Para 2.6 of this ministry’s Guidetines/Norms for Grant


of permission of access
to Fuel Stations, Wayside amenities, connecting roads,
other properties, Rest Area
Complexes & such other facilities issued vide MoRTH circular
RW-NH- no.
33032/01/2017-SER(R) dated 26" June 2020 autho
rize that the Regional officers of
the Ministry/NHAI/NHIDCL may grant 1 (one) year time exten
sion to the validity of
provisional permission for access based on justificatio
n for delay submitted by
applicant.
2) Ministry vide circular of even no. dated 28t Janua
ry 2021 has decided to grant
relaxations with the approval of Minister(RT&H)
in case of any conflict on ground
needing any relaxation in MoRTH revised guidelines
dated 26.06.2020. Competent
Authority in the ministry has further observed that
the construction period is getting
delayed on account of delay in conversion of land
as well as COVID related disruption
in business and in the in light of these factors
and for ease of doing business,
competent authority has empowered and authorized
that the Regional officers of
the Ministry/NHAI/NHIDCL may grant 2 (two)
year time extension to the validity of
provisional permission for access based
on justification for delay submitted by
applicant subject to the fulfilment of the
other conditions prescribed in revised
guidelines dated 26'" June 2020 even if the provi
sional permission was granted based
