields. Apart from the appropriate university degree, the training of
professionals will be specialized in early inter-vention, obtained through post-graduate
training cycles. Vocational training is an essential requisite in the tasks carried out by
team members.
The CDEIC team should cover psychological, biological and social needs. The team of
professionals should be formed by:
- Physicians
- Psychologists
- Educators
- Speech therapists
- Physiotherapists

- Psychomotor specialists
- Teachers with a major in special education or a major in hearing and speech
- Occupational therapists
- Social worker

In the Community of Madrid there is a network of public centres, subsidised


centres or hired centres by the “Instituto madrileño del Menor y la Familia" which
belongs to "Consejería de Servicios Sociales".

3-How to be referred to a CDEIC


There are several ways in which a child can be referred to a CDEIC:
 Health Services: hospitals, primary care, mental health centres, etc.
Healthcare professionals who observe any indication of impairment in the
child, write a report recommending treatments with which parents have to
contact the CDEIC.
 Educational services: when psycho-pedagogical teams detect development
delays or disorders conduct an assessment and advise the parents of the
child to contact the CDEIC.
 Social Services: Base Centers, Municipal Social Services.

4-Which are the requirements to access a CDEIC


Requirements to access a CDEIC:
Aged between 0 and 6 years old or enrolled in the infant stage.
Presenting special needs whether temporary or permanent which are
amenable to treatment.
Having the medical report or the Base Centre certificate that determines the
needs of the child for the CDEIC’s services.
If the CDEIC belongs to the Community of Madrid’s network of public centres,
it is not allowed to receive treatment in another centre.

5-How a CDEIC works


Procedure when the family and the child reach the CDEIC:
1. Initial Interview: data about the evolution of the child, medical and
psychological reports, etc.
2. Assessment of the child: to confirm the child's treatment needs.
3. Diagnostic model: Professionals who have assessed the child meet to agree on
objectives and to decide which professionals will treat the child. Subsequent
interview with the family in which the action plan to be followed is introduced.
4. Intervention: depending on the needs there will be one or more treatments.
5. Coordination with the family: intervention with the family is a key role in the
treatment.
6. Coordination with education and health services that cater to the child: this
point has a very positive impact on the child’s development.
7. Periodic assessments: systematic standardized tests that compare with the
child's evolution in all areas of development.
8. Monitoring: When the intervention is completed because of the age (over 6
years old), because the child has reached normality or because the child has
been referred to another centre, the team of professionals helps the family to
search for different resources. Sometimes there is a monitoring for a period of
time.
