General Instructions to Masters

What are the time limits for the Master to send the details to ISS?

 Short-sea cargo: ENS submission(s) must with ISS no later than 4 hours before arrival at the
first EU port.
 Deep sea bulk/break-bulk cargo: ENS submission(s) must be with ISS at least 8 hours
before arrival at the first EU port.

Responsibility rests with the carrier despite the filing been undertaken by a third party (ISS).

The accuracy and completeness of the ENS filing lies with the declarant of the ENS - ISS.

Master’s responsibility

It is the Master’s responsibility to provide the following information:

For the submission of the ENS by ISS

1. Vessel Name and IMO Number.


2. Full address, including city, state country and zip code of Owner / Operator of
vessel’s and EORI number.
3. Full address, including city, state country and zip code of Shipper – if different
from Owner/Operator and EORI number (whenever this number is available).
4. Full address, including city, state country and zip code of Consignee and EORI
number (whenever this number is available).
5. Full address, including city, state country and zip code of Notify Party,
mandatory where goods are carried under a negotiable “to order” B/L EORI
number (whenever this number is available).
6. Cargo description including cargo quantity, gross weight (in metric tons) and number
of packages.
7. UN code for dangerous goods.
8. Place of loading.
9. Place of discharge.
10. Copy of B/L.
11. ETA at first EU port.
12. Port rotation and schedule

Communication of the Movement Reference Number by ISS

Email addreses of those who are to be notified by ISS of the Movement Reference
Number (MRN).

Deviations and changes to ETA

ISS needs to be informed of any deviations to intended passage plan, port rotation or
ETA in order that the ENS can be amended.

Arrival notice

ISS needs to be informaed of the vessel’s arrival at the first EU port in order to submit an
arrival notification.

Background

European Union (EU) regulation to provide Advance Cargo Declaration will become mandatory
on 1st January 2011, for all goods arriving or transiting in the European Community.

“Import Control System” (ICS) relates only to import cargo and apply to all import cargo entering
the EU regardless of the eventual destination of the cargo that has been loaded at a port outside
the EU. This will include all freight remaining on board to non EU destinations and
transhipments.

This additional Customs requirement is part of the “safety and security


amendment” to the “Customs Code”(Council Reg 2913/1992) set out in the
European Parliament and Council Regulation (EC) No 648/2005 ) and
Commission Regulation 1875/2006/EC

Pre-arrival information is submitted in a declaration, known as an “Entry Summary Declaration”


(ENS). The ENS must be sent to the Customs at the first port of entry into the EU irrespective if
those goods are due to be discharged at that port or not.

What are the time limits for the lodging of an ENS for the ENS service provider?
The legal responsibility for ensuring an ENS is submitted (& within the time limits) lies with the
carrier or “operator of the active means of transport”.

The time limits for the lodging of the ENS vary according to the mean of transport and duration of
transportation carrying the goods in to the customs territory of the Community.
