Dear Governor Alvarez,
Kindly be informed that upon the take-over of the National Power Corporation of Mangsee
Diesel Power Plant last July 30-31, 2020, the load consumption of Mangsee Island is 74 kW
(during the take-over) from 63 kW (under BAPA) and is now currently consuming 133 kW.
With a total of 827 households connected, we would like to respectfully request your
concerned groups to assess the load balancing and the line of the distribution system. Also,
additional transformers for replacement of defective/damaged transformers. We are
experiencing low voltage up to two hundred output voltage (200v) only and the unit 2 is non-
operational on November 28, 2021 because of AVR failure.

Please be informed of the current power situation at the Mangsee Island in the Municipality
of Balabac wherein NPC force to have a total plant shutdown due to the unbalanced loading
of PGP distribution line. The unbalanced loading was a result of an isolation of one defective
distribution transformer connected in line no. 2, located in front of Marine detachments. This
transformer when energized commercially causes severe problems in our operation that will
led to a damaged in our generating sets, automatic voltage regulator (AVR) in particular.
