4. The bidder shall upload the Turn over

Certificate of amounting not less than

Accountant in any two financial
years for the last 5 years i.e. 2012-13,
2013-14, 2014-15, 2015-16 and 2016-
17 for Civil Engineering Works only.

5. The bidder shall upload liquid assets

as on 31.01.2018 or at later date
consisting Credit lines/letter of
Credit/Certificates from Banks in any
Nationalized bank, shall not be lesser
than 30% over amount put to tender
for meeting the fund requirement. This
Certificate should be issued by the
Nationalized Bank in the prescribed
format as uploaded.

Note: -The bidder shall scan all the necessary documents/certificates duly attested by the Notary.

1. Guide lines for payment of Tender Processing Fee and EMD:
The amount mentioned against each work shall be remitted using any one of the following four modes of e-payment.
 Credit Card
 Direct Debit
 National Electronic Fund Transfer (NEFT)
 Remittance of the Bank counters (OTC)

2. Guidelines for furnishing documents: The Copies of registration certificate, work done certificate, qualifying requirements
etc, shall be furnished through Electronic mode only scanning the same in the form jpg, gif/pdf format.

3. General Conditions:-
1) The contractor shall quote item wise rates in the tender and the same will holds good till the works are completed.
2) The rates quoted by the bidder shall be inclusive of Royalty, IT or any other such taxes due to the Corporation /
Government (Exclusive GST). The rates quoted should be inclusive of all leads and lifts for materials etc. the bidder should
visit the work spot at his own cost before quoting his rates.
3) No materials will be supplied departmentally. The bidder has to make their own arrangement for procurement of required
materials, arranging electricity, water supply etc. to complete the work.
4) The rates/prices quoted by the bidder shall be fixed for the duration of the contract.
5) Bid shall remain valid for a period of 90 days from the date of opening of price Bid.
6) Conditional bidder is liable for rejection without assigning any reasons there off.
7) Documentary proof such as Work Done Certificate issued by the Competent Authority not below the rank of the Executive
Engineer shall be uploaded.
8) The successful bidder shall bind himself to abide by the rules and specifications in force & he should produce all the original
certificates for verification which are scanned at the time of quoting the tender and shall execute the necessary agreement on
Non judicial stamp paper of prescribed amount within seven days from the date of intimation of acceptance of his bid, failing
 which his bid will be cancelled unconditionally, and his earnest money deposit will be forfeited. In addition, they would also
be responsible for making good the extra expenditure that would be incurred in inviting fresh bid for the work.
9) Within 5 days of the Receipt of the Letter of Acceptance, the Successful bidder shall deliver to the Chief Engineer
(Ele) BMAZ (North) BESCOM as a Security Deposit for an Equivalent to 10% of the Contract price in the form of
Bank Guarantee in the name of the Chief Engineer (Ele) BMAZ(North), BESCOM, Bangalore, valid for the
performance guarantee period. In case if the Bidder failed to Deposit the required Security deposit within the
prescribed date, the EMD amount will be forfeited and the Contract order will be cancelled.
10) The EMD of the Successful tenderer will be discharged when the bidder has signed the agreement and the furnished the
required performance security deposit.
11) Quantities given in the notification and schedule are approximate and are liable to increase or decrease.
12) The work should not be sub-let.
13) On acceptance of the bid of the lowest bidder, the earnest money deposit of the other unsuccessful bidders will be refunded
after the agreement of the work executed by the successful bidder.
14) The other terms and conditions as per the BESCOM schedule of contract for Civil Engineering works is available in this
office for reference.
15) If the work is not completed and handed over within the stipulated time, a penalty of 1 percent or such smaller amount as
the Superintending Engineer (Ele), or the other competent authorities (whose decision in writing shall be final) may decide
on the penalty for every day that the work remains un-commenced or un-finished after the proper date, will be levied,
provided always that the total amount of penalty to be paid under the provision of this clause shall not exceed 7.50% of
the total cost of the work as shown in the tender.
16) The bidder has to pay compensation of the disabled or deceased workmen under him for any injury or death caused during
the execution of works, failing which the necessary amount will be deducted from the bills and paid to the injured or
deceased.
17) The Successful bidder should employee full time Graduate/ Diploma holder Site Engineer to monitor the work and should
have the knowledge for understanding the instructions given by Engineer in charge of work.
 18) The successful bidder shall submit a ‘PERT CHART’ indicating date wise programme chalked out to commencement of
all the construction activities against time schedule given and it should be got approved by the competent authority before
commencement of work. It is required for periodical review of progress of work.
19) Time is the essence of contract and the extension to the stipulated period of completion will not be entertained without
valid reason. The bidder has to arrange sufficient men, machinery & materials so that, the work can be completed within
the Stipulated period.
20) BESCOM reserves the right to reject or accept the tender without assigning any reasons there for. Conditional tender will
not be accepted.
