office was reminded to do the needful, but so far, the needful action is still awaited from
your side. In view of this, it is again requested to do the needful action, urgently.

A Submission of Sh. P.K. Pajai, the then ALC Comments of the

( C) [ Now DLWC (C)] Reviewing Officer
1. Durgapur, the area under my jurisdiction, was No Comments
found to be not only labour sensitive but also
full of violent syndicates. Due to political
turmoil and inter union rivalry, I had to make
rigorous efforts to maintain industrial peace
and harmony. Even several death threats were
given to me by several syndicates while
discharging my duties, of which several unions
too were the part and the same was conveyed
to the then Dy.CLC (C) and also to the CLC(C)
, during zonal conference held at Kolkata.
2. I was able to dispose off highest number of Sh. Pajai, wanted to
Industrial dispute and gratuity claims. draw sympathy in his
favour. Grading has been
given keeping in view his
performance during
2019-2020.
3. I am one of those ALC who has carried out No Comments
maximum inspections despite having other
statutory duties.
In the year 2019, I have been entrusted No Comments
additional charge of ALC (C), Asansol, which is
situated 40 Kms away from Durgapur. Being
the only ALC (C) of the region I have tried my
level best to attend the industrial dispute and
gratuity claims of Asansol and the same was
acknowledged by the present Dy.CLC ( C).
5. During Covid 19 situation, my rescue and It is also a fact that Sh.
rehabilitation work related to migrant workers Pajai has not cooperated
in Bengal was highly appreciated by the then in dealing with the
CLC (C). complaints received in
the COVID-19 Control
Room in the year 2020.
When Sh. Pajai was
contacted in connection
with grievance received
in COVID-19 Control
Room, his replies were
unbecoming of a Govt.
officer.
6. During my entire tenure as ALC (C) since No Comments
Sept.,2016 till my transfer not a single written
complaint was raised against me either by
 employer or union or by any contractors
neither at regional level nor at ministry level.
Not a single show cause notice was ever
issued against me related to my behaviour or
working style during my entire tenure.
7, Even when licenses were issued offline, I used No Comments
to issue it within 48 hours.
8. If I would have got any problem related to my No Comments
functioning or behaviour, same could have
been mentioned in my APAR by earlier Dy.
CLCs. All of them have not only given me good
grading but also appreciated my courage to
work in a such hostile environment without any
protection.
9. I have disposed off so many cases which were No Comments
left unresolved by my predecessor and could
signed one of the highest number of
settlements during my tenure.
10. Objections raised by the Reviewing Officer is
malafide and based on prejudice due to
following reasons:-
(i) As an officer I have never lost (i)His temperament may

well as officers and staff
of this region.
19. Above mentioned facts of my representation
could be ascertained from my reporting officer
who has accessed my performance and has
not recorded any adverse comments related to
my attitude, behaviour or way of functioning.
20. As per the pt. 12 of DOPT’s instructions on
APAR, if numerical grading given by the
Reviewing Officer differs from Reporting Officer
by more than 2 numerical grades, Reviewing
Officer has to give appropriate reasons for the
same with documentary proofs. In present
case no such reasons has been mentioned by
the Reviewing Officer.
21. The day my promotion order was issued by the Due to growing public

                    It may kindly be noted that the APAR is an important instrument having
direct bearing on the promotional prospects of individual officers. Its timely completion is
prerequisite for smooth consideration of cases pertaining to confirmation, promotion,
deputation to ex cadre posts, appointment to sensitive posts etc.
 
2.               It has been noted that APARs of some LEOs’(C) are pending. In view of this,
it is requested to send these APARs (in original) duly completed in r/o reporting &

3.                  In view of above, you were advised to intimate the reason of processing the
aforesaid APAR in physical mode again, when the same had been generated and completed on
SPARROW Portal, on an urgent basis. Explanation of the officer concerned as well as of the
concerned Reporting and Reviewing Officers were also be called for in this regard and informed
