Aquem Baixo, Rawanfond, Salcete - Goa, on behalf of the Governor of Goa, invites sealed item rate tender on online
mode only, from the approved and eligible contractors registered in the appropriate class and category with Water
Resources Department (WRD) under Hydraulic & Marine (H & M works) (WR) category of the State of Goa, for the

TENDER SCHEDULE
1. The Bidder who wish to participate in the tender process, have to remit the Tender Processing Fee (TPF),
Tender Documents Fee (TDF), EMD through online Payment Gateway on portal https://eprocure.goa.gov.in.
2. The last date and time for online application for issue & submission of tender bid is 18 / 11 /2023 upto
4.00 p.m.
3. The date and time of opening of Technical bid is on 20 / 11 /2023 at 11.00 a.m. in the Office of The Executive
Engineer, W.D II, W.R.D, Aquem Baixo, Rawanfond, Salcete – Goa.
4. The date and time of opening of Financial bid amongst eligible bidders is on 21 / 11 /2023 at 11.00 a.m. in the
Office of The Executive Engineer, W.D II, W.R.D, Aquem Baixo, Rawanfond, Salcete – Goa.
ELIGIBILITY TO PARTICIPATE IN THE TENDER
The applicants who intend to participate in the tender have to scan and upload the eligibility documents on the e-
tendering portal https://eprocure.goa.gov.in. The eligibility documents are:
a. Contractor’s Valid Registration certificate.
b. Valid PAN Card.
c. Certificate of GST Registration & acknowledgement of up to date filled returns along with copy of Application
Reference Number (ARN) as per GST Law.
d. The bidder having works in hand with total value of which is equal to or more than four times their tendering
limit as per Goa Enlistment Rules 2020, in the same category of registration in their name or Firm’s name at the
time of application are not eligible and such application will be summarily rejected.
e. The bidder has to submit the self declaration on Rs.100/- stamp paper giving the names of works in hand till
date.

MODE OF PAYMENT:-
Bidders participating in e-Tendering have to remit Tender Processing Fee (TPF), Tender Documents Fee (TDF) and
Earnest Money Deposit (EMD) through online Payment Gateway on portal https://eprocure.goa.gov.in through any
of the following modes of payment.
(i) Payment Through Internet Banking.

 (ii) NEFT / RTGS (National Electronic Fund Transfer/ Real Time Gross Settlement): Bidders are required
to download NEFT / RTGS challan and make payment to dynamically generated Account No. through
any Bank.
Note: Any Payments made through NEFT/RTGS normally take 24 hours for its reconciliation. Hence applicants are
therefore advised to make the payments through NEFT/RTGS etc at least TWO BANK WORKING DAYS in advance
before due date.
INSTRUCTIONS TO CONTRACTORS
1. The intending bidder must read the terms and conditions of FORM-6 carefully. He should only submit his bid if
he considers himself eligible and he is in possession of all the documents required.
2. The Contractors registered in appropriate Class and Category with Water Resources Department of Goa State
who fulfills the following requirements shall be eligible to apply. Joint ventures are not accepted.
3. Information and instructions for bidders posted on website shall form part of bid document.
4. The bid documents consisting of plans, specifications, the schedule of quantities of the various types of items to
be executed and the set of terms and conditions of contract to be complied with and other necessary documents
can be seen in the office of the Executive Engineer, W.D II, W.R.D, Aquem Baixo, Rawanfond, Salcete - Goa,
during office hours.
5. The bidders participating for e-tendering / e-payment mode has to remit tender processing fee, tender documents
fee and Earnest Money Deposit (EMD) through online payment gateway on portal https://eprocure.goa.gov.in
Only the online tender documents submitted by those intending shall be opened.
6. Those contractors not registered on the website mentioned above, are required to get registered beforehand. If
needed for training on online bidding process may visit website https://eprocure.goa.gov.in.
7. The intending bidder must have appropriate class digital signature to submit the bid.
8. On opening date, the contractor can login and see the bid opening process. After opening of bids he will receive
the competitor bid sheets.
9. Contractor can upload documents in the form of JPG format and PDF format.
10. The Department reserves the right to reject any prospective application without assigning any reason and to
restrict the list of qualified contractors to any number deemed suitable by it, if too many bids are received
satisfying the laid down criteria.
11. The estimated amount put to tender is inclusive of GST.
12. The bidders are requested to quote bare rates upto 2 decimal places only, GST as applicable will be added by
the system.
13. 1) For above works tendered by Water Resources Department which is quoted more than 20% below
the estimated cost put to tender regardless of whether the estimate is based on GSR or Non-GSR or
including GSR and Non GSR items shall be rejected.
2) Tenders quoted at same percentage / amount by more than one agency, shall be recommended by the
Executive Engineer concerned based on the following criteria:
a) For item Rate Tenders, the rates quoted by the agency for the major / important Items quantum wise
and cost wise to be considered for recommendation (i.e. with respect to Abnormally High and
Abnormally Low Quoted Items) and for Percentage Rate Tenders below criteria (b, c &d) may be
followed.
b) The agency having less nos. of works in hand with respective Division.
c) The ongoing works of the agency in the same vicinity of the proposed work.
d) The performance / past record of the agency in execution of public works.
14. Payment for the work will be made, subject to the availability of funds without any additional liability of
interest.
15. The EMD (Earnest Money Deposit) of all the participating bidders will be released automatically by
the system only when the Award of Contract (AOC) is issued online to the Lowest (L1) bidder.
