Executive Summary
0.1 NAME OF THE WORK:
SURVEY, IDENTIFICATION OF OVERHEAD, OVER GROUND,
UNDERGROUND UTILITIES AND IDENTIFICATION OF POWER SOURCING
OPTIONS FOR SUBSTATIONS ALONG THE PROPOSED CHENNAI –
BENGALURU - MYSURU HIGH SPEED RAIL CORRIDOR (CBMHSR).

0.2 BACKGROUND OF THE PROJECT:


National High-Speed Rail Corporation Limited (NHSRCL) (the
"Employer") was incorporated on 12th February 2016 under the Companies Act, 2013 with an
object to finance, construct, maintain and manage the High Speed Rail Corridor in India. The
Company has been modeled as 'Special Purpose Vehicle" in the joint sector with equity
participation by Central Government through Ministry of Railways and two State Government
viz. Government of Gujarat and Government of Maharashtra. The Company would be
ushering India into the category of few countries of the world (about 15) using High Speed
Railway System. The High-Speed Rail (HSR) project apart from being a technological
marvel, would afford many quantifiable benefits like saving in travel time, vehicle operation
cost, reduction in pollution, job creation, reduction in accidents / enhanced safety, imported
fuel substitution, and reduction in pollutants. The project would also boost the infrastructure
and add to the growth of economy. HSR would be an integrated system having overall
optimization of various components, viz. Hardware, Software, Human-ware and their
interface, etc.

0.3 OBJECTIVE OF THE STUDY:


India is experiencing rapid economic growth in recent years, so the
infrastructure development in transportation sector is need of the hour. This economic growth
of India during last five years has a sharp rise in the volume of people and goods being
transported in the country. To meet the future requirement of passenger traffic which gives
highest priority to comfort, safety and time of travel, the requirement of High speed rail
project came into picture. The study includes identification of power sourcing options for the
Proposed traction and distribution substations along the corridor and also the survey,
identification of overhead, over ground, underground utilities along the proposed Chennai –

Bengaluru - Mysuru High Speed Rail corridor (CBMHSR) which is necessary to implement
the project.

0.4 SALIENT FEATURES OF THE PROJECT:


0.4.1 ROUTE INFORMATION
National High-Speed Rail Corporation Limited (NHSRCL) is in the process of
preparation of Detailed Project Report for the newly High speed rail corridor from Chennai to
Mysuru via Bengaluru. The length of this corridor is approximately 449.500 km as per 1st
revision.

0.4.2 Scope of work:
The proposed CHENNAI – BENGALURU - MYSURU High Speed Rail
Corridor is planned along major expressways / national highways, Greenfield areas and may
be passing through arterial roads of the intermediate city road network for high speed rail
connectivity between different cities along the corridor. Large number of overhead, surface
and sub-surface utility services viz. electrical transmission lines, electric distribution lines /
poles, traffic signals, telephone cables, sewers, water mains, storm water drains, gas / oil
pipelines etc. are anticipated to be existing along the proposed alignment.

The utility services may have to be planned for shifting, modification to


enable construction of HSR structures and /or to ensure safety & adequate clearance as per
HSR requirements. As such, these utilities may critically affect the construction works and
project implementation time schedule and costs, for which necessary planning / action needs
to be initiated in advance. In view of above intent, the agency planned to execute and perform
following activities, as a minimum:

0.4.2.1: Survey, identification of Utilities:


Survey and identification of infringing
a) Electrical lines of different voltage class namely LT, HT, EHT etc., transformer, light
posts, junction boxes, UG electrical cable, Light mast, etc belonging to Central/State
Govt. authorities or their undertakings, Private entities, including electrical
connections for bore well / tube well for agriculture purpose or otherwise.
b) Railway OHE installations, rail crossings, ROB, RUB
c) Telecom Towers / Lines, Telephone Poles, S&T Installations, pipeline, tower,
structures, roads, bridges, hill area, water bodies, drain, hand-pump, water tank, petrol
pumps, etc. This survey is done both for above such utilities on the ground or above
ground; either crossing or running parallel to the proposed corridor width.

0.4.2.2: Utility -On Ground or Above Ground:


The details of existing utility services on the ground or above ground are
surveyed through Total station / DGPS and visual inspections. All identified utilities are
surveyed accurately by DGPS / DGPS along with fixing of control points along the corridor.
All identified utilities are marked on proper UTM co-ordinates.

Following details would be collected and included in the report for


identified electrical lines/crossing(s) & other identified utility services in the relevant format
as per Format-1 attached along with TOR& also good quality photographs of identified
infringing utility services properly indexed (along with soft copies). Details are included as
voltage class, ground clearance, span length, coordinates of tower / pole at entry & exit of
HSR ROW, crossing (feeder / line) particulars, village / Tehsil / district in which the electrical
line / crossing falls, Utility owner particulars amongst others.

i) Underground utility services: Includes electrical/power cables, OFC, Sewerage,


Pipelines (Water, Gas, Petroleum etc.) & other utility services amongst others. All
identified utilities are surveyed for accuracy by DGPS / DGPS control points to be
fixed by the agency. All identified utilities are marked on proper UTM co-
ordinates.
ii) Entire Route & other selected stations, Depots, OCC locations: Detailed
drawings of existing underground utility services for the entire route & other
selected stations, Depots, OCC locations are collected from the concerned

departments/various stakeholders and the same are identified / picked up by total


station / DGPS at site through tell-tale signs and verified with drawings collected
from concerned departments / organization.
iii) For entire route & selected locations for underground utilities: Following
details would be collected and included in the report for identified underground
utility services in the relevant format as per Format-2 attached along with TOR &
also good quality photographs of identified infringing utility services properly
indexed (along with soft copies). Details inter alia are included as type of utility,
depth, material, co-ordinates at entry & exit of HSR ROW, crossing particulars,
village / Tehsil / district in which the crossing falls, Utility owner particulars
amongst others.

The existing utility services are identified within the proposed Right of Way
/ Land boundary. The route length, width of right of way and area of stations, sub-stations and
other infrastructure planned for the corridor is provided with this tender. Further details of
proposed alignment are provided by NHSRCL.
The details are defined as follows:
i. Tentative route length is approximately 449.500 km.
ii. Width of ROW for the main line route (expect stations, Depot, OCC etc.) is
taken to be approximately 30 meters (15 meters from the center line on each
side)
iii. Dimensions of Station (as mentioned at Clause 1 above) are as follows:
 Length=2000 meters (1000 meters from mid-point on both directions)
 Width= 200 meters (100 meters from center line on both sides)
iii. Dimensions of Depots & OCC are as follows:
 Length=2384 meters
 Width= 725 meters

0.5 Identification of Power sourcing options for TSS & DSS and Utility Survey:
Traction Substations (TSS) are located along the route of HSR corridor
which would feed traction power to high speed trains. Distribution Substations (DSS) are
located at or near every HSR stations / Depots / OCC (if required) which would feed power to
non-traction loads. The tentative numbers of TSS are 12 & the tentative numbers of DSS are
11 including respective depot locations. The locations of TSS & DSS and other related

information such as loads etc. are collected during survey. From this study it is able to finalize
the most suitable, reliable and economic project power source. The data collection team has
gathered following information to submit in our final report.
i. Grid Substations or Transmission Lines of power utility (State or Central)
nearest to TSS & DSS.
ii. Availability of space, Transformer Capacity and augmentation possibility in Grid
Substation (GSS) of power utility or possibilities of Line in Line out
(LILO) connection with Transmission Line.
iii. Optimal Route, length of transmission line/HV cable from GSS to TSS/DSS
keeping in mind minimum project execution time & cost.
The preferred voltage level for TSS required to be 110 kV or above &
preferred voltage level for DSS required to be 33 kV or above. All these above information
have been collected through interaction and joint meetings with concerned departmental
power supply authorities.

0.5.1 Identification of Power sourcing options for TSS & DSS.

0.5.1.1 Traction Substation Locations and most preferred power source from Grid:
This project involves 12 traction substations ( 10 TSS + 2 Depot TSS )
which will cater current to the OHE for the entire project of Chennai - Bengaluru - Mysuru
High Speed Rail corridor (CBMHSR). The locational details are tabulated below:

0.5.1.2 Distribution Substation Locations and most preferred power source from Grid:
This project involves 11 distribution substations (9 Stations + 2 Depot)
which will cater current to the HSR station and other ancillary power requirements for the
entire project of Chennai - Bengaluru - Mysuru High Speed Rail corridor (CBMHSR). The
said 11 Distribution substations are planned to be placed along proposed alignment of this
project within the campus area of the proposed station locations. The locational details are

0.7 Conclusion
The outcome of the entire study is to identify various utilities and
power sources networks along the route to be used in execution and implementation of high
speed rail project. Shifting of Utilities plays a major role in any project, any delay in shifting
of utilities, the timelines of the project may be delayed. So these studies have having lot of
importance to move forward in procurement and successful planning of the said project. At
the end of the executive summary there is a map attached which indicates Chennai -
