Market Analysis of Open Access and Captive Customers in India
Industrial and Commercial (I&C) companies with a connected load of over 1 MW can
directly procure power from electricity generation companies through Open Access.
Further, as per Electricity Rules 2005, if the I&C companies own at least 26% share in the
power generating company, the power is treated as Captive Power and the companies are
exempt from Cross subsidy surcharges that Discoms levy on Open Access customers.

The objectives of the project are the following:


 Market Sizing – A state wise mapping of the potential Open Access customers (Having
a consumption of >1 MW) to arrive at the addressable market and a list of customers
 Market Segmentation – Further, the customers could be segmented as per their sector
and power consumption quantum to arrive at a list of target customers.
 Competition Analysis – Conduct secondary research to create a database of all open
access and captive deals in the country and do a competition analysis and calculate
market share
 Create a Go-To-Market strategy for Tata Power
