The Executive Engineer, Works Division XI, Water Resources Department, Minor Irrigation Complex,
AquemBaixo, Rawanfond, Salcete - Goa, on behalf of the Governor of Goa, invites sealed item rate tender on online
mode only, from the approved and eligible contractors registered in the appropriate class and category with Water
Resources Department (WRD) under Hydraulic & Marine (H & M works) (WR) category of the State of Goa, for the
below mention works.

TENDER SCHEDULE
1. The Bidder who wish to participate in the tender process, have to remit the Tender Processing Fee (TPF), Tender
Documents Fee (TDF),EMD through online Payment Gateway on portal https://eprocure.goa.gov.in.
2. The last date and time for online application for issue & submission of tender bid is 15/01/2024 upto 4.00 p.m.
3. The date and time of opening of Technical bid is on 17/01/2024 at 11.00 a.m. in the Office of the Superintending
Engineer, Circle I, WRD, Sinchai Bhavan, Alto Porvorim Bardez Goa.
4. The date and time of opening of Financial bid amongst eligible bidders is on 18/01/2024 at 11.00 a.m. in the
Office of the Superintending Engineer, Circle I, WRD, Sinchai Bhavan, Alto Porvorim Bardez Goa
ELIGIBILITY TO PARTICIPATE IN THE TENDER
The applicants who intend to participate in the tender have to scan and upload the eligibility documents on the e-
tendering portal https://eprocure.goa.gov.in. The eligibility documents are:
a. Attested copy of Valid Contractor’s Registration certificate.
b. Attested copy of Valid PAN Card.
c. Attested copy of Certificate of GST Registration & acknowledgement of up to date filled returns along with copy
of Application Reference Number (ARN) as per GST Law.
d. The bidder who have works in hand with total value of which is equal to or more than four times their tendering
limit as per Goa Enlistment Rules 2020, in the same category of registration in their name or Firm’s name at the
time of application are not eligible and such application will be summarily rejected.
e. The bidder has to submit the self-declaration on Rs.100/- stamp paper giving the names of works in hand till date

MODE OF PAYMENT:-
Bidders participating in e-Tendering have to remit Tender Processing Fee (TPF), Tender Documents Fee (TDF) and
Earnest Money Deposit (EMD) through online Payment Gateway on portal https://eprocure.goa.gov.in through any
of the following modes of payment.
(i) Payment Through Internet Banking.
(ii) NEFT / RTGS (National Electronic Fund Transfer/ Real Time Gross Settlement): Bidders are required
to download NEFT / RTGS challan and make payment to dynamically generated Account No. through
any Bank.

 Note: Any Payments made through NEFT/RTGS normally take 24 hours for its reconciliation. Hence
applicants are therefore advised to make the payments through NEFT/RTGS etc at least TWO BANK
WORKING DAYS in advance before due date and upload the scanned copy of challan in the e-tendering
website https://eprocure.goa.gov.in as a token of payment.

INSTRUCTIONS TO CONTRACTORS

1. The intending bidder are instructed to read the terms and conditions of the tender documents carefully and
submit the Bids only if he considers himself eligible for participation.
2. The Contractors should be registered in appropriate Class and Category with WRD of Goa State. Joint
ventures are not accepted.
3. The information and instructions for bidders posted on website shall form part of bid documents.
4. The bid documents consisting of plans, specification, the schedule of quantities of the various types of items
to be executed and the set of terms and conditions of the contract to be complied with and other necessary
documents in Hard copy can be seen in the office of Executive Engineer, W.D XI, W.R.D, Aquem Baixo,
Rawanfond, Salcete – Goa during office hours.
5. Only the online tender documents submitted by the intending bidders, fulfilling the eligibility criteria and
who have remitted Earnest Money Deposit (EMD) online within specified time shall be opened.
6. Those contractors not registered on the website mentioned above, are required to get registered beforehand.
If needed for training on online bidding process may visit website https://eprocure.goa.gov.in.
7. The intending bidder must have valid class-III digital signature to submit the bid.
8. On opening date, the contractor can log in and see the bid opening process. After opening of bid he will
receive the competitor bid sheets.
9. Contractors can upload documents in the form of JPG format and PDF format.
10. The Department reserves the right to reject any prospective application without assigning any reason and to
restrict the list of qualified contractors to any number deemed suitable by it, if too many bids are received
satisfied the laid down criteria.
11. The bidders are required to quote bare rates, GST as applicable will be added by the system. Estimated
amount put to tender is inclusive of GST.
12. 1. For the works tendered by Water Resources Department which is quoted more than 20% below the
estimated cost put to tender (i.e. for work at Sr.No. 1. Rs. 6,60,50,341.60, Sr.No. Rs. 4,80,30,928.80 &
Sr.No.1,97,46,556.00) regardless of whether the estimate is based on GSR or non GSR or including GSR
and Non GSR Items Shall be rejected.
2. Tenders quoted at same percentage/amount by more than one agency, shall be recommended by the
Executive Engineer concerned based on the following criteria.
a) For Item Rate Tenders the rates quoted by the agency for the major/ important items quantum wise and
cost wise to be considered for recommendation (i.e. with respect to Abnormally High and Abnormally
Low Quoted Items) and for Percentage Rate Tenders, below criteria (b, c, & d) may be followed. b)The
agency having less nos. of works in hand with respective Division. c) The ongoing works of the agency in
the same vicinity of the proposed work. d) The performance/past r e c o r d of the agency in execution
of public works.
