SUBJECT : SHOW CAUSE ORDER ISSUED BY ERC TO BALABAC DPP

This refers to the show cause order issued by ERC to Balabac DPP. The former
Plant Head of Balabac DPP Mr. Teodolfo P. Macatangay is already retired in July
2020 but before his retirement, the documents and data needed for the renewal of
COC are forwarded to OPPAD and started to process the application for renewal of
COC. In February 2021 additional requirements such as photos of Gensets and form
no. 3 are submitted to OPPAD. In April 2021 Virtual Inspection is conducted by ERC
with NPC-OPPAD and Balabac DPP personnel. In the case of the capacity addition
project, the testing and commissioning activities of generating units are scheduled
and conducted by the Project Management Department since the units are still under
the warranty period. The immediate operation of additional units is necessary
because Balabac DPP is operating 24 hours and is the only electric generating entity
on the island under the missionary electrification program of DOE.
