FOREWORD

This Malaysian Standard was prepared by the Working Group on Paints and Varnishes under the
authority of the Chemical and Pharmaceutical Industry Standards Committee.

Under this first revision, the main changes featured are :

(1) The use of zinc oxide, long oil alkyd, oleoresinous varnish, bodied oils as part of the
composition of raw materials is optional as there are other suitable substitutes.

(2) The period of storage stability is changed so as to be in line with other MS specifications.

(3) The word `matt' is omitted from Item 4.7 as it does not relate to performance.

(4) Change to substrate and mandrel in Item 4.8 are to reflect normal practice.

(5) Only SI units are used, where applicable.

This Standard supersedes MS 132 : 1973 `Specification for undercoating paint for use under paint :
Finishing, gloss enamel, air drying'.

SPECIFICATION FOR UNDERCOATING PAINT FOR USE UNDER GLOSS


ENAMEL PAINT (FIRST REVISION)

1. Scope

1.1 This Malaysian Standard specifies requirements for an undercoating paint for use on primed
interior and exterior metal and timber surfaces under gloss enamel paint or its equivalent.

2. Description

2.1 The paint shall be in ready mixed form suitable for use as an undercoating to provide a suitable
surface for the application of the finishing paint.

3. Composition

3.1 The pigments used shall not have any adverse effect on the weathering properties of the final
film. Adequate quantity of prime pigments shall be used so as to give satisfactory opacity.

The vehicle shall be of the air drying nature.

4. Requirements

4.1 Condition in container

The paint shall not show excessive settling in a freshly opened can containing the specified
quantity and shall be redispersed by simple stirring with a spatula to smooth homogeneous
state. The paint shall be free from lumps, skin pieces and foreign matter.

4.2 Storage properties

The paint when stored at normal room temperature in the original sealed container shall retain
the properties detailed in this specification for a period of not less than twelve months from the
date of manufacture.

4.3 Consistency

The paint shall be of good brushing consistency when applied at a spreading rate of
approximately 13 sq metres per litre (m²/l) on a vertical surface. The paint shall not show any
tendency to run or sag.

4.4 Application properties

The undercoat shall be suitable for application by the appropriate method either as supplied or
when thinned according to the manufacturer's recommendations.

4.4.1 Brushing

The undercoat shall show easy brushing and good flowing, spreading, and lapping properties,
and shall not exhibit undue pull under the brush.

4.4.2 Spraying

The undercoat shall show good spraying and lapping properties.

4.5 Colour

The colour of the paint shall match the standard colour as agreed between the purchaser and
the vendor.

4.6 Drying time

When tested in accordance with MS 133 : Part C2 and MS 133 : Part C3 , the paint shall
become surface dry within 4 h and hard dry within 18 h. The term `hard dry' implies a condition
in which a second coat can be satisfactorily applied.

4.7 Finish

The paint when applied at a spreading rate of approximately 13 sq metres per litre (m²/l) shall
be a smooth uniform film, free from sagging, wrinkling and excessive brush marks.

4.8 Flexibility and adhesion (Bend Test)

When tested in accordance with MS 133 :Part E1 , the paint film at 25 - 35 microns dry film
thickness on a mild steel panel, is tested at 27°C ± 2°C. Seven days (168 h) after application,
by bending over a mandrel of 12.7 mm (½ inch) in diameter, the film shall show no cracks when
examined in strong light at five times magnification and shall remain firmly adherent.

4.9 Opacity

The contrast ratio of the film prepared and tested as prescribed in clause 5.1 shall not be less
than 75%.

5. Testing

5.1 Test methods

All tests shall be conducted in accordance with the appropriate methods described in MS 133 .

5.2 Test sample

For the purpose of examination for compliance with this specification, representative samples

may be taken from any portion of the consignment in accordance with MS 133 : Part A1 .

6. Packaging and marking

6.1 Packaging

The material shall be supplied in sound, clean, strong and moisture-proof containers.

6.2 Marking

The following information shall be indelibly marked on each container :

(a) Name of the material and colour as appropriate;

(b) Name of the supplier or manufacturer or recognised trade-mark if any;

(c) Volume of the material in litres;

(d) The lot or batch number;

(e) Safety information shall be clearly indicated; and

(f) Any other information as agreed upon between the purchaser and the vendor.

6.3 SIRIM Certification mark

6.3.1 Each container may also be marked with the `Quality Mark' of the Standards and Industrial
Research Institute of Malaysia (SIRIM).

6.3.2 The `Quality Mark' may be used by the manufacturers only under licence of the Standards and
Industrial Research Institute of Malaysia. Particulars of conditions under which licences are
granted may be obtained from SIRIM.

TANDA-TANDA STANDARD SIRIM

Tanda-tanda Standard SIRIM seperti yang tertera di bawah adalah tanda-tanda pengesahan
dagangan berdaftar. Tanda-tanda ini hanya boleh digunakan oleh mereka yang dilesenkan
di bawah skim tanda pengesahan yang dijalankan oleh SIRIM mengikut nombor Standard
Malaysia yang berkaitan. Kewujudan tanda-tanda ini pada atau berkaitan dengan sesuatu
barangan adalah sebagai jaminan bahawa barangan tersebut telah dikeluarkan melalui satu
sistem penyeliaan, kawalan dan ujian, yang dijalankan semasa pengeluaran. Ini termasuk
pemeriksaan berkala kerja-kerja pengeluaran menurut skim tanda pengesahan SIRIM yang

SIRIM STANDARD MARKS

The SIRIM standard marks shown above are registered certification trade marks. They may
be used only by those licensed under the certification marking scheme operated by SIRIM
and in conjunction with relevant Malaysian Standard number. The presence of these Marks
on or relation to a product is assurance that the goods have been produced under a system
of supervision, control and testing, operated during production, and including periodical
inspection of the producer’s works in accordance with the certification marking scheme of
SIRIM designed to ensure compliance with a Malaysian Standard.

Institut Standard dan Penyelidikan Perindustrian Malaysia (SIRIM) telah ditubuhkan hasil dari cantuman Institut
Piawaian Malaysia (SIM) dengan Institut Negara bagi Penyelidikan Sains dan Perusahaan (NISIR) di bawah
Undang-Undang Malaysia Akta 157 pada 16hb. September 1975:Akta Institut Standard dan Penyelidikan
Perindustrian Malaysia (Perbadanan) 1975. Institut ini diletakhak dengan kuasa untuk memamju dan
menjalankan penyelidikan perindustrian dan untuk menyedia dan memajukan standard-standard bagi barangan-
barangan, proses-proses, amalan-amalan dan perkhidmatan-perkhidmatan; dan bagi mengadakan peruntukan
bagi perkara-perkara yang bersampingan atau berkaitan dengan maksud-maksud itu.

Satu daripada tugas-tugas Institut ini adalah menyediakan Standard-Standard Malaysia dalam bentuk

STANDARDS AND INDUSTRIAL RESEARCH INSTITUTE OF MALAYSIA

The Standard and Industrial research Institute of Malaysia (SIRIM) is established with the merger of the
Standards Institution of Malaysia (SIM) and the National Institute for Scientific and Industrial Research (NISIR)
under the Laws of Malaysia Act 157 on 16th. September 1975: Standards and Industrial Research Institute of
Malaysia (Incorporation) Act 1975. The Institute is vested with the power to provide for the promotion and
undertaking of industrial research and for the preparation and promotion of standards for commodities,
processes, practices and services; and to provide for matters incidental to or connected with those purposes.

One of the functions of the Institute is to prepare Malaysian Standards in the form of specifications for materials
and products, methods of testing, codes of sound and safe practice, nomenclature, etc. Malaysian Standards are
prepared by representative committees which co-ordinate manufacturing capacity and production efficiency with
the user’s reasonable needs. They seek to achieve fitness for purpose, simplified production and distribution
replacement interchangeability, and adequate variety of choice without wasteful diversify.

Malaysian Standards are prepared only after a full enquiry has shown that the project is endorsed as a desirable
one and worth the effort involved. The work is based on voluntary agreement, and recognition of the community
of interest of producer and consumer. The use of Malaysian Standards is voluntary except in so far as they are
made mandatory by statutory authorities by means of regulations, federal and local by-laws or any other similar
ways.

The Institute operates entirely on a non-profits basis. It is a grant aided body receiving financial aid from the
Government, funds from membership subscriptions and proceeds from sales of Standards and other
publications, fees and licence fees for the use of SIRIM Certification Mark and other activities associated with
Standardization, Industrial Research and Consultancy Services.
