human civilization and can be seen as:
a vehicle of thought, a medium of expression, medium of

1993)
Nowadays, the needs of English mastery particularly speaking or
communication skills can’t be denied any longer.
English becomes the most essential language in the world. Almost all
the people from many different countries around the world use it to
communicate The area of English has always become a special interest.
It is because of the importance of English in any scope of our lives.
English holds the key of position as an international language.
According to Departemen Pendidikan Nasional (2003 : 43) English is a

(David, 2001 :89). CARI
People who know a language are referred to as “speakers” of that
language. This reality makes teachers
and parents think that speaking ability should be mastered by their
students and children.
Speaking competence plays a necessary role in learning and
understanding any language. The term of speaking has several
meanings. Widdowson (1978) says that speaking has two
meanings.
First, it refers to the manner in which language is manifested.
Second, it refers to the manner in which language is realized as
communication (p. 58)
One of the four language skills being existed in an English
language teaching is speaking. Therefore, speaking component has
the same importance as the other language skills such as listening,
reading
and writing.
speaking has always been considered as the most paramount skill
to be mastered for several reasons.
Nowadays, the needs of English mastery particularly speaking or
communication skills can’t be denied any longer. The preliminary
study has been conducted through interview with the alumni and
graduates from vocational education like Shipbuilding Institute of
Polytechnic Surabaya (SHIP). Beside achieving 500 TOEIC score
as graduation requirement, it is necessary for them to have
communicative competence to build their future professional
career in offshore, mining and shipyard industries.
The travel tourism students who are going to work with foreigners
have to be able to speak English well. It has an important role to
meet the global trend and the students’ future career needs.
There are four skills that should be fulfilled in English language.
Those are listening, speaking, reading and writing. Mastering
speaking skills is important for students who are going to work in
the tourism industry. That is useful for their future career. They are
demanded to speak with foreigners in many different contexts
conversations, such as taking a reservation, giving information
about tourism, marketing products or services, etc. Therefore,
having a high level of speaking English is crucial for the students
who are going to work in the tourism industry.

Speaking is the important factor that can support the quality of

communication in English. A student has to master the four basic
language skills, namely listening, speaking, reading and writing.
Speaking might be the skill that must be emphasized. This is like
what Welty’s (1976: 47) statement that speaking is the main skill
in communication. The teacher should promote the students to be
able to communicate well. In addition, speaking is one of the
productive skills of language that can be used to express ideas or
send message to the listener. It means that when one speaks, he/she
produces expression that should be meaningful. Then, the receiver
or the hearer can receive the message from the speaker directly
without any miscommunications.
Most of students looking for a job in big companies, schools and
colleges after graduation, the profession of teaching becomes very
competitive. Market seeks for graduates not just who have a
certificate only but they ask for a high level of English
communicative skills which can be assesses by conducting
interviews or interaction in English language. So that, it is very
significant to teach students some skills that they can use in the
everyday interaction that they will face after graduation. As a
result, listening and speaking skills instruction should be in near-
to-real situations which is basic for all students.
