Anent to the request of the Barangay TAROMATA for the PURCHASE OF GOODS FOR COVID-19
VACCINATION. the respectfully recommend the SHOPPING METHOD. Further, PURCHASE OF GOODS
FOR COVID-19 VACCINATION is badly needed for our operation that can be available immediately.
Whereas, it is provided for under Rule XVI of the RA No. 9184 that the head of the procuring
entity or head authorized representative, whenever justified by the conditions, the procuring entity
may, in order to promote economy and efficiency, resort to any of the alternative mode of
procurement.
Whereas, Due to actual and real urgency of the needs in the Municipal Government justified by
the fact that bidding will not be a fast, realistic and practical solution thereto, the Bids and Awards
Committee, citing the provision Section 52 (b) of Rule XVI of the IRR-A of Republic Act No. 9184, highly
recommends to the Municipal Mayor of Procurement of various goods, equipment and services be done
through the alternative mode of procurement particularly “Shopping” instead of the prescribed
“bidding” process;
Whereas, it is provided further under Section 52 (b) of Rule XVI of IRR of the same code, that the
procurement in ordinary or regular goods and/or office supplies, furniture, fixtures and equipment not
available in procurement services involving the amount not exceeding Fifty Thousand Pesos
(P50,000.00) may be made by the procuring entity by simply requesting the submission of price
quotations for readily available off the shelf goods or ordinary/regular equipment to procured directly
from the suppliers with known qualifications; Provided however, that the procurement does not result
splitting of contracts, as provided in Section 54 of this IRR-A: Provided, further, that at least three (3)
price quotation the bona fide supplier shall be obtained.
Whereas, as the present condition squarely fit the above described situation, the Bids and
Awards Committee deems it wise and necessary it dispense of the requisite of a public bidding and
resort to the alternative mode of procurement particularly of a Shopping;
Now therefore, it is resolved, as it is hereby resolved by the Committee to adopt and approve
the involving procurement of ordinary re regular goods, equipment and services for various
departments of the Municipal Government by way of Shopping” as provided for under Section 52 (b) of
RA 9184 (Rule XVI) of the IRR-A), in lieu of public bidding in actual/real urgency of the needs and time
constraint to render the delivery of basic services to the public.

a) To declare as the supplier with the Lowest Calculated and Responsive prices quoted the
delivery of MGP CONSUMER GOODS TRADING.
b) To recommend for approval by the Head of the Procuring Entity of the Barangay TAROMATA
for the foregoing findings.

respectfully recommend the SHOPPING METHOD. Further, PURCHASE OF MEDICINES is badly needed
for our operation that can be available immediately.

A.) To declare as the supplier with the Lowest Calculated and Responsive prices quoted the
delivery of MGP CONSUMER GOODS TRADING.
B.) To recommend for approval by the Head of the Procuring Entity of the Barangay PALALE for the
foregoing findings.

Anent to the request of the Barangay AGUINALDO, for the PURCHASE OF MEDICINES. the
respectfully recommend the SHOPPING METHOD. Further, PURCHASE OF MEDICINES is badly needed
for our operation that can be available immediately.
Whereas, it is provided for under Rule XVI of the RA No. 9184 that the head of the procuring
entity or head authorized representative, whenever justified by the conditions, the procuring entity
may, in order to promote economy and efficiency, resort to any of the alternative mode of
procurement.
Whereas, Due to actual and real urgency of the needs in the Municipal Government justified by
the fact that bidding will not be a fast, realistic and practical solution thereto, the Bids and Awards
Committee, citing the provision Section 52 (b) of Rule XVI of the IRR-A of Republic Act No. 9184, highly
recommends to the Municipal Mayor of Procurement of various goods, equipment and services be done
through the alternative mode of procurement particularly “Shopping” instead of the prescribed
“bidding” process;
Whereas, it is provided further under Section 52 (b) of Rule XVI of IRR of the same code, that the
procurement in ordinary or regular goods and/or office supplies, furniture, fixtures and equipment not
available in procurement services involving the amount not exceeding Fifty Thousand Pesos
(P50,000.00) may be made by the procuring entity by simply requesting the submission of price
quotations for readily available off the shelf goods or ordinary/regular equipment to procured directly
from the suppliers with known qualifications; Provided however, that the procurement does not result
splitting of contracts, as provided in Section 54 of this IRR-A: Provided, further, that at least three (3)
price quotation the bona fide supplier shall be obtained.
Whereas, as the present condition squarely fit the above described situation, the Bids and
Awards Committee deems it wise and necessary it dispense of the requisite of a public bidding and
resort to the alternative mode of procurement particularly of a Shopping;
Now therefore, it is resolved, as it is hereby resolved by the Committee to adopt and approve
the involving procurement of ordinary re regular goods, equipment and services for various
departments of the Municipal Government by way of Shopping” as provided for under Section 52 (b) of
RA 9184 (Rule XVI) of the IRR-A), in lieu of public bidding in actual/real urgency of the needs and time
constraint to render the delivery of basic services to the public.

delivery of MEDICATUS PHARMA DISTRIBUTOR.
B.) To recommend for approval by the Head of the Procuring Entity of the Barangay AGUINALDO
