FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice across
the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording or
otherwise) or be disclosed by users to any company or person whomsoever, without the prior written
consent of PETRONAS.

The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information to
PETRONAS that this requirement is met.

1.0 INTRODUCTION

This PETRONAS Technical Standards (PTS) provides the minimum technical requirements for
the selection and refurbishment of Offshore Structures prior to relocation at a new field.

1.1 SCOPE

1.1.1 This PTS specify requirements for selection and refurbishment of Offshore Structures, which
limited to the following:

i. Fixed Offshore Structures, i.e. Topsides and Substructures

ii. Mobile Offshore Production Unit (MOPU)

1.1.2 The selection and conversion of Floating Production Unit (FPSO / FSO) is referred to PTS
11.03.03 FPSO/FSO Hull Conversion.

1.1.3 This PTS does not cover the refurbishment of topsides processing facilities and equipment.

1.3 SUMMARY OF CHANGES


This is a new PTS.
2.0 GENERAL REQUIREMENTS

2.1 In addition to this PTS, the requirements on the design and construction shall adhere to the
legislation, other relevant PTS, CLASS Rules, codes, standards and industry best practice,
where applicable in ensuring the integrity of the refurbished offshore structures throughout
the intended service life.
3.0 MOBILE OFFSHORE PRODUCTION UNIT (MOPU)

3.1 FLAG REGISTRAR

3.1.1 The MOPU shall be registered to a Flag Registrar in accordance to the UNCLOS and comply
with international regulation which set by IMO and ILO.

3.1.2 MOPU operated in Malaysian waters shall be registered with the Marine Department of
Malaysia and comply with the international and local regulation which ratified by Malaysia
Government.

3.1.3 MOPU operated at other than Malaysia, shall comply with the country’s regulation for Flag
Registration.

3.1.4 Malaysia Government has outlined two (2) types of registration, which administered by
Marine Department:
i. Traditional registration (Port Kelang)
a. Company incorporated in Malaysia, whereby Majority (51% or more) of the
shareholding must be held by Malaysian citizens.
b. Majority of the board of directors are Malaysian citizens.
c. Other’s criteria as imposed by Marine Department.
ii. International registration (Labuan)
a. Hull age is less than 20 years.
b. Company incorporated in Malaysia, whereby Majority (51% or more) of the
shareholding can be held by foreign citizens.
c. Other’s criteria as imposed by Marine Department.

3.2 CLASSIFICATION

3.2.1 Classification and certification of the MOPU and processing system shall be conducted by
CLASS which is a members of International Association of Classification Society (IACS) which
having established rules and procedures for the classification of hulls, machinery, legs and
jacking systems.

3.2.2 The minimum CLASS notation shall be equivalent to I ✠Hull, ✠ Mach, Offshore Self-Elevating
Unit Production – “Field Name”, Production/Gas Production, Spectral Fatigue, HEL,
Unrestricted Navigation Transit - Specific Criteria.

3.3 LOCATION

3.3.1 The intended field location for the MOPU shall be in a benign weather area, as defined in
DNVGL-ST-N001.

3.3.2 The selection of the MOPU candidate for the new field should consider the following criteria:
i. Water depth versus the maximum leg length for safe elevated height.
ii. Soil data versus the leg penetration for safe pre-loading.
iii. Hull weight versus jacking capacity for hull lifting from sea level.
iv. Mat supported leg versus jacking capacity for mat tanks lifting from seabed.
3.4 AGE

3.4.1 For refurbishment, the hull age shall be less than twenty-five (25) years from the date of built
until the MOPU being relocated to the field.

3.4.2 Hull age with more than twenty (20) years may be considered in accordance to the design life
in PTS 11.03.03, subject to acceptance on the verification of integrity. In addition, the
following shall be made available for the verification prior to the acceptance:
i. Builder Certificate.
ii. Interim International Tonnage Certificate 1969/Tonnage Attestation.
iii. Latest Ship Docking Report.
iv. Latest Ultrasonic Thickness Gauging (UTG) Report.
v. Latest Hull & Machinery Survey Report from CLASS.
vi. Latest CLASS Survey Status.
vii. Latest Jacking System Survey from jacking specialist.
viii. Latest Spectral Fatigue Analysis.
ix. Voyage and operating location history.

3.5 HULL STRUCTURE

3.5.1 The hull structure design and steel renewal to accommodate the production facilities shall be
in accordance to the PTS 11.03.04 and CLASS rules. The calculations shall incorporate the
latest UTG results on the hull structure.

3.5.2 Materials with low heat resistance shall not be used in components where fire may cause
outflow of flammable or toxic fluids or affecting the of compartment watertight integrity.

3.5.3 The calculated SWBM and shear force SF shall be checked against the allowable SWBM and
SF values approved by CLASS.

3.5.4 The hull longitudinal strength shall be performed as a global analysis in transit and elevated
position.

3.5.5 The overall COG of MOPU should be maintained within the transverse and longitudinal
direction, to evenly distribute the load to every legs and jacking system.

3.5.6 The weight control report shall be developed based on the previous inclining test report, and
incorporating new weight data which removed or newly installed. The weight monitoring and
reporting procedures can be refer to PTS 11.22.02.

3.5.7 Upon completion refurbishment, the final inclining test shall be done in accordance to IACS
Rec 31.
3.6 COLUMN / LEG

3.6.1 Legs with age of more than thirty (30) years considering the previous service life and new field
life, shall be replaced as conditional requirement based on section 3.4.2.

3.6.2 Spectral Fatigue notation shall be obtained from CLASS which will satisfy the required design
life at a new field.

3.6.3 The leg strength should be designed to withstand boat impact in elevated position as per PTS
11.22.02, in addition to the leg impact cases for installation/retrieval as per CLASS
Requirement.

3.6.4 Inclinometers shall be provided which accuracy measurement of 0.1 degrees or better for
longitudinal and transverse inclinations. The calibration shall be done in accordance to the leg
draft marking during the refurbishment.

3.7 STABILITY IN TRANSIT

3.7.1 The intact stability shall be in accordance to MODU Rules. For benign weather area, the wind
speed may be reduced to 36.1 m/s (70 knots). Further reduction of wind speed of not less
than 50knots can be considered for restricted operation if more than one (1) mat tanks
flooded prior to decommission the MOPU from the field.

3.7.2 The damage stability shall consider 50-knots wind speed, regardless of operating location.

3.8 JACKING SYSTEM

3.8.1 The jacking capacity shall be verified sufficiently to lift and lowering down the mat tank and
hull based on the weight control report and inclining test.

3.8.2 The jacking system shall be designed to avoid self-locking when descending.

3.8.3 The jacking system shall be preserved and maintained during operation at field based on the
approved operating manual. The preventive maintenance report shall be made available as
record.

3.8.4 The jacking system should be able to be removed individually or partly for servicing or spare
part replacement.
3.9 MARINE AND SAFETY SYSTEM

3.9.1 The fire control and safety plan shall be in dual language, i.e. English and the local language,
as per SOLAS requirement.

3.9.2 Thickness measurement for all Piping Systems e.g. ballast line, fuel line, may buoyant tank
blow down line and mat flooded tank line shall be performed during refurbishment.

3.9.3 Leak test for marine piping shall be conducted in accordance to CLASS requirement for all
piping system prior to commission of the system.

3.10 CORROSION PROTECTION

3.10.1 Internal and external Coating shall be provided in accordance to PTS 15.20.03 and CLASS
requirement.

3.10.2 Anodes shall be provided where the steel is in contact with water and seawater based on
CLASS requirement.

3.11 FOUNDATION

3.11.1 Foundation Stability shall be referred to PTS 11.22.19.

3.11.2 An analysis should be carried out for any case in which the limit stated in the operating manual
is related to leg or Spudcan structural strength or to the jack-up’s capacity for leg extraction.

3.12 INSTALLATION & DEMOBILIZATION

3.12.1 The transportation and installation shall be in accordance to MWS and CLASS requirement for
the engineering, survey and execution.

3.12.2 Geophysical data, i.e. bathymetry and seabed features shall be performed in between three
(3) to six (6) months prior to installation.

3.12.3 Adequate clearances of minimum ten (10) meters shall be maintained between the leg
footings and subsea installations such as pipelines and cables, unless the installation is being
perform with mooring winches operation and assisted with tugs.

3.12.4 The Elevating height shall be sufficient to stand above the predicted extreme wave crests with
an adequate safety margin and reserve leg-length.

3.12.5 Leg penetrations during preloading shall be recorded (i.e actual penetration vs. footing
reaction curves) and compared against the predicted penetration curves. When performing
the single-leg preloading, the hull shall maintain a minimal air gap to reduce the risk of
experiencing adverse effects when rapid penetration (punch-through) occurs.

3.12.6 Once preloading are completed, the hull shall be jacked up to its operational air gap, and leg
locking systems will be engaged.

3.12.7 During the detail engineering stage, the leg footing extraction analysis shall be performed with
consideration of maximum depth of leg penetration in order to confirm the requirement of
the leg jetting system.
4.0 FIXED OFFSHORE STRUCTURES

4.1 AGE

4.1.1 The design life of the refurbished topsides structure and substructure shall be assessed based
on the existing life and assessment on the structure integrity for new field.

4.2 AS-BUILT CONDITION

4.2.1 The existing structures (topsides and substructures) for re-use shall be generally in good
condition without severe damage and/or degradation that require extensive rectifications.

4.2.2 The existing topside structures and substructures that have experienced extreme abnormal
and accidental events such as vessel collision, fire and blast, storm, hurricane, earthquake,
etc. shall not be re-used.

4.2.3 Condition assessment shall be performed on existing structures for re-use in accordance with
API RP 2SIM latest edition with objective to gather information of the platform’s latest
condition required for fitness-for-purpose assessment.

4.2.4 The proposed NDT location shall be reviewed and approved by Owner. The method shall be
in accordance with PTS 15.30.01 and PTS 15.30.02.

4.2.5 Minimum NDT inspection for existing fixed offshore structures for re-use shall refer to API RP
2A. For tubular joints, the minimum inspection to be conducted on 30 percent from total
joints, which shall include the damage-prone connections.

4.3 ASSESSMENT

4.3.1 Adequate documentations required for the reassessment of existing structures shall be
available and reflect the condition of the platform at the time of assessment. The data
required for reuse of existing offshore structures as per following:
i. Structural design basis
ii. Structural in-place analysis report
iii. Three-Dimensional (3D) structural analysis model, associated with the Structural In-
place Analysis report
iv. Dynamic Analysis report
v. Fatigue analysis report
vi. Environmental Metocean Data
vii. Soil investigation report at platform previous field and its associated soil-pile analysis
model
viii. Foundation analysis report
ix. Pushover analysis report
x. Pile make-up drawings and pile driving records.
xi. Weight report
xii. As-built / AFC drawings
xiii. Latest Topside and Substructures In-service inspection data (inclusive of all cycle of
inspection data)
xiv. Strengthening, Modification and Repair (SMR) data
xv. Operational incident data
xvi. Damage evaluation data
4.3.2 Existing fixed offshore structures for re-use shall be reassessed in accordance with the
procedures for new platforms as stated in PTS 11.22.02. The objective is to ensure that the
structural integrity is fit-for-purpose in accordance with API RP 2SIM.

4.3.3 The reuse considerations of existing offshore structures shall be in accordance to API RP 2A
22nd Edition section 18. These include considerations for materials, inspection, fatigue,
removal, and reinstallation.

4.3.4 The reassessment of existing offshore structures shall be in accordance with the requirements
of the design criteria of the new field as per following: -
i. In place analysis criteria with operational loading in accordance with PTS 11.22.02
and in combination with environmental loading at new field.
ii. Site specific soil data or foundation design criteria
iii. Metocean data such as wave height, current speed, wind speed and water depth in
accordance with the latest metocean survey report.
iv. Lifting analysis criteria in accordance with PTS 11.22.17
v. On-bottom stability analysis in accordance with PTS 11.22.02
vi. Transportation analysis in accordance with PTS 11.22.02
vii. Seismic analysis criteria in accordance with PTS 11.20.21
viii. Vessel Impact analysis criteria in accordance with PTS 11.22.02
ix. Fire and blast analysis criteria in accordance with PTS 11.22.02
x. Fatigue assessment in accordance with PTS 11.22.20
xi. Global Ultimate Strength Analysis (GUSATM) in accordance with PTS 11.22.20
xii. Subsidence criteria provided by the Owner

4.3.5 Thickness measurement shall be carried out to re-set the re-establish corrosion allowance.

4.3.6 The coating and cathodic protection and for the structure shall be in accordance to PTS
15.20.11 and PTS PTS 15.20.03.

4.3.7 The structure integrity Fitness-for-Purpose assessment process shall be in accordance to API
RP 2SIM section 8.

4.3.8 Requirement for Ultimate Strength Analysis for existing offshore platforms shall be in
accordance to PTS 11.22.02.

4.3.9 The replacement of the substructure existing piles is required. The design of new piles shall
be in accordance with the reassessment result.

4.3.10 Structural fabrication shall be in accordance to PTS 15.12.06 and PTS 19.10.01, where
applicable.
4.4 FATIGUE

4.4.1 Accumulated fatigue damage from previous service life of existing structures shall be
considered in addition to the planned service life at new field.

4.4.2 Metocean data such as wave height, current speed, wind speed and water depth must be in
accordance with the latest field data.

4.4.3 API Level IV Non-Destructive-Test (NDT) inspection of certain joint may be used to ‘reset’ the
accumulated fatigue degradation subjected to no evidence of surface cracking.

4.4.4 Corrective measures on any known damage joint such as grouting, grinding, strengthening
may be used to improve fatigue life.

4.5 REMOVAL AND REINSTALLATION

4.5.1 Comprehensive planning for removal and reinstallation of re-used structures shall be
developed in accordance to API RP 2A, for Owner’s approval. It describes methods and
procedures for removal of the deck, appurtenances, jacket, and piling. Transportation and
lifting requirements shall be properly addressed in particular on the prevention of damage of
any platform components intended for re-use.

4.5.2 The transportation and installation shall be in accordance to MWS and PTS 19.30.02
requirement for the engineering, survey and execution.

4.5.3 High pressure water jetting with barnacle buster may be used for marine growth removal at
the locations required for transportation and lifting such as sea fastening, pad eye, launch
cradle, etc in accordance with removal and reinstallation plan.

4.6 DOCUMENTATION

4.6.1 Documentation shall be prepared, compiled and delivered to Owner for permanent record in
accordance with the requirements for new platform. Reference can be made to the following:
i. PTS 11.22.02 for engineering deliverables.
ii. API RP 2A for Fabrication, Welding, Inspection and Installation.

4.7 STRUCTURAL INTEGRITY MANAGEMENT

4.7.1 New Structural Integrity Management (SIM) strategy and inspection shall be developed by
Owner for the structure at the new field, taking full account of the structures history, design
life and the requirements of API RP 2SIM.
